Community development is an ongoing issue that faces communities as they develop. This is a case study where two communities where faced with an identical development proposal involving Bluegrass Stockyards. Bluegrass Stockyards a prominent livestock marketing business, located in Lexington, KY needed to relocate its facility and looked at communities in Lincoln and Woodford County Kentucky as possible new locations.
By looking at the case of Bluegrass Stockyards this study is able to use Conflict Theory, Growth Theory and Frame Analysis to look at the development process and issues that was associated with this development proposal. With the two communities …

Seeing Subjects: Recognition, Identity, And Visual Cultures In Literary Modernism, George Micajah Phillips

Seeing Subjects plots a literary history of modern Britain that begins with Dorian Gray obsessively inspecting his portrait’s changes and ends in Virginia Woolf’s visit to the cinema where she found audiences to be “savages watching the pictures.” Focusing on how literature in the late-19th and 20th centuries regarded images as possessing a shaping force over how identities are understood and performed, I argue that modernists in Britain felt mediated images were altering, rather than merely representing, British identity. As Britain’s economy expanded to unprecedented imperial reach and global influence, new visual technologies also made it possible to …

The uneven effects of EU membership conditionality on Eastern European reforms continue to puzzle the research community. Sometimes, the research focus has been too large, considering EU membership conditionality as a policy implemented uniformly across policy areas. Other efforts take a too narrow approach by trying to explain the effects of EU membership conditionality in single sectors. I suggest studying this phenomenon through a set of mid-level theories in a cross-country, cross-sectorial approach. Opportunities of mass education are a relatively new phenomenon in the Tibetan community. Following the incidents of 1959, the Dalai Lama and thousands of Tibetans fled into India. Mass education was implemented and sustained within the Tibetan community for the first time. The goal of this exploratory research is to study the impact of mass education on the first generations of Tibetans who experienced it in exile. This study analyzes the gendered pattern in subjects students choose to pursue, their educational attainment and the kinds of jobs they assume after graduation. Technologies Of Apprehension: The Family, Law, Security, And Geopolitics In Us Noncitizen Family Detention Policy And Practice, Lauren Leigh Martin

This dissertation examines how US immigrant family detention policy emerged from reinvigorated border security priorities, immigration policing practices, and international migration flows. Based on a qualitative mixed methods approach, the research traces how discourses of threat, vulnerability, and safety produce detainable child and parent subjects that displace “the family” as a legal entity. I show that immigration law relies on specific kinds of geographical knowledge, producing what I call the ‘geopolitics of vulnerability.’ More broadly, I analyze how current immigration enforcement practices work at local, national, and international scales, so that detention deters future migration as much as it penalizes …

(Agro)pastoralism in Sahelian Niger, as elsewhere, operates through household enterprises. Katsinen-ko’en (Fulбe) households, interconnected within kin and community networks, utilize a range of flexible strategies to manage a variety of ecological and economic risks. This dissertation argues that (agro)pastoralist households and communities maintain or improve viability in risky environments first by employing various mobility patterns, among other strategies, and relying on the tightly knit interdependence between household and herd. Secondly, households that most successfully sustain a cooperative integrity (i.e. partnerships between husband and wife, or wives, and parents and children) to negotiate decisions and strategies best withstand adversities such as …

This study discussed research exploring intergenerational influences on the educational experiences and expectations of rural African Americans in Hopkinsville, Kentucky. Hopkinsville is located in a district that has lagged behind reaching state and national benchmarks in educational attainment. It is home to one of the largest African American communities in the state and reflects striking disparities in educational achievement by race as it struggles to close achievement gaps generally. Through qualitative case study, this study found that both college track sons and parents shared comparable views on education while low performing parents and sons did not have the same views. …

This project focuses on nongovernmental organizations (NGOs) in Cambodia that deal, either directly or indirectly, with sex work and sex workers. The NGOs outlined in this study have goals ranging from preventing Cambodian women from entering the commercial sex industry to empowering Cambodian sex workers through the formation of sex worker unions. Through the textual analysis of documents and web materials disseminated by these NGOs and from interviews with representatives from the NGOs, I seek to analyze how underlying assumptions about development and about the commercial sex industry shape the ways in which the personnel leading these NGOs think and …

