Democratic Education Only For Some: Secondary Schooling In Northern Uganda, Philip Kelly, Stephen Odama

This article analyzes the effects of the political, social and cultural contexts of secondary education in northern Uganda. Specifically, the authors examine interactions between several factors with the schooling system, including

• post-colonial curriculum,
• centralized examination system,
• several decades of war and instability,
• poverty, and
• intra-national and inter-tribal prejudice and discrimination.

Informing the analysis is the fact that Uganda is a democracy and thus has certain democratic responsibilities to its children and students. To explore these issues, the lenses of democratic theory and critical theory are employed.

It is something of an article of faith in public and academic discourse that preventive detention runs counter to American values and law. This meme has become standard fare among human rights groups and in a great deal of legal scholarship. It treats the past nine years of extra-criminal detention of terrorism suspects as an extraordinary aberration from a strong American constitutional norm, under which government locks up citizens pursuant only to criminal punishment, not because of mere fear of their future acts. Third-party litigation finance is a growing industry. The practice, also termed “litigation lending,” allows funders with no other connection to the lawsuit to invest in a plaintiff’s claim in exchange for a share of the ultimate recovery. Most funding agreements have focused on domestic litigation in Australia, the United Kingdom, and the United States. However, the industry is poised for growth worldwide, and the recent environmental lawsuit brought by Ecuadorian plaintiffs against Chevron demonstrates that litigation funding is also beginning to play a role in transnational litigation.

Focusing on the construction and negation of disability allowances, this Article identifies and traces the roots of a fundamental tension that underlies disability politics with regard to disability allowances: are cash benefits an archaic and outdated form of assistance to disabled people, or are they still a relevant mode of response to their systematic marginalization and exclusion? Based on a field study of the Israeli disability community, the Article shows that while disability rights advocates tend to reject disability allowances as fundamentally wrong and to support the transformation of society's social structures, welfare activists tend to view disability allowances as …

Command and Control (C2) operators rely heavily on radio and chat communication to efficiently plan, direct, coordinate, and control assets. Explores the use of an assessment instrument based on a model named library information systems security assessment model (LISSAM) to assess the 155 status in special and public libraries in Malaysia. The study aims to determine the implementation status of technological and organizational components of the LISSAM model. In the absence of a single authoritative mechanism to interpret humanitarian law, a number of treaty bodies, national courts, regional human rights courts/commissions, international tribunals, and thematic mechanisms have been called upon to address humanitarian law issues. Prime among these institutions is the United States Supreme Court. Though only in a small number of cases, the Court has relied on humanitarian law principles and treaties from the early days of the Republic to the “war on terrorism.” In what ways does the Court invoke this body of law and how competent is its analysis? Archaeological theory has usually depended upon investigating locations through the entire length of occupation. The novelty of addressing archaeological data through the analysis of separate events in time has been proposed by several scholars. An eventful analysis of archaeology or “eventful archaeology” is addressed here by analyzing archaeological data obtain from the Koholuapapa heiau on the island of Maui. The discovery of an adjacent residential enclosure constructed after the collapse of the kapu system across the Hawaiian archipelago supports a spatial transformation. This dissertation describes a novel technique to creating a simulated team of agents through observation. Simulated human teamwork can be used for a number of purposes, such as expert examples, automated teammates for training purposes and realistic opponents in games and training simulation. Current teamwork simulations require the team member behaviors be programmed into the simulation, often requiring a great deal of time and effort. None are able to observe a team at work and replicate the teamwork behaviors. This thesis intends to prove that Stephen V. Ash’s model of occupation from his work, When the Yankees Came: Conflict and Chaos in the Occupied South, is applicable to St. Augustine’s occupation experience in the Civil War. Three overarching themes in Ash’s work are consistent with Civil War St. Augustine. First, that Union policy of conciliation towards southern civilians was abandoned after the first few months of occupation due to both nonviolent and violent resistance from those civilians. Second, that Ash’s “zones of occupation” of the occupied South, being garrisoned towns, no-man’s-land, and the Confederate frontier apply to St. Augustine …

