Coupled Photonic Crystal Micro-Cavities With Ultra-Low Threshold Power For Stiumulated Raman Scattering, Qiang Liu, Zhengbiao Ouyang, Sacharia Albin

Electrical & Computer Engineering Faculty Publications

We propose coupled cavities to realize a strong enhancement of the Raman scattering. Five sub cavities are embedded in the photonic crystals. Simulations through finite-difference time-domain (FDTD) method demonstrate that one cavity, which is used to propagate the pump beam at the optical-communication wavelength, has a Q factor as high as 1.254 × 108 and modal volume as small as 0.03μm3 (0.3192(λ/n)3). These parameters result in ultra-small threshold lasing power ~17.7nW and 2.58nW for Stokes and anti-Stokes respectively. The cavities are designed to support the required Stokes and anti-Stokes modal spacing in silicon. The proposed structure …

Bcc Skin Cancer Diagnosis Based On Texture Analysis Techniques, Shao-Hui Chuang, Xiaoyan Sun, Wen-Yu Chang, Gwo-Shing Chen, Adam Huang, Jiang Li, Frederic D. Mckenzie

Electrical & Computer Engineering Faculty Publications

In this paper, we present a texture analysis based method for diagnosing the Basal Cell Carcinoma (BCC) skin cancer using optical images taken from the suspicious skin regions. We first extracted the Run Length Matrix and Haralick texture features from the images and used a feature selection algorithm to identify the most effective feature set for the diagnosis. We then utilized a Multi-Layer Perceptron (MLP) classifier to classify the images to BCC or normal cases. Experiments showed that detecting BCC cancer based on optical images is feasible. The best sensitivity and specificity we achieved on our data set were 94% …

At various stage of progression, most brain tumors are not homogenous. In this presentation, we retrospectively studied the distribution of ADC values inside tumor volume during the course of tumor treatment and progression for a selective group of patients who underwent an anti-VEGF trial. Complete MRI studies were obtained for this selected group of patients including pre- and multiple follow-up, post-treatment imaging studies. In each MRI imaging study, multiple scan series were obtained as a standard protocol which includes T1, T2, T1-post contrast, FLAIR and DTI derived images (ADC, FA etc.) for each visit. All scan series (T1, T2, FLAIR, …

On The Visual Quality Enhancement Of Super-Resolution Images, Amr Hussein Yousef, Jiang Li, Mohammad Karim, Andrew G. Tescher (Ed.) Jan 2011

On The Visual Quality Enhancement Of Super-Resolution Images, Amr Hussein Yousef, Jiang Li, Mohammad Karim, Andrew G. Tescher (Ed.)

Electrical & Computer Engineering Faculty Publications

Super-resolution (SR) is the process of obtaining a higher resolution image from a set of lower resolution (LR) blurred and noisy images. One may, then, envision a scenario where a set of LR images is acquired with a sensor on a moving platform. In such a case, an SR image can be reconstructed in an area of sufficient overlap between the LR images which generally have a relative shift with respect to each other by subpixel amounts. The visual quality of the SR image is affected by many factors such as the optics blur, the inherent signalto- noise ratio of …

2d Face Database Diversification Based On 3d Face Modeling, Qun Wang, Jiang Li, Vijayan K. Asari, Mohammad A. Karim, Manuel Filipe Costa (Ed.)

Electrical & Computer Engineering Faculty Publications

Pose and illumination are identified as major problems in 2D face recognition (FR). It has been theoretically proven that the more diversified instances in the training phase, the more accurate and adaptable the FR system appears to be. Based on this common awareness, researchers have developed a large number of photographic face databases to meet the demand for data training purposes. In this paper, we propose a novel scheme for 2D face database diversification based on 3D face modeling and computer graphics techniques, which supplies augmented variances of pose and illumination. Based on the existing samples from identical individuals of …

Marine Buoy Detection Using Circular Hough Transform, Loc Tran, Justin Selfridge, Gene Hou, Jiang Li Jan 2011

Marine Buoy Detection Using Circular Hough Transform, Loc Tran, Justin Selfridge, Gene Hou, Jiang Li

Electrical & Computer Engineering Faculty Publications

A low cost method for buoy detection in maritime settings is presented using inexpensive digital cameras. In this method, the circular Hough transform is applied to an edge image to circular objects in the image. The center of these circles will signify the locations of each buoy. The known color information of the buoys is also used to enhance the performance by removing false detections. The algorithm is compared to an approach that locates buoys purely on color information. In order to validate the method, we test the approach synthetically and also with real images captured from a small surface …

3d Face Reconstruction From Limited Images Based On Differential Evolution, Qun Wang, Jiang Li, Vijayan K. Asari, Mohammad A. Karim, Andrew G. Tescher (Ed.)