This thesis explores the evolution of the Coldstream Research Campus, a high-tech research park operated by the University of Kentucky. Conceived of in the late 1980s and built in 1992, Coldstream was expected to become the „economic engine‟ of central Kentucky through the commercialization of applied scientific and technological research coming out of the university. Twenty years later, with Coldstream having failed to live up to expectations, the university initiated the process of updating the Coldstream Master Plan to incorporate a decided emphasis on the concept of sustainability. The development of prostate tumors has been linked to co-morbid diabetes mellitus (DM) in several studies, potentially through the stimulation of insulin-like growth factor receptor (IGFR). This study evaluates the effect of anti-diabetic medication use on the development of high grade tumors and time to tumor progression compared to non-diabetics. This retrospective, nested case control study identified patients with prostate cancer (PCa) from the Kentucky Medicaid Database. Cases were diagnosed with PCa and DM and using at least one of the following antidiabetic medications; sulfonylureas, insulin, metformin or TZDs. Cases were further stratified on their insulin exposure resulting from therapy. …

Federal spending has the capacity to perpetuate racial inequality, not simply through explicit exclusion, but through choices made in the legislative and institutional design of spending programs. Drawing on the lessons of New Deal and postwar social programs, this Essay offers an account of the specificfeatures offederal spending that give it salience in structuring racial arrangements. Federal spending programs, this Essay argues, are relevant in structuring racial inequality due to their massive scale, their creation of new programmatic and spending infrastructures, and the choices made in these programs as to whether to impose explicit inclusionary norms on states and localities. …

This Article identifies and appraises the two most promising alternatives to the "command-and-control" style of public administration that was dominant from the New Deal to the 1980s but is now in disfavor The first – minimalism – emphasizes public interventions that incorporate market concepts and practices while also centralizing and minimizing administrative discretion. The second – experimentalism – emphasizes interventions in which the central government affords broad discretion to local administrative units but measures and assesses their performance in ways designed to induce continuous learning and revision of standards. Although supported in principle by two-thirds of the public and even more of the States, capital punishment in the United States is a minority practice when the actual death-sentencing practices of the nation's 3000-plus counties and their populations are considered This feature of American capital punishment has been present for decades, has become more pronounced recently, and is especially clear when death sentences, which are merely infrequent, are distinguished from executions, which are exceedingly rare.

This paper outlines the research and development of a complete open source geographic information system (GIS) that offers real-time geoprocessing over the Internet. The premise of the geoprocessing is to locate mineral exploration targets that have high potential for success based on parameters chosen by the end-user of the system.
Components integrated in the system include a spatial database PostGIS, a GIS processing engine GRASS, a GIS server GeoServer, a web server Apache, and front-end technologies OpenLayers and GeoExt. Appropriate data was sourced from the Geological Survey of Ireland to be used for the geoprocessing.

This review describes the biology, ecology, and epidemiology of known human pathogens in the family Anaplasmataceae that are transmitted by ticks and belong to the genus Anaplasma and genus Ehrlichia. We discuss the current status of diagnosis and surveillance of the diseases they cause, and address the challenges and new perspectives raised due to continuous recognition of new emerging human pathogens in the family Anaplasmataceae.

Picture books often play an important role in childhood socialization. Given the seriousness of environmental problems, we ask how natural, modified, and built environments have been portrayed in children’s books. To answer this question, we analyze the 296 books receiving Caldecott awards from 1938 to 2008. Two possibilities are explored with respect to content change. Growing concern about critical environmental problems, such as decline in biodiversity and deforestation, may have led to an increase in illustrations and stories about wild animals and the natural environment. Few aspects of school are as controversial as the practice of grading, for grades affect students' educational opportunities. The purpose of this study was to identify the practices Catholic high-school teachers employed in determining students' grades. The study investigated the extent to which academic achievement comprised the grades teachers reported, and the extent to which teachers' practices are consistent with their expressed purposes for grading. The study also explored the extent to which Catholic teachers' grading practices are consistent with their schools' purpose for grading.
