The Role Of Digital Libraries In Disaster Preparedness And Mitigation, Brooke Wooldridge, Laurie Taylor Jun 2011

The Role Of Digital Libraries In Disaster Preparedness And Mitigation, Brooke Wooldridge, Laurie Taylor

ACURIL 2011: The Role of Libraries and Archives in Disaster Preparedness, Response and Research

Significant natural and man-made disasters in recent years have reinforced the need for libraries and archives to be prepared for and respond to disasters. Libraries and archives must play a vital role in the protection of their collections and the accessibility of vital information as governmental and non-governmental agencies respond to the immediate needs created by disasters. Proper digitization provides a worst-case scenario preservation copy of materials that could be lost due during disasters. Digital access with remote backup provides immediate access to information about the population, the geography, laws, and many other areas vital to effective response to the …

Buying Racial Capital: Skin-Bleaching And Cosmetic Surgery In A Globalized World, Margaret Hunter Jun 2011

Buying Racial Capital: Skin-Bleaching And Cosmetic Surgery In A Globalized World, Margaret Hunter

Sociology

The merging of new technologies with old colonial ideologies has created a context where consumers can purchase "racial capital" through skin-bleaching creams or cosmetic surgeries. The use of skin-bleaching creams is on the rise throughout Africa and the African Diaspora and cosmetic surgery has increased dramatically among people of color in wealthy countries. Public discourse, however, is fraught with tension over these manipulations of the body. This paper examines three competing discourses: 1) the beauty discourse, based on the mass-marketing of cosmetic whitening products, 2) the public health discourse, designed to dissuade potential skin-bleachers by exposing health risks and 3) …

Detecting Spatiotemporal Changes Of Corn Developmental Stages In The U.S. Corn Belt Using Modis Wdrvi Data, Toshihiro Sakamoto, Brian D. Wardlow, Anatoly A. Gitelson Jun 2011

Detecting Spatiotemporal Changes Of Corn Developmental Stages In The U.S. Corn Belt Using Modis Wdrvi Data, Toshihiro Sakamoto, Brian D. Wardlow, Anatoly A. Gitelson

School of Natural Resources: Faculty Publications

The dates of crop developmental stages are important variables for many applications including assessment of the impact of abnormal weather on crop yield. Time-series 250-m vegetation-index (VI) data acquired from the Moderate Resolution Imaging Spectroradiometer (MODIS) provide valuable information for monitoring the spatiotemporal changes of corn growth across large geographic areas. The goal of this study is to evaluate the performance of a new crop phenology detection method, namely, two-step filtering (TSF), for revealing the spatiotemporal pattern of specific corn developmental stages (early vegetative: V2.5; silking: R1; dent: R5; mature: R6) over an eight-year period (2001–2008) across Iowa, Illinois, and …

"The Music Is Nothing If The Audience Is Deaf": Moving Historical Thinking Into The Wider World, Linda K. Salvucci Jun 2011

"The Music Is Nothing If The Audience Is Deaf": Moving Historical Thinking Into The Wider World, Linda K. Salvucci

History Faculty Research

Readers of Historically Speaking are certainly no strangers to practicing and reflecting upon “historical thinking”; witness the 2008 publication of several essays and interviews in the Historians in Conversation series, as well as explicit or implicit references to its nature and process in virtually all recent issues. Still, most academic historians, scholars, and authors of popular works of history rarely connect with what goes on in terms of historical thinking in K 12 classrooms in more than a casual usually parental way. To be sure, ongoing controversies such as those involving the Texas social studies standards, the role assigned to …

Nuclear Dependence: The Russian Federation's Future Reliance On Nuclear Weapons For National Security, Adam J. Lukszo Jun 2011

Nuclear Dependence: The Russian Federation's Future Reliance On Nuclear Weapons For National Security, Adam J. Lukszo

Electronic Theses and Dissertations

The Russian Federation‘s reliance on nuclear weapons for national security will steadily increase over time. Based on current evidence and historical data, the Russian state will be unable to recruit, arm, train, equip, reform, and fund their conventional forces well enough to match up with capabilities of what it views to be its potential adversaries. Russia‘s historic experience with invasion and vulnerable geographic position reinforce the need for a powerful weapon with which to maintain the current regime and ensure its territorial integrity. Declining demographics and persistent social illnesses will reduce the number of eligible male candidates able to serve …

Issues And Techniques In Translating Scientific Terms From English To Khmer For A University-Level Text In Cambodia, Cassie F. Quigley, Alandeom W. Oliviera, Alistair Curry, Gayle Buck

Publications

Teachers and students spend much time interacting with written resources such as textbooks, tests, or worksheets during classroom instruction. What if no text is available, however, in the language of the learners? This case study describes the processes and techniques adopted by two university lecturers in Cambodia, as they translated an L1 (first language) science text into Khmer in a manner that tried to take full account of the cultural, linguistic, and social dimensions of language. Using a variety of translation techniques, they aimed to produce a Khmer text which would be most effective in promoting the learning of the …

The New African Diaspora: Engaging The Question Of Brain Drain-Brain Gain, Akanmu Adebayo Jun 2011

The New African Diaspora: Engaging The Question Of Brain Drain-Brain Gain, Akanmu Adebayo

Journal of Global Initiatives: Policy, Pedagogy, Perspective

The literature on the New African Diaspora is growing. One of the latest is the volume co-edited by Isidore Okpewho and Nkiru Nzegwu, published by Indiana University Press in 2009. A common thread in the literature is the identification of the "brain drain" as a major consequence of the establishment of the New African Diaspora. Another common postulation is that the "brain drain" can be turned into "brain gain" through the concerted efforts of African governments, international organizations, and members of the diaspora themselves. This paper interrogates popular and intellectual assumptions about diaspora, brain drain, and brain gain. The paper …

This article proposes an analysis of the island topos in Sigh by the Mauritian writer Ananda Devi. The island transcends its physical boundaries and becomes the medium of a literary discourse on slavery and its consequences in the region of the Indian Ocean. Beyond its geography, the island is transformed into a social space, a historical monument, a psychological state and a poetic writing of space. The island and the text merge into an organic novelistic fabric that we call "textile."

