Security And Stability In Africa: A Development Approach, Clarence J. Bouchat (Usaf, Ret.) Lieutenant Colonel

Books, Monographs & Collaborative Studies

The security and stability of Africa has recently become an important national issue readily seen in the increased time, effort, and resources now devoted to the continent by such new organizations as the U.S. Africa Command (USAFRICOM). This paper seeks to overcome centuries of ignorance and misunderstanding about the conditions and people of Africa by discussing the fundamental issues of economic development and political governance through which enduring stability and security might be obtained. This paper offers solutions in terms of improving African stability and security and a framework of several key issues which should give policymakers the knowledge they …

The Army Officers' Professional Ethic--Past, Present, And Future, Matthew Moten Colonel Jan 2010

The Army Officers' Professional Ethic--Past, Present, And Future, Matthew Moten Colonel

Books, Monographs & Collaborative Studies

Colonel Matthew Moten of the West Point History Department has asked why so many other professions have clear statements of professional responsibility, but the Army officer corps does not. This essay briefly surveys the history of the Army’s professional ethic, focusing primarily on the officer corps. It assesses today’s strategic, professional, and ethical environment. Then it argues that a clear statement of the Army officers’ professional ethic is especially necessary in a time when the Army is stretched and stressed as an institution. The Army officer corps has both a need and an opportunity to better define itself as a …

Medvedev's Plan: Giving Russia A Voice But Not A Veto In A New European Security System, Richard J. Krickus Dr. Jan 2010

Medvedev's Plan: Giving Russia A Voice But Not A Veto In A New European Security System, Richard J. Krickus Dr.

Books, Monographs & Collaborative Studies

The author addresses the question of how to give Russia a voice but not a veto in a new European security system and provides some provocative recommendations. Most specifically, he proposes that the time has come to provide Russia with a NATO Membership Action Plan (MAP) and agrees that those who argue against it remain mired in a Cold War mindset that is out of sync with today’s strategic realities. Ultimately, a campaign to include Russia in NATO may fail but at the very least, the endeavor deserves serious consideration. He also provides compelling reasons why U.S. defense analysts must …

The Effects Of Multiple Deployments On Army Adolescents, Leonard Wong Dr., Stephen J. Gerras Dr. Jan 2010

The Effects Of Multiple Deployments On Army Adolescents, Leonard Wong Dr., Stephen J. Gerras Dr.

Books, Monographs & Collaborative Studies

Multiple deployments have become a way of life for our Soldiers. In Army families, these frequent deployments increase the burden on children who must face the stress and strain of separation and anxiety. The authors take a much-needed, detailed look at the effects of multiple deployments on Army adolescents. The results of this study reinforce some of what we already know concerning deployments and children, but they also reveal some very interesting, counterintuitive findings that challenge the conventional wisdom concerning Army adolescents. This study goes beyond merely explaining the impact 8 years of war is having on the children of …

From Gats To Apec: The Impact Of Trade Agreements On Legal Services, Laurel S. Terry

Faculty Scholarship

This article provides a comprehensive overview of the treatment of legal services in the United States’ international trade agreements. Although many individuals are now familiar with the General Agreement on Trade in Services (GATS), far fewer realize that legal services are included in at least fifteen international trade agreements to which the United States is a party. This article begins by identifying those trade agreements and other developments including the 2009 Legal Services Initiative of the Asia Pacific Economic Cooperation (APEC). The article continues by explaining the structure of the GATS and comparing its provisions to the provisions found in …

High Frequency Vco And Frequency Divider In Vlsi 90nm Technology, Paesol Veerakitti Jan 2010

High Frequency Vco And Frequency Divider In Vlsi 90nm Technology, Paesol Veerakitti

Browse all Theses and Dissertations

A Voltage Controlled Oscillator (VCO) is essentially a tunable frequency generator. A VCO is used as a part in PLL system which is a system that generates a stable oscillating signal. As the digital electronic industry demands an ever increasing performance in speed, VCO's are required to create higher frequency signals. However, the phase noise performance of a VCO decreases as the operating frequency gets higher. The LC VCO is developed in this thesis to be used in with a tunable frequency divider as a part of a PLL system. The LC VCO structure design takes the advantage of a …

Innovation And Recovery, John F. Duffy Jan 2010

Innovation And Recovery, John F. Duffy

The Honorable Helen Wilson Nies Memorial Lecture

Crisis inevitably brings hope for recovery. The recent past has seen a great economic crisis and a crisis in the patent system. Precisely because crisis reveals the flaws in the old, recovery demands the new; it demands innovation. Economic crisis thus makes recovery in the patent system especially urgent because it reveals the degree to which continuing prosperity depends on society's ability to reorganize itself, to change, to innovate. Towards that end, society should reconsider how our patent system makes judgments about invention.

Background: Filamentous fungi in the genus Aspergillus produce a variety of natural products, including aflatoxin, the most potent naturally occurring carcinogen known. Aflatoxin biosynthesis, one of the most highly characterized secondary metabolic pathways, offers a model system to study secondary metabolism in eukaryotes. To control or customize biosynthesis of natural products we must understand how secondary metabolism integrates into the overall cellular metabolic network. By applying a metabolomics approach we analyzed volatile compounds synthesized by Aspergillus parasiticus in an attempt to define the association of secondary metabolism with other metabolic and cellular processes.

