In the 2011 session, the Virginia General Assembly passed House Bill 2358, Benefit Corporations, to be codified as article 22 (the "Benefit Corporations Article") of the Virginia Stock Corporation Act ("VSCA"). The Benefit Corporations Article is largely based on legislation prepared in other states and allows a Virginia corporation to elect in its articles of incorporation to be treated as a "benefit corporation." These for-profit corporations are required to pursue not only profitability but also a general public benefit and, if one so elects, one or more specific public benefits. Crime-Severity Distinctions And The Fourth Amendment: Reassessing Reasonableness In A Changing World, Jeffrey Bellin

A growing body of commentary calls for the Supreme Court to recalibrate its Fourth Amendment jurisprudence in response to technological and social changes that threaten the traditional balance between public safety and personal liberty. This Article joins the discussion, highlighting a largely overlooked consideration that should be included in any modernization of Fourth Amendment doctrine—crime severity.

The Supreme Court emphasizes that “reasonableness” is the “touchstone” of Fourth Amendment analysis. Yet, in evaluating contested searches and seizures, current Fourth Amendment doctrine ignores a key determinant of reasonableness, the crime under investigation. Prevention As The Primary Goal Of Sentencing: The Modern Case For Indeterminate Dispositions In Criminal Cases, Christopher Slobogin

Among modern-day legal academics determinate sentencing and limiting retributivism tend to be preferred over indeterminate sentencing, at least in part because the latter option is viewed as immoral. This Article contends to the contrary that, properly constituted, indeterminate sentencing is both a morally defensible method of preventing crime and the optimal regime for doing so. More specifically, the position defended in this Article is that, once a person is convicted of such an offense, the duration and nature of sentence should be based on a back-end decision made by experts in recidivism reduction, within very broad ranges set by the …

Detecting Suspicious Behavior With Low-Cost Sensors, Ahren Alexander Reed

A proof of concept is created that demonstrates how low-cost sensors and a simple software solution can be used to proactively detect IED placement. The main goal is to detect suspicious behavior; Specifically we derive requirements that loitering, meandering, improper location and object placement shall be detected. Current methods being used to detect Improvised Explosive Devices (IEDs) are costly in terms of equipment and risk to life, and many are retroactive; IED detection occurs long after explosives are placed. A prototype system is explored with the quality attributes of being low-cost, proactive and using simple software methods. A wireless sensor …

Factors That Contribute To Success Of Probationers: Probation Officers’ Point Of View, Brittany Archambeau

With such large numbers of individuals requiring supervision in the United States, it is essential to understand what contributes to the success of probationers. Probation officers work closest with probationers and develop a unique understanding of what contributes to a probationer's success. The framework for this research is rooted in the idea that the officers experience conflicting goals of rehabilitation and law enforcement. Extensive interviews were conducted with probation officers in Federal and local probation to assess their views on the goals of probation, needs of probationers, and best practices.
