Swosu Fact Book Fall 2011, Denisa Engelman

Fact Books

I am proud to introduce the 20th annual Southwestern Oklahoma State University Fact Book. The Fact Book provides a ready source of information to answer frequently asked questions about the University and its operations. Unless otherwise noted, the information in this Fact Book came from computer-generated reports that

are printed following the tenth class day of each fall semester. Because of student fluctuations during the semester, numbers will not match other published enrollment numbers that may be based on enrollment at the end of a semester.

Better Ways To Run The World, Ann Florini Sep 2011

Better Ways To Run The World, Ann Florini

Research Collection School of Social Sciences

Wherever government ministers and international bureaucrats gather to debate and shape the global economy, hordes of protesters converge. And now some of the groups involved in the coordinated protests plan to diversify their targets to include multinational corporations. The protests themselves are merely the visible tip of a vast iceberg of transnational networks tying together people from all parts of the world who share grievances about the current rules governing global economic integration. Transnational civil society networks should not and will not end up making the rules themselves: the final decisions must rest with governments. But the protest movement has …

Where Do We Go From Here: Plea Colloquy Warnings And Immigration Consequences Post-Padilla, Vivian Chang Sep 2011

Where Do We Go From Here: Plea Colloquy Warnings And Immigration Consequences Post-Padilla, Vivian Chang

University of Michigan Journal of Law Reform

This Note argues for the passage of criminal procedure rules that would require judges to warn criminal defendants about immigration consequences at plea colloquy. Part I addresses the overlap of criminal and immigration law, arguing that the increased use of the criminal justice system to police federal immigration laws calls for greater protection of non-citizen defendants at plea colloquy. Part II then addresses the legal duties imposed on both defense counsel and trial courts in relation to plea colloquy. Padilla merely addressed the duty of defense counsel to provide constitutionally effective assistance before plea colloquy and did not reach the …

¡Silencio! Undocumented Immigrant Witnesses And The Right To Silence, Violeta R. Chapin Sep 2011

¡Silencio! Undocumented Immigrant Witnesses And The Right To Silence, Violeta R. Chapin

Michigan Journal of Race and Law

At a time referred to as "an unprecedented era of immigration enforcement," undocumented immigrants who have the misfortune to witness a crime in this country face a terrible decision. Calling the police to report that crime will likely lead to questions that reveal a witness's inmigration status, resulting in detention and deportation for the undocumented immigrant witness. Programs like Secure Communities and 287(g) partnerships evidence an increase in local immigration enforcement, and this Article argues that undocumented witnesses' only logical response to these programs is silence. Silence, in the form of a complete refusal to call the police to report …

Examining Juvenile Transfer Practices In Arkansas For The Years 2000-2005., Joseph Mcsherry

Theses and Dissertations

There has been a trend over recent decades to hold juvenile offenders more accountable for their actions and punish them more severely, which has resulted in more diverse avenues to transfer these offenders to adult court. This research examines emerging literature related to transfer and sentencing of juvenile offenders in criminal court. Further, this research will explore the characteristics of juvenile offenders transferred in Arkansas between 2000 and 2005. Results of the analysis will be discussed along with implications and limitations of the study.

The Anthropology And Sociology Of Proponent And Opponent Worldviews In Central Arkansas Regarding Same-Sex Issues And Constitutionally Protected Rights: An Interdisciplinary Perspective, Rohn Muse Sep 2011

The Anthropology And Sociology Of Proponent And Opponent Worldviews In Central Arkansas Regarding Same-Sex Issues And Constitutionally Protected Rights: An Interdisciplinary Perspective, Rohn Muse

Theses and Dissertations

This thesis autoethnographically examines divergent worldviews, specifically with respect to the contentious issues of same-sex marriage and adoption/foster-parenting of children by unmarried cohabitating couples in Arkansas. Moral panics and moral politics are central to current debates about each. This thesis integrates and synthesizes interdisciplinary perspectives and insights while deconstructing and unpacking dissimilar beliefs and behaviors found in this Bible-belt state. Selected GLBTQQ/SGL narratives, interwoven with my story, compare left-leaning liberalism with ultraconservative cognitive framing utilized to oppose gay rights. Vicious targeting of gays prevails in absolute opposition to gay issues when strictly based in faith and resolute religious dogma. Humanism …