Results: Volatile compounds were examined using solid …

I Could Have Been A Contender: Summary Jury Trial As A Means To Overcome Iqbal's Negative Effects Upon Pre-Litigation Communication, Negotiation And Early, Consensual Dispute Resolution, Nancy A. Welsh

With its recent decisions in Ashcroft v. Iqbal and Bell Atlantic v. Twombly, the Supreme Court may be intentionally or unintentionally “throwing the fight,” at least in the legal contests between many civil rights claimants and institutional defendants. The most obvious feared effect is reduction of civil rights claimants’ access to the expressive and coercive power of the courts. Less obviously, the Supreme Court may be effectively undermining institutions’ motivation to negotiate, mediate - or even communicate with and listen to - such claimants before they initiate legal action. Thus, the Supreme Court’s recent decisions have the potential to deprive …

Producing Textbook Sociology, Jeff Manza, Michael Sauder, Nathan Wright Jan 2010

Producing Textbook Sociology, Jeff Manza, Michael Sauder, Nathan Wright

Sociology Faculty Research and Scholarship

The conservative role of the textbook in reproducing the dominant ideas of a disciplinary field is well known. The factors driving that content have remained almost entirely unexamined. Reviewing the universe of textbooks aimed at the American market between 1998 and 2004, we explore the persistence of the identification in American sociology textbooks of a paradigm in which structural functionalism, conflict theory, and symbolic interactionism are used to frame the theoretical core of the discipline. We examine how over time the textbook market produces both supply and demand pressures to reproduce content that is at odds with the mainstream of …

Phylogenetic Position Of The Acariform Mites: Sensitivity To Homology Assessment Under Total Evidence, Almir R. Pepato, Carlos E. F. Da Rocha, Jason A. Dunlop Jan 2010

Phylogenetic Position Of The Acariform Mites: Sensitivity To Homology Assessment Under Total Evidence, Almir R. Pepato, Carlos E. F. Da Rocha, Jason A. Dunlop

Harold W. Manter Laboratory of Parasitology: Library Materials

Background: Mites (Acari) have traditionally been treated as monophyletic, albeit composed of two major lineages: Acariformes and Parasitiformes. Yet recent studies based on morphology, molecular data, or combinations thereof, have increasingly drawn their monophyly into question. Furthermore, the usually basal (molecular) position of one or both mite lineages among the chelicerates is in conflict to their morphology, and to the widely accepted view that mites are close relatives of Ricinulei.

Results: The phylogenetic position of the acariform mites is examined through employing SSU, partial LSU sequences, and morphology from 91 chelicerate extant terminals (forty Acariformes). In a static homology framework, …

GenBank(R) is a comprehensive database that contains publicly available nucleotide sequences for more than 380,000 organisms named at the genus level or lower, obtained primarily through submissions from individual laboratories and batch submissions from large-scale sequencing projects, including whole genome shotgun (WGS) and environmental sampling projects. Most submissions are made using the web-based BankIt or standalone Sequin programs, and accession numbers are assigned by GenBank staff upon receipt. Daily data exchange with the European Nucleotide Archive (ENA) and the DNA Data Bank of Japan (DDBJ) ensures worldwide coverage. GenBank is accessible through the NCBI Entrez retrieval system that integrates data …

Regulation And Mindful Resident Care In Nursing Homes, Cathleen S. Colón-Emeric, Donde Ashmos Plowman, Donald Bailey, Kirsten Corazzini, Queen Utley-Smith, Natalie Ammarell, Mark Toles, Ruth Anderson Jan 2010

Regulation And Mindful Resident Care In Nursing Homes, Cathleen S. Colón-Emeric, Donde Ashmos Plowman, Donald Bailey, Kirsten Corazzini, Queen Utley-Smith, Natalie Ammarell, Mark Toles, Ruth Anderson

Department of Management: Faculty Publications

Regulatory oversight is intended to improve the health outcomes of nursing home residents, yet evidence suggests that regulations can inhibit mindful staff behaviors that are associated with effective care. We explored the influence of regulations on mindful staff behavior as it relates to resident health outcomes, and offer a theoretical explanation of why regulations sometimes enhance mindfulness and other times inhibit it. We analyzed data from an in-depth, multiple-case study including field notes, interviews, and documents collected in eight nursing homes. We completed a conceptual/thematic description using the concept of mindfulness to reframe the observations. Shared facility mission strongly impacted …

Evolutionary History Of Mammalian Sucking Lice (Phthiraptera: Anoplura), Jessica E. Light, Vincent S. Smith, Julie M. Allen, Lance A. Durden, David L. Reed

Harold W. Manter Laboratory of Parasitology: Library Materials

Background

Sucking lice (Phthiraptera: Anoplura) are obligate, permanent ectoparasites of eutherian mammals, parasitizing members of 12 of the 29 recognized mammalian orders and approximately 20% of all mammalian species. These host specific, blood-sucking insects are morphologically adapted for life on mammals: they are wingless, dorso-ventrally flattened, possess tibio-tarsal claws for clinging to host hair, and have piercing mouthparts for feeding. Although there are more than 540 described species of Anoplura and despite the potential economical and medical implications of sucking louse infestations, this study represents the first attempt to examine higher-level anopluran relationships using molecular data. In this study, we …