Dead On Arrival: The Health Insurance Industry's Bleak Prognosis Due To Unconstitutional Ratemaking In The Patient Protection And Affordable Care Act, Rebecca J. Kopps Jun 2011

Dead On Arrival: The Health Insurance Industry's Bleak Prognosis Due To Unconstitutional Ratemaking In The Patient Protection And Affordable Care Act, Rebecca J. Kopps

Northern Illinois University Law Review

The public discussion surrounding health care reform thus far has centered around how the newly enacted law will affect consumers. Yet, the law most profoundly affects the health insurance industry, whose interests have largely been ignored. While the enactment of the Patient Protection and Affordable Care Act was viewed as a triumph for the Obama Administration, it casts a much darker shadow on the future of the health insurance industry that it regulates. Through provisions requiring minimum covered benefits, rate justifications, limits on selecting eligible enrollees, and most notably, an excessively high minimum medical loss ratio, this law involves substantial …

Assessment Of Statewide Intersection Safety Performance, Christopher M. Monsere, Todd Johnson, Karen Dixon, Jianfei Zheng, Ida Schalkwyk Jun 2011

Assessment Of Statewide Intersection Safety Performance, Christopher M. Monsere, Todd Johnson, Karen Dixon, Jianfei Zheng, Ida Schalkwyk

TREC Final Reports

This report summarizes the results of an analysis of the safety performance of Oregon’s intersections. Following a pilot study, a database of 500 intersections randomly sampled from around the state of Oregon in both urban and rural environments was assembled. These intersections were categorized into eight types based on number of legs (3 and 4), land use (urban or rural) and traffic control (signalized or minor stop-control). These categories were chosen to align with the intersection types in AASHTO’s recently released Highway Safety Manual (HSM). Geometric and traffic control elements were supplemented by compiling crash data and volumes on the …

Submerged Pressure Differential Wave Energy Converter, Christopher F. Ferguson Jun 2011

Submerged Pressure Differential Wave Energy Converter, Christopher F. Ferguson

Physics

As supplies of fossil fuels are becoming depleted, it is necessary to look for alternative sources of energy. The ocean is a vast, largely untapped source of renewable energy. This project attempts to design a device which can cheaply and reliably convert the energy from ocean waves into usable electrical energy. Computer simulations and oceanographic knowledge are utilized to develop a working design for an entirely submerged wave energy conversion device.

Laudable Goals And Unintended Consequences: The Role And Control Of Fannie Mae And Freddie Mac, Andrea Boyack Jun 2011

Laudable Goals And Unintended Consequences: The Role And Control Of Fannie Mae And Freddie Mac, Andrea Boyack

Faculty Publications

The United States is struggling to emerge from an era of loose mortgage underwriting standards – lapses in credit analysis that led to origination and securitization of toxic loans. The fallout has been crippling, costing borrowers their homes, investors their money, and the government its taxes.

The Dodd-Frank Wall Street Reform and Consumer Protection Act (the Dodd-Frank Act) passed last summer was the first comprehensive effort to address the problems in the system that led – in sequence – to the subprime crisis, the housing crisis, and the financial crisis. The Dodd-Frank Act, which contains over 2,300 pages of legislation, …

Transboundary Water Issues In The Kura-Araks River Basin, Marianna Khachaturyan, Karina A. Schoengold Jun 2011

Transboundary Water Issues In The Kura-Araks River Basin, Marianna Khachaturyan, Karina A. Schoengold

Cornhusker Economics

Water resources that are shared across boundaries by different states or countries are referred to as “transboundary” or “international” water resources. Worldwide, there are about 263 international basins that are shared by two or more countries, with 40 percent of the world population living on these international basins (Giordano and Wolf, 2003). This is an increase from the 214 basins that were identified in 1978, due to better mapping technology and newly emerging nations. For example, the collapse of the Soviet Union in 1991 created 15 new independent nations and simultaneously created new transboundary water resources.

Often referred to as an experiment, the Federal Circuit has flourished Born again from the ashes of its predecessors, the aptly nicknamed Phoenix Court continues to grow in significance, stature, and strength. As it grows, however, the court remains rooted in its history and in its unique nature. This Article explores the Federal Circuit's structure and its impact on the development of Federal Circuit jurisprudence. The Federal Circuit is distinguishable by more than its national jurisdiction - the very essence of the court sets it apart …

Probabilistic Weather Forecasting In R, Chris Fraley, Adrian Raftery, Tilmann Gneiting, Mclean Sloughter, Veronica Berrocol Jun 2011

Probabilistic Weather Forecasting In R, Chris Fraley, Adrian Raftery, Tilmann Gneiting, Mclean Sloughter, Veronica Berrocol

The R Journal

This article describes two R packages for probabilistic weather forecasting, ensembleBMA, which offers ensemble post-processing via Bayesian model averaging (BMA), and Prob ForecastGOP, which implements the geostatistical output perturbation (GOP) method. BMA forecasting models use mixture distributions, in which each component corresponds to an ensemble member, and the form of the component distribution depends on the weather parameter (temperature, quantitative precipitation or wind speed). The model parameters are estimated from training data. The GOP technique uses geostatistical methods to produce probabilistic fore casts of entire weather fields for temperature or pressure, based on a single numerical forecast on …