This study demonstrates that both government officials‟ and the settlers‟ perceptions of the Seminoles and Black Seminoles in Florida were highly influenced by their paternalistic and Jeffersonian world views. These perceptions also informed their policies concerning the Seminoles and Black Seminoles. The study is separated into three sections. The first chapter covers the years of 1820-1823. This section argues that until 1823, most settlers and government officials viewed the Seminoles as noble savages that were dependent on the U.S. Furthermore, most of these individuals saw the Black Seminoles as being secure among the Seminole Indians and as no threat to …

This research examines the establishment and expansion of Hezbollah. It uses a policy perspective in explaining the growth of this organization. Moreover, it focuses on Israel’s disproportionate use of force in Lebanon as a major cause behind the very existence of Hezbollah. The analysis of Israeli policy will be done by examining three separate conflicts as case studies. This article provides an example of how mission history may be utilized in imaginative ways to promote student reflection about missiology. The article first presents biographical portraits of three Christian leaders from Africa and Asia in the late eighteenth century with respect to three missiological themes (migration, empire, and theology of evangelism). The second section of the essay is a fictitious and imaginative conversation among these three historical characters and me, the author, where questions are posed concerning these same themes. The article concludes with pedagogical reflections on the use of a similar exercise with students.

The objective of this project is to understand the causes of growth and development (or lack thereof) that influence nations by examining Ethiopia’s economy and the political dynamics. In this research, Ethiopia’s history highlights major factors that influence tyrannical patterns within political parties, especially within the last few decades. Utilizing an economic approach, the project examined Ethiopia’s growth performance from 1989 to 2007. The Penn World Tables are the primary source of the data used to analyze figures of GDP per capita, adjusted by Purchasing Power Parity (PPP). Is it ethically admissible to compare the suffering of Jews during World War II to the general suffering of animals in the Western world? Who considers this parallel to be morally obscene, and who supports the comparison? Based on the historical evidence of Nazis insulting Jews with animal verbiage and herding them into the gas chambers of concentration camps, this study looks at a few textual examples by the Italian Jewish author Primo Levi, finding a conciliatory position in his poetry and prose.

In the immediate aftermath of al-Qaeda’s September 11 attacks on the United States of America, examinations of terrorist funding focused on the Middle Eastern and South Asian use of Hawala and non-traceable financial transactions. However, whilst the cloaking of identity is certainly a part of criminal activity for funds transfer, there are other factors. The work presented in this thesis focuses on the purification, characterisation and practical applications of an anti-staphylococcal lysin (LysK) and its single-domain truncated derivative (CHAP_k) against pathogenic staphylococci including meticillin resistant Staphylococcus aureus (MRSA). Both proteins were purified to greater than 90% homogeneity. Affinity chromatography was applied as the optimum method for LysK purification and ion-exchange chromatography was successfully applied to CHAP_k. The lytic spectrum of LysK was investigated by zymogram analysis where the enzyme exhibited strong activity against a range of staphylococci regardless of their origin, sequence type (ST) or antibiotic resistant profile. Determining who qualifies as a lawful object of attack in contemporary military operations against non-state belligerents is an increasingly demanding challenge. While it is axiomatic that only persons who qualify as either belligerents or civilians taking a direct part in hostilities fall into this category, the nature, and indeed goal, of counter-insurgencies blurs the line between civilians protected from deliberate attack and belligerents subject to attack. Terrorist watchlists used to restrict travel into and out of the United States owe their conceptual origins to Mrs. Ruth B. Shipley, the Chief of the State Department’s Passport Division from 1928 to 1955. Mrs. Shipley was one of the most powerful people in the federal government for almost thirty years, but she is virtually unknown today. She had the unreviewable discretion to determine who could leave the United States, for how long, and under what conditions.