Electrical & Computer Engineering Faculty Publications

3D face modeling has been one of the greatest challenges for researchers in computer graphics for many years. Various methods have been used to model the shape and texture of faces under varying illumination and pose conditions from a single given image. In this paper, we propose a novel method for the 3D face synthesis and reconstruction by using a simple and efficient global optimizer. A 3D-2D matching algorithm which employs the integration of the 3D morphable model (3DMM) and the differential evolution (DE) algorithm is addressed. In 3DMM, the estimation process of fitting shape and texture information into 2D …

Offsetting And The Consumption Of Social Responsibility, Ezra Rosser Jan 2011

Offsetting And The Consumption Of Social Responsibility, Ezra Rosser

Scholarly Articles in Law Reviews & Journals

This Article examines the relationship between individual consumption and consumption-based harms by focusing on the rise in consumption offsetting. Carbon offsets are but the leading edge of a rise in consumer options for offsetting externalities associated with consumption. Moving from examples of quasi offsetting to environmental offsetting and the possibility of poverty offset institutions, I argue that offsetting provides a valuable mechanism for individuals to correct for the harms associated with consumption. This Article makes two major contributions to how we understand the relationship between consumption and social responsibility. First, it identifies an emerging offsetting phenomenon in seemingly discrete market …

Judicial Retirement And Return To Practice, Mary Clark Jan 2011

Judicial Retirement And Return To Practice, Mary Clark

Scholarly Articles in Law Reviews & Journals

This Article engages recent scholarly debates about U.S. Supreme Court tenure and retirement practices, specifically those concerning the merits of adopting eighteen-year term limits or mandatory retirement for Supreme Court Justices. It broadens the discussion by including all Article III judges and by addressing former Article III judges’ return to practice following resignation or retirement, which has been largely ignored in the literature to date despite what I have found to be the return-to-practice rate of over forty percent in the last two decades.

This Article advocates retaining life tenure because it promotes institutional and individual judicial independence better than …

Acta's Constitutional Problems: The Treaty Is Not A Treaty, Sean Flynn Jan 2011

Acta's Constitutional Problems: The Treaty Is Not A Treaty, Sean Flynn

Scholarly Articles in Law Reviews & Journals

On the eve of the United States’ entry into the Anti-Counterfeiting Trade Agreement (“ACTA”), there is considerable confusion as to just what legal effect the agreement will have. In written answers to Senator Ron Wyden, the United States Trade Representative (“USTR”) went to lengths to describe ACTA as non-binding, asserting that “ACTA does not constrain Congress’ authority to change U.S. law,” and that it would operate only as an “Executive Agreement” that “can be implemented without new legislation.” But European negotiators have described the agreement to their legislature in very different terms, asserting that ACTA is “a binding international agreement …

Public Participation And The Private Sector: The Role Of Multilateral Development Banks In The Evolution Of International Legal Standards, Daniel D. Bradlow, Megan S. Chapman

Scholarly Articles in Law Reviews & Journals

This paper systematically describes the public participation standards currently applied by multilateral development banks (MDBs) to the private sector and seeks to identify emerging trends and areas for further development or improvement. It begins by outlining the developing body of international law on public participation and its relationship to good development practice. Thereafter, the paper describes the two principle models for standards attached to MDB funding and assistance to the private sector: (1) the World Bank policies applicable to the public sector; and (2) the International Finance Corporation (IFC) standards that are applicable to the private sector and how these …

The Evolution Of Operational Policies And Procedures At International Financial Institutions: Normative Significance And Enforcement Potential, Daniel D. Bradlow, Andria Naude Fourie

Scholarly Articles in Law Reviews & Journals

The exact contours of international organizations’ (IO) responsibility have not yet been clearly defined. While IOs – and international financial institutions (IFIs) in particular – have in the past avoided drawing those contours in more certain terms, this position is slowly changing: IFIs have been changing expectations about their standards of conduct, as reflected in their evolving operational policies and procedures (OP&P). This report provides an overview of the content, formulation, adoption, amendment and enforcement of OP&P at multilateral development banks (MDB) (a subset of IFIs). It highlights the impact of three developments that are strengthening the normative significance and …

Sector-Specific Competition Enforcement At The Fcc, Jonathan Baker Jan 2011

Sector-Specific Competition Enforcement At The Fcc, Jonathan Baker

Scholarly Articles in Law Reviews & Journals

This comment explains how and why sector-specific enforcement by the Federal Communications Commission (FCC) complements generalist competition enforcement by the Antitrust Division of the Department of Justice (DOJ) and the Federal Trade Commission (FTC), to the benefit of competition in the communications industry. It illustrates ways in which a sector-specific agency such as the FCC can foster competition by comparing merger reviews by the FCC and DOJ in the wake of the 1996 Telecommunications Act.

