Recovering Full Repair Costs Of Indot Infrastructure Damaged By Motor Vehicle Crashes, Grant D. Farnsworth, Thomas M. Brennan Jr., Darcy M. Bullock Jan 2011

Recovering Full Repair Costs Of Indot Infrastructure Damaged By Motor Vehicle Crashes, Grant D. Farnsworth, Thomas M. Brennan Jr., Darcy M. Bullock

JTRP Technical Reports

There are approximately 4,000 instances per year where state property located along Indiana Department of Transportation (INDOT) maintained right-of-way needs to be replaced or repaired due to motor vehicle crashes. INDOT incurs significant financial losses to repair state property damage that is not recovered from the responsible driver because responsible parties can not be identified and invoices do not reflect the fully-loaded cost of the repair. This study’s objective is to identify enhanced management procedures to decrease the financial burden of the state by identifying best practices supporting the following four goals: 1) increasing the percent of invoices collected, 2) …

Identification And Behavior Of Collapsible Soils, Alain El Howayek, Pao-Tsung Huang, Rachael Bisnett, Maria C. Santagata Jan 2011

Identification And Behavior Of Collapsible Soils, Alain El Howayek, Pao-Tsung Huang, Rachael Bisnett, Maria C. Santagata

JTRP Technical Reports

Loess is a soil that can exhibit large deformations upon wetting. Cases of wetting induced collapse in loess have been documented for natural deposits and man-made fills. These issues are of concern to the Indiana DOT due to the growth of the state’s infrastructure in regions with significant loess deposits.

The research reviewed the existing literature on loess, focusing on index properties, structure, mineralogy, criteria used for quantifying collapsibility, methods for measuring collapse potential, and, in particular, the collapsibility of compacted loess. Additionally, available documentation on loess deposits in Indiana was reviewed and summarized.

This research also included experimental work …

Truck Travel Characteristics As An Indicator Of System Condition And Performance, Anwaar Ahmed, Mathew Volovski, Daniel Van Boxel, Samuel Labi, Kumares C. Sinha Jan 2011

Truck Travel Characteristics As An Indicator Of System Condition And Performance, Anwaar Ahmed, Mathew Volovski, Daniel Van Boxel, Samuel Labi, Kumares C. Sinha

JTRP Technical Reports

The effect of trucks on the level of service is determined by considering passenger car equivalents (PCE) of trucks. The Highway Capacity Manual (HCM) uses a single PCE value for all tucks combined. However, the composition of truck traffic varies from location to location; therefore a single PCE-value for all trucks may not correctly represent the impact of truck traffic at specific locations. Consequently, the Indiana Department of Transportation wanted to develop separate PCE values for single-unit and combination trucks to replace the single value provided in the HCM. Traditionally, equivalent delay and microscopic simulations have been used to estimate …

Post-Processing Techniques To Enhance Reliability Of Assignment Algorithm Based Performance Measures, Srinivas Peeta, Amit Kumar, Sushant Sharma Jan 2011

Post-Processing Techniques To Enhance Reliability Of Assignment Algorithm Based Performance Measures, Srinivas Peeta, Amit Kumar, Sushant Sharma

JTRP Technical Reports

This study develops an enhanced transportation planning framework by augmenting the sequential four-step planning process with post-processing techniques. The post-processing techniques are incorporated through a feedback mechanism and aim to improve the stability and convergence properties of the solution, thereby improving the reliability of the planning process. There are three building blocks of the proposed post-processing module: slope-based multi-path algorithm or SMPA, perturbation assignment, and O-D prioritization technique. SMPA is the most important part of the module and it can be used as both a post-processing algorithm and an independent static traffic assignment algorithm. In addition to SMPA, the post-processing …

High Performance Concrete Pavement In Indiana, Tommy E. Nantung Jan 2011

High Performance Concrete Pavement In Indiana, Tommy E. Nantung

JTRP Technical Reports

Until the early 1990s, curling and warping of Portland cement concrete pavement did not concern pavement engineers in many transportation agencies. Since beginning construction of the interstate system in the United States in the late 1950s through the late 1980s, the performance of Portland cement concrete pavement has been associated with properties of concrete as a pavement material. In those years developed standards and design guidelines emphasized better concrete materials and construction control. At the time, combining curling and loading stresses was quite controversial due to the nature of the load-carrying capacity of concrete pavement and the occurrence of types …

Long-Term Behavior Of Integral Abutment Bridges, Robert J. Frosch, Matthew D. Lovell Jan 2011

Long-Term Behavior Of Integral Abutment Bridges, Robert J. Frosch, Matthew D. Lovell

JTRP Technical Reports

Integral abutment (IA) construction has become the preferred method over conventional construction for use with typical highway bridges. However, the use of these structures is limited due to state mandated length and skew limitations. To expand their applicability, studies were implemented to define limitations supported by rational analysis rather than simply engineering judgment. Previous research investigations have resulted in larger length limits and an overall better understanding of these structures. However, questions still remain regarding IA behavior; specifically questions regarding long-term behavior and effects of skew. To better define the behavior of these structures, a study was implemented to specifically …

