Paragraph 31(iii) of the Doha Ministerial Declaration mandates to the liberalization of environmental goods and services. This mandate offers a good opportunity to put climate-friendly goods and services on a fast track to liberalization. Agreement on this paragraph should represent one immediate contribution that the WTO can make to fight against climate change. This paper presents the key issues surrounding the liberalization of trade in climate-friendly goods and technologies in WTO environmental goods negotiations. An important issue in the life sciences industries concerns the nature of the incentive mechanism that should govern the production of innovation within this R&D sector. We look at the specific problem of coordinating the supply of inputs across very different agents - North and South - that must each supply inputs in order to generate innovations from the industry. The current arrangement in this industry provides for a single property right at “end of the pipeline”, i.e. where marketing of the innovation occurs. The Anchor: 2011
The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

Regulator of G protein signaling 9–2 (RGS9–2) is a protein that is highly enriched in the striatum, a brain region that mediates motivation, movement and reward responses. We identified a naturally occurring 5 nucleotide deletion polymorphism in the human RGS9 gene and found that the mean body mass index (BMI) of individuals with the deletion was significantly higher than those without. A splicing reporter minigene assay demonstrated that the deletion had the potential to significantly decrease the levels of correctly spliced RGS9 gene product. Scaling Of Losses With Size And Wavelength In Nanoplasmonics And Metamaterials, Jacob B. Khurgin, Greg Sun

We show that, for the resonant metal-dielectric structures with sub-wavelength confinement of light in all three dimensions, the loss cannot be reduced considerably below the loss of the metal itself unless one operates in the far IR and THz regions of the spectrum or below. Such high losses cannot be compensated by introducing gain due to Purcell-induced shortening of recombination times. The only way low loss optical meta-materials can be engineered is with, as yet unknown, low loss materials with negative permittivity.

The diagnostics of Pakistan’s worsening economic conditions are quite well known. The vital signs of the health of the economy i.e. growth, inflation, employment, fiscal balance, current account balance, indebtedness, etc appear worrisome.
The persistence of an ailing economy sapping the energies of the people raises a fundamental question: are the policy prescriptions to rectify the situation themselves deficient or is the dosage administered, i.e. the phasing, sequencing, mixture and timing of the policies, inadequate, or is ‘patient management’— the implementation of these policies — poor?

Background Abnormal white matter development may disrupt integration within neural circuits, causing particular impairments in higher-order behaviours. In autism spectrum disorders (ASDs), white matter alterations may contribute to characteristic deficits in complex socio-emotional and communication domains. Here, we used diffusion tensor imaging (DTI) and tract based spatial statistics (TBSS) to evaluate white matter microstructure in ASD. Methods/Principal Findings DTI scans were acquired for 19 children and adolescents with ASD (∼8–18 years; mean 12.4±3.1) and 16 age and IQ matched controls (∼8–18 years; mean 12.3±3.6) on a 3T MRI system. This study examines the prospects of using the electrospinning process to fabricate tissue engineering scaffolds targeting a variety of regenerative applications, with a primary focus on the production of nerve guides for the treatment of long-defect nerve injuries in the peripheral nervous system. A basic overview of the conventional electrospinning process is provided, and the utility of this fabrication scheme in the production of collagen-based tissue engineering scaffolds is demonstrated. Next, a novel modification of the basic electrospinning process is presented. Proper hand hygiene is known to reduce hospital acquired infections. Currently the most widely accepted method used to measure hand hygiene compliance is through direct observation. This method often provides data that may not accurately represent true hand hygiene compliance due to such factors such as the Hawthorne Effect. Perhaps a better approach is to use counting devices to capture hand hygiene opportunities and activities. This thesis focuses on the measurement of hand hygiene activities of all individuals that either work or visit an inpatient medical ward including healthcare workers, patients and visitors at the patient’s bedside for non-isolation patients. …

This article summarizes the definitions, means, and research of adapting psychotherapy to clients' cultural backgrounds. We begin by reviewing the prevailing definitions of cultural adaptation and providing a clinical example. We present an original meta-analysis of 65 experimental and quasi-experimental studies involving 8,620 participants. The omnibus effect size of d = .46 indicates that treatments specifically adapted for clients of color were moderately more effective with that clientele than traditional treatments. The most effective treatments tended to be those with greater numbers of cultural adaptations. Mental health services targeted to a specific cultural group were several times more effective than …

Vaso-occlusive pain crisis is the hallmark complication of sickle cell anemiaand may be precipitated by low hydration status. The purpose of this pilot study was to: 1) identify the feasibility of measuring hydration status utilizing bioelectrical impedance analysis in children with SCA and 2) determine if sodium and fluid intake can be assessed in patients with SCA utilizing a 24 hour food recall. Although several commensal alphaproteobacteria form close relationships with plant hosts where they aid in (e.g.,) nitrogen fixation and nodulation, only a few inhabit animal hosts. Among these, Reichenowia picta, R. ornata and R. parasitica, are currently the only known mutualistic, alphaproteobacterial endosymbionts to inhabit leeches. These bacteria are harbored in the epithelial cells of the mycetomal structures of their freshwater leech hosts, Placobdella spp., and these structures have no other obvious function than housing bacterial symbionts. What Good Is Growth? Reconsidering Dewey On The Ends Of Education, R.W. Hildreth

One of the most persistent criticisms of John Dewey is his failure to provide definite ends for education. This essay reconstructs Dewey’s educational thought to provide more guidance on the nature of educational ends. Rather than impose external ends and a rigid curriculum, Dewey provides evaluative criteria so that citizens themselves can assess the educational and democratic value of any practice, curricula or institution. The political implications of this position are profound. It pushes away from expert driven models of educational authority and towards empirically grounded deliberative processes to guide educational practice and policy.

Political Goals And Social Ideals: Dewey, Democracy, And The Emergence Of The Turkish Republic, Charles Dorn, Doris A. Santoro
Education and Culture
Most historical scholarship on John Dewey’s 1924 educational mission to Turkey has focused on the degree to which the educator and philosopher’s recommendations were actually implemented. By bringing the disciplinary lenses of history and philosophy to bear on Dewey’s mission, this collaborative study differs from previous work by illuminating the disjuncture between Dewey’s conception of democratic localism as essential to an educational system in a vibrant democracy (a social ideal) and Turkish officials’ view of centralized, formal education as a means to promulgate a homogeneous, modern, secular and democratic identity for their new nation-state (a political goal).