Continuity Of Operations/Continuity Of Government For State-Level Transportation Organizations, Research Report 11-02, Frances Edwards, Daniel C. Goodrich Sep 2011

Continuity Of Operations/Continuity Of Government For State-Level Transportation Organizations, Research Report 11-02, Frances Edwards, Daniel C. Goodrich

Mineta Transportation Institute

The Homeland Security Presidential Directive 20 (HSPD-20) requires all local, state, tribal and territorial government agencies, and private sector owners of critical infrastructure and key resources (CI/KR) to create a Continuity of Operations/Continuity of Government Plan (COOP/COG). There is planning and training guidance for generic transportation agency COOP/COG work, and the Transportation Research Board has offered guidance for transportation organizations. However, the special concerns of the state-level transportation agency’s (State DOT’s) plan development are not included, notably the responsibilities for the entire State Highway System and the responsibility to support specific essential functions related to the State DOT Director’s role …

Mitigating The Exploitation Of U.S. Borders By Jihadists And Criminal Organizations, Todd Steinmetz Sep 2011

Mitigating The Exploitation Of U.S. Borders By Jihadists And Criminal Organizations, Todd Steinmetz

Journal of Strategic Security

Following the events of September 11, 2001, the U.S. Government began improving security in large population centers and near potential highvalue terrorist targets. Included in these efforts was the development of a more robust border security program, with an emphasis on reducing the threat of terrorist infiltration at America's borders. However, nearly a decade after 9/11, terrorism and organized crime continue to pose significant threats to the United States. As many of these threats emanate from other nations, improved border security helps mitigate these threats. This article summarizes known terrorist activity along the U.S. northern and southern borders, and highlights …

Getting Faith Out Of The Gutters: Resolving The Debate Over Political Campaign Participation By Religious Organizations Through Fiscal Subsidiarity, W. Edward Afield Sep 2011

Getting Faith Out Of The Gutters: Resolving The Debate Over Political Campaign Participation By Religious Organizations Through Fiscal Subsidiarity, W. Edward Afield

Nevada Law Journal

This Article proposes a unique resolution to the debate over political campaign participation by tax-exempt organizations, specifically religious organizations. By virtue of their tax-exempt status, these organizations are banned from participating in political campaign activity. Commentators have debated the merits of this ban for years and to say that commentators have been all over the map regarding their opinions over the ban is putting it charitably. The ban’s advocates and opponents have staked out seemingly every position imaginable in arguing the merits of this ban. Some commentators have argued forcefully that the ban is needed to preserve constitutional separation of …

From "The Projects" To Houses : Physical Redevelopment, Poverty Deconcentration, And Resident Self-Sufficiency Impacts On Public Housing Residents At Hope Iv Developments In Camden, New Jersey, Michael C. Brown

Dissertations

Since 1992, public housing authorities (PHAs) throughout the United States have been building public housing rental and owner-occupied housing in place of demolished or rehabilitated distressed public housing and simultaneously attempting to deconcentrate poverty and improve self-sufficiency among the affected residents. The distressed housing is usually dilapidated, poorly designed, poorly constructed, poorly maintained, and poorly managed; the residents are very poor, are in constant fear of crime and violence, and have little hope. Previous attempts to address these problems have been piecemeal and often inadequate.

Based on recommendations by the National Commission on Severely Distressed Public Housing in 1992, the …

Ncaa Division I Basketball Facility Managers' Perceptions Of Terrorism, Robyn Lubisco Aug 2011

Ncaa Division I Basketball Facility Managers' Perceptions Of Terrorism, Robyn Lubisco

Health, Exercise, and Sports Sciences ETDs

The aftermath of September 11, 2001 left our country fighting a battle against terrorism. While our government has taken steps in protecting our country with the formation of the Department of Homeland Security, researchers in the field of Sports Management have begun to examine security preparation and risk management plans at sporting events. However, little research has examined risk assessment and risk communication. Securing sport venues starts with an individual analyzing all the potential risks with hosting an event. How risk is communicated and how risk is perceived can affect security preparation and risk management plans. The purpose of this …