Security Of The Sha-3 Candidates Keccak And Blue Midnight Wish: Zero-Sum Property, Liliya Andreicheva Jan 2011

Security Of The Sha-3 Candidates Keccak And Blue Midnight Wish: Zero-Sum Property, Liliya Andreicheva

Theses

The SHA-3 competition for the new cryptographic standard was initiated by National Institute of Standards and Technology (NIST) in 2007. In the following years, the event grew to one of the top areas currently being researched by the CS and cryptographic communities. The first objective of this thesis is to overview, analyse, and critique the SHA-3 competition. The second one is to perform an in-depth study of the security of two candidate hash functions, the finalist Keccak and the second round candidate Blue Midnight Wish. The study shall primarily focus on zero-sum distinguishers. First we attempt to attack reduced versions …

Regulatory Fictions: On Marriage And Countermarriage, Elizabeth F. Emens Jan 2011

Regulatory Fictions: On Marriage And Countermarriage, Elizabeth F. Emens

Faculty Scholarship

Debates about marriage currently capture much public attention. Scholars have pushed beyond the question of whether gays are worthy of marriage to ask whether marriage is worthy of gays. The present moment of questioning marriage in its current form may be brief Thus, we should take this opportunity to imagine the widest possible range of alternatives to our current marriage regime – what I call countermarriage regimes. This Essay draws on two unlikely sources of legal innovation to expand our thinking about marriage alternatives: literature and anti-gay law. Literature offers an array of countermarriage regimes, including exploding marriage, three-strikes marriage, …

By incorporating pay satisfaction at Level 1 and Corruption Perceptions Index (CPI) at Level 2, we investigated the relationship between the love of money and self-reported corrupt intent among 6,382 managers in 31 geopolitical entities across six continents. Our significant cross-level three-way interaction effect showed that for managers with high pay satisfaction, the intensity (slope) of the love of money to corrupt intent relationship was almost identical in high or low CPI entities but the former had the lowest magnitude of corrupt intent, whereas the latter had the highest. For those with low pay satisfaction, the slope was the steepest …

Income Tax Discrimination: Still Stuck In The Labyrinth Of Impossibility, Michael J. Graetz, Alvin C. Warren Jr. Jan 2011

Income Tax Discrimination: Still Stuck In The Labyrinth Of Impossibility, Michael J. Graetz, Alvin C. Warren Jr.

Faculty Scholarship

In previous articles, we have argued that the European Court of Justice's reliance on nondiscrimination as the basis for its decisions did not (and could not) satisfy commonly accepted tax policy norms, such as fairness, administrability, economic efficiency, production of desired levels of revenues, avoidance of double taxation, fiscal policy goals, inter-nation equity, and so on. In addition, we argued that the court cannot achieve consistent and coherent results by requiring nondiscrimination in both origin and destination countries for transactions involving the tax systems of more than one member state. We demonstrated that – in the absence of harmonized income …

The Genesis Of The Gats (General Agreement On Trade In Services), Juan A. Marchetti, Petros C. Mavroidis Jan 2011

The Genesis Of The Gats (General Agreement On Trade In Services), Juan A. Marchetti, Petros C. Mavroidis

Faculty Scholarship

The Uruguay Round services negotiations saw the light of day amidst pressures from lobbies in developed countries, unilateral retaliatory actions, and ideological struggle in the developing world. The final outcome, the GATS, certainly characterized by a complex structure and awkward drafting here and there, is not optimal but is an important first step towards the liberalization of trade in services. This article traces the GATS negotiating history, from its very beginning in the late 1970s, paying particular attention to the main forces that brought the services dossier to the multilateral trading system (governments, industries, and academics), and the interaction between …

The I Of The Beholder, Grady B. Manus Jan 2011

The I Of The Beholder, Grady B. Manus

Theses

The essay that follows is an overview of some of the writers and schools of poetics that have influenced my poetry and writing process. A writer's voice echoes their philosophy about the art and the voices of those whose work they most appreciate. I have tried to credit those influences and describe, in brief, my approach to poetry.