Equity, Antitrust, And The Reemergence Of The Patent Unenforceability Remedy, Jorge Contreras Jan 2011

Equity, Antitrust, And The Reemergence Of The Patent Unenforceability Remedy, Jorge Contreras

Scholarly Articles in Law Reviews & Journals

The conventional legal analysis of technical standard setting derives primarily from antitrust law. But antitrust remedies, taken alone, may not be broad enough to address recent abuses of the standardization process. The principal example of this shortcoming is the well-known case of Rambus, Inc., which, over the course of several years, was alleged to have concealed relevant patent applications from a standards organization in which it participated and then successfully sued the entire DRAM industry for royalties after the standard was “locked-in.” Remarkably, Rambus prevailed in its litigation campaign despite aggressive enforcement efforts by the Federal Trade Commission. Rambus’s success …

The effect of the secondary electrode configuration in removal of metal contaminants from soils under coupled electric hydraulic gradient assisted by ion exchange medium (CEHIXM) process was investigated. Soil samples using a blend of spent foundry sand and millpond sludge were used to investigate the contribution and cost-effectiveness of the secondary electrode configuration in removal of primarily four heavy metals (Pb, Cd, Zn, and Mn). A number of tests were conducted at an optimum constant DC electric voltage of 50 V and an optimum constant flow velocity of 0.00713 cm/sec for a period of 200 hours. The experimental results demonstrated …

Biosorption Parameter Estimation With Genetic Algorithm, Khim Hoong Chu, Xiao Feng, Eui Yong Kim, Yung Tse Hung Jan 2011

Biosorption Parameter Estimation With Genetic Algorithm, Khim Hoong Chu, Xiao Feng, Eui Yong Kim, Yung Tse Hung

Civil and Environmental Engineering Faculty Publications

In biosorption research, a fairly broad range of mathematical models are used to correlate discrete data points obtained from batch equilibrium, batch kinetic or fixed bed breakthrough experiments. Most of these models are inherently nonlinear in their parameters. Some of the models have enjoyed widespread use, largely because they can be linearized to allow the estimation of parameters by least-squares linear regression. Selecting a model for data correlation appears to be dictated by the ease with which it can be linearized and not by other more important criteria such as parameter accuracy or theoretical relevance. As a result, models that …

Radioactive wastes are generated during nuclear fuel cycle operation, production and application of radioisotope in medicine, industry, research, and agriculture, and as a byproduct of natural resource exploitation, which includes mining and processing of ores, combustion of fossil fuels, or production of natural gas and oil. To ensure the protection of human health and the environment from the hazard of these wastes, a planned integrated radioactive waste management practice should be applied. This work is directed to review recent published researches that are concerned with testing and application of different treatment options as a part of the integrated radioactive waste …

The Efficacy Of An Intuitive Eating Education Program In A School Nutrition Education Curriculum, Nicole Healy Jan 2011

The Efficacy Of An Intuitive Eating Education Program In A School Nutrition Education Curriculum, Nicole Healy

Dissertations and Theses @ UNI

Childhood and adolescent obesity and eating disorders are increasing at an alarming rate in the United States and they occur at younger ages than previously observed. To combat childhood and adolescent obesity, many school nutrition education programs offer obesity prevention programs. Some of these programs consist of restrictive eating plans for obesity prevention, yet their efficacy has been questioned because an unintended consequence is that they may actually increase eating disorder behaviors. An alternative to programs that focus on restrictive eating is the Intuitive eating approach, which is based on the premise that an adherence to physiological cues in determining …

Human Values And The Importance Of Money, Sara Lucia Estrada Villalta Jan 2011

Human Values And The Importance Of Money, Sara Lucia Estrada Villalta

Dissertations and Theses @ UNI

Research has shown that there is relationship between money and an orientation toward self-interest, both at the individual and country-level. However, the causal relationship between these constructs is not fully understood. Based on Schwartz's theory of human values, which distinguishes between self-oriented and socially-oriented values, this study explored whether values have a causal influence on the importance people place on money. Four different sets of values were primed using a scrambled-sentences task to test their effects on the importance participants ascribed to money. Importance of money was measured in three ways: desire for money, relative importance of financial goals, and …

In Response To Need, A History Of The Western Australian Department Of Agriculture - 1894 To 2008, E N. Fitzpatrick

Books & book chapters

The department was not always such a significant organisation; it came from very small beginnings. However, it has been a major component of the engine which has produced an agricultural industry in a Mediterranean climate zone which is superior to all others operating in this zone. This book is a summary of its work. There are many more fascinating chapters to be recorded of work on specific issues of development, investigation or conservation. I hope they will be written by someone one day. With this in mind the department has decided to put the book on a web page where …
