Targeted Killing At A Distance: Robotics And Self-Defense, Wayne Mccormack Dec 2011

Targeted Killing At A Distance: Robotics And Self-Defense, Wayne Mccormack

McGeorge School of Law Global Center for Business and Development Annual Symposium

Moderator:John Sims, Professor of Law, University of the Pacific, McGeorge School of Law

This panel will focus on the bearing of human rights norms on the use of unmanned aerial vehicles (UAVs) in armed conflict situations. The ongoing and rapidly increasing development and deployment of UAVs in situations of armed conflict have arguably outpaced the law in that they are not adequately supported by a dedicated and enforceable regime of international and (trans)national rules, regulations, and standards, including relevant human rights norms. In addressing this issue, the panel will explore the role human rights norms play or should play in …

Organ-Distribution Of The Metabolite 2-Aminothiazoline-4-Carboxylic Acid In A Rat Model Following Cyanide Exposure, Ilona Petrikovics, David E. Thompson, Gary A. Rockwood, Brian A. Logue

Chemistry and Biochemistry Faculty Publications

The reaction of cyanide (CN−) with cystine to produce 2-aminothiazoline-4-carboxylic acid (ATCA) is one of the independent detoxification pathways of cyanide in biological systems. In this report, in vivo production of ATCA and its distributions in plasma and organs were studied after a subcutaneous sublethal dose of 4 mg/kg body weight potassium cyanide (KCN) administration to rats. At this sublethal dose of KCN, ATCA concentration was not significantly increased in the plasma samples, however, it was found significantly increased in liver samples. These results suggested that ATCA might not be a good diagnostic biomarker in plasma for sublethal …

"Is This Really A Police Station? Police Department Exteriors And Judgments Of Authority, Professionalism, And Approachability.", Ashley Clinton, Ann Sloan Devlin

Psychology Faculty Publications

This study examined the relationship between exteriors of police department facilities and participants’ ratings of the buildings’ authority, professionalism, and approachability. After a pilot study, research was conducted with 122 participants who were undergraduate students from a small, liberal arts college in the Northeast. On each of three characteristics (authority, professionalism, and approachability), participants rated 16 color images of police departments located in the United States. The façade ratings for each characteristic were then categorized into factors through factor analyses. There were three factors for authority (Ineffectual, Strong, and Outdated); three for professionalism (Unskilled, Non-traditional, and Governmental); and four for …

Structural Determinants Of Homicide: The Big Three, Maria Tcherni Dec 2011

Structural Determinants Of Homicide: The Big Three, Maria Tcherni

Criminal Justice Faculty Publications

Building upon and expanding the previous research into structural determinants of homicide, particularly the work of Land, McCall and Cohen (1990), the current paper uses county-level data to disentangle three major influences on homicide rates: poverty, racial composition, and the disruption of family structure. Theoretical foundations of these influences are laid out, and the effects of the three factors on homicide rates are tested at two time periods as far removed from one another as possible: 1950-1960 and 1995-2005. All major variables typically used in homicide research are included as controls. The results of analyses show that the effects of …

From Juvenile Court To The Adult Criminal Justice System: An Examination Of Judicial Waiver, Sheri Lu Jenkins Cruz Dec 2011

From Juvenile Court To The Adult Criminal Justice System: An Examination Of Judicial Waiver, Sheri Lu Jenkins Cruz

Dissertations

This project was concerned with how extra legal factors impact juvenile court judge‟s decisions to waive juveniles to the adult criminal court. This study had both a general and a specific purpose. Generally, it sought to identify and examine the perceptions of juvenile court judges regarding judicial waiver based on previous positions held and on the state in which the juvenile judge resides. Specifically, this study sought to examine the relationship between individual characteristics of juvenile court judges and their perceptions regarding judicial waiver. Based on the research questions, ten hypotheses were developed and tested. The population for this study …

Constructions Of Citizenship Among Multinational Corporations, Gail L. Markle Dec 2011

Constructions Of Citizenship Among Multinational Corporations, Gail L. Markle

Faculty Articles

Using social contract theory as a foundation I examined the ways in which four multinational corporations use disclosures of corporate social responsibility to present themselves as good corporate citizens. Several factors influence a corporation’s use of CSR: size of the corporation, public visibility, personal commitment of high ranking executives, location of manufacturing operations, and types of stakeholders. There is a significant difference in the responsibilities and obligations Proctor & Gamble, Kimberly-Clark, and Colgate-Palmolive ascribe to themselves as corporate citizens compared to those of SC Johnson. I attribute this difference to one of stakeholder accountability, specifically public shareholders. The three publicly …

Alvarado Revisited: A Missing Element In Alaska’S Quest To Provide Impartial Juries For Rural Alaskans, Jeff D. May Dec 2011

Alvarado Revisited: A Missing Element In Alaska’S Quest To Provide Impartial Juries For Rural Alaskans, Jeff D. May

Alaska Law Review

In Alvarado v. State, the Alaska Supreme Court declared that an impartial jury is a cross section of the community and that the community where the events at issue transpired must be represented in the jury. This decision spurred changes to jury selection procedures and the creation of Criminal Rule 18, an effort to ensure defendants from remote villages are judged by a jury representative of these rural areas. The Alaska Court of Appeals recently addressed an issue of first impression regarding the application of Criminal Rule 18. In Joseph v. State, the defendant was convicted of murdering his …

Foundational Documents

This is the executive summary of a white paper that describes the context, current capacity, areas of opportunity, and next steps for the UNO Early Childhood/Child Welfare Priority (ECCW). It responds to the need for comprehensive integrated systems of services designed to give all young children (birth through age eight) access to what they need in the early years to succeed in school and in life. In this context, UNO recognizes ECCW as critical to our metropolitan university mission. Further, we must come together with early childhood service providers, P-12 districts, parents, policy makers, other University of Nebraska campuses, community …

Assessing The Efficacy Of A Modified Therapeutic Community On The Reduction Of Institutional Write-Ups In A Medium Security Prison, Lee Maglinger Dec 2011

Assessing The Efficacy Of A Modified Therapeutic Community On The Reduction Of Institutional Write-Ups In A Medium Security Prison, Lee Maglinger

Dissertations

This study explored the impact a modified Therapeutic Community (TC) had on reducing institutional disorder as documented by institutional write-ups. Substance abuse treatment programs are typically evaluated in terms of their ability to prevent relapse and reduce recidivism. The current study examined the efficacy of a modified TC in relation to these parameters but also explored its overall impact on prison safety and security for both the inmates and staff of a medium security prison located in Kentucky. Specifically, the number of institutional write-ups exhibited by clients participating in a modified Therapeutic Community was compared with the number of write-ups …

From Nixon’S War On Drugs To Obama’S Drug Policies Today: Presidential Progress In Addressing Racial Injustices And Disparities, Cigdem Sirin

Departmental Papers (PS)

This study investigates presidential progress in addressing racial injustices and disparities within the context of the war on drugs. I argue that racial inequalities emanating from the war on drugs have been largely overlooked and at times aggravated by previous administrations. Although there have been some improvements in this regard since President Obama took office, more extensive policy reforms are needed to better remedy such inequalities. I also argue that the viability of a progressive presidency for racial justice vis-à-vis U.S. drug policies depends not only on the personal agenda of the president but also on a supportive public as …