My belief is that all art should be exercises in experimentation. Stretching strengthens a poet's work and the art. Poetry is a living thing and it must move and breathe and grow or it will simply cease to be a viable force. …

On Dejudicializing American Campaign Finance Law, Richard Briffault Jan 2011

On Dejudicializing American Campaign Finance Law, Richard Briffault

Faculty Scholarship

The Supreme Court dominates American campaign finance law. Citizens United v. Federal Election Commission dramatically illustrates this basic truth, but Citizens United is nothing new. The Court has been the preeminent force in shaping and constraining our campaign finance laws since Buckley v. Valeo, and the Court's role as arbiter of what regulations may or may not be enforced only continues to grow. The President of the United States can wag his finger at the Court during the State of the Union Address and denounce its Citizens United ruling to the Justices' faces on national television, but even he …

Corporations, Corruption, And Complexity: Campaign Finance After Citizens United, Richard Briffault Jan 2011

Corporations, Corruption, And Complexity: Campaign Finance After Citizens United, Richard Briffault

Faculty Scholarship

Few campaign finance cases have drawn more public attention than the Supreme Court's decision in Citizens United v. FEC. The Court's invalidation of a sixty-year-old federal law – and comparable laws in two dozen states – banning corporations from engaging in independent spending in support of or opposition to candidates strongly affirms the right of corporations to engage in electoral advocacy. Critics – and most, albeit not all, of both the popular and academic commentary on the decision has been critical – have condemned the idea that corporations enjoy the same rights to spend on elections as natural persons. …

Directing Beyond The Boundaries: A Director's Journey To Personal Style In Directing Diaspora, Mary Elizabeth Wlodarczyk Jan 2011

Directing Beyond The Boundaries: A Director's Journey To Personal Style In Directing Diaspora, Mary Elizabeth Wlodarczyk

Theses

Even though, the text of Diaspora was technically "mine" in the sense that J wrote Diaspora, the play text itself became a separate creature at its completion. So the production of Diaspora was not so much my directing a play I wrote, as much as it was an agreement between me and the new text, an autonomous life. In this exacting negotiation, I had to chose where I reside on the spectrum directing philosophies, whether I would embrace complete fidelity to the text or would I see the directing process as more intuitive and flexible (Benedetti 14-15)?

The writers and …

Appealing To The Middlebrow Reader: Changes Made To Richard Wright's Black Boy, Donald R. Hatcher Jan 2011

Appealing To The Middlebrow Reader: Changes Made To Richard Wright's Black Boy, Donald R. Hatcher

College of Graduate Studies: Theses & Dissertations

This thesis focuses on Richard Wright's autobiography Black Boy (American Hunger) A Record of Childhood and Youth. The book's original format underwent a couple of major changes in order to be accepted by The Book-of-the-Month Club, which were the elimination of the entire second half dealing with Wright's time in the North and the rewriting of the end of the first half in order to give closure to the shortened book. In my thesis, I will discuss these changes in detail and explain how these changes undermined Wright's original intentions. Furthermore, I will show how The Book-of-the-Month- Club's influence affected …

"Oberon's Henchman; Or The Legend Of The Three Sisters" By Matthew Gregory Lewis: A Critical Edition, Erin Waddell Jan 2011

"Oberon's Henchman; Or The Legend Of The Three Sisters" By Matthew Gregory Lewis: A Critical Edition, Erin Waddell

College of Graduate Studies: Theses & Dissertations

This thesis provides a critical edition of M.G. Lewis's "Oberon's Henchman" with an introduction to the text that recontextualizes the poem within its historical milieu. The introduction also presents a critical reading of the text, arguing that Lewis's pastiche is a carefully orchestrated, respectfully playful synthesis of source material which redefines the nature of the spirit world on his own terms. In addition to this background and critical information, this edition provides tools for the reader's comprehension and analysis of the poem: a character guide, synopses presented both chronologically and in order of occurrence within the ballad, extensive notes and …

A Study Of Effective Strategies, Programs, And Policies For School Leaders In Protecting Lesbian, Gay, Bisexual, And Transgender Youth From Peer Victimization, Laura Ann Bacon Jan 2011

A Study Of Effective Strategies, Programs, And Policies For School Leaders In Protecting Lesbian, Gay, Bisexual, And Transgender Youth From Peer Victimization, Laura Ann Bacon

College of Graduate Studies: Theses & Dissertations

This study examined what school leaders can do to protect lesbian, gay, bisexual, and transgender (LGBT) youth from peer victimization and identified effective strategies, programs, and policies that school leaders can implement in their schools to reduce the level of peer victimization experienced by LGBT youth. Students who identify as LGBT are often victimized by their peers (Chan, 2009; Kosciw, 2004; Markow & Fein, 2005; Weiler, 2004; Williams, Connolly, Pepler, & Craig, 2005). Peer victimization has a negative impact on the academic and psychological development of students, especially those in the sexual minority. LGBT youth are at a greater risk …

The Impact Of Response To Intervention On Special Education Identification, Naesha Parks Jan 2011

The Impact Of Response To Intervention On Special Education Identification, Naesha Parks

College of Graduate Studies: Theses & Dissertations

Response to intervention is a process designed to provide students with interventions before they are identified as students who are served through special education services as students who have disabilities. RTI is a general education initiative that allows students to receive targeted interventions in their areas of weakness before they are referred to special education. The implementation of RTI has had a significant effect of education. This study explored the perceptions of how teachers and administrators felt regarding special education identification since the implementation of RTI. This study makes both theoretical and practical contributions to the fields of education and …
