The Patient Protection and Affordable Care Act (PPACA) as amended by the Health Care Education Reconciliation Act of 2010 makes landmark changes to health insurance markets. Individual and small-group insurance plans and markets will see the biggest changes, but PPACA also affects large employer and self-insured plans by imposing rules for benefit design and health plan practices. Over half of workers—most often those in very large firms—are covered by self-insured health plans in which employers (or employee groups) bear all or some of the risk of providing insurance coverage to a defined population of workers and their dependents. This is the first part of a three-article series that examines Budd-hist accounts of free will. The present article introduces the issues and reviews earlier attempts by Frances Story, Walpola Rāhula, Luis Gómez, and David Kalupahana. These “early-period” authors advocate compatibilism between Buddhist doctrine, determinism (the doctrine of universal lawful causation), and free will. The second article reviews later attempts by Mark Siderits, Gay Watson, Joseph Goldstein, and Charles Goodman. These “middle-period” authors embrace either partial or full incompatibilism. The third article reviews recent attempts by Nicholas F. Gier and Paul Kjellberg, Asaf Federman, Peter Harvey, and B. Alan Wallace. …

Non-metallic particles and the metallic impurity elements in the solar cell silicon have a strong detrimental effect on the conversion efficiency of the solar cell. Removing these impurities is one of the important tasks for silicon refining. the current paper proposed a new approach to purify silicon - electromagnetic (EM) separation. Since the non-metallic particles and the metallic impurity elements are non- or less conductive while the molten silicon is well conductive, under EM field, the Lorenz force will push the particles to the boundary layer, thus separate these inclusions. in the current study, a high frequency EM field was …

Background: The failure rate of health information systems is high, partially due to fragmented, incomplete, or incorrect identification and description of specific and critical domain requirements. In order to systematically transform the requirements of work into real information system, an explicit conceptual framework is essential to summarize the work requirements and guide system design. Recently, Butler, Zhang, and colleagues proposed a conceptual framework called Work Domain Ontology (WDO) to formally represent users’ work. The year 1999 has been marked as the reform era where the old law on regional autonomy has been replaced with the new ones, i.e. Law Number 22 Year 1999 and Law Number 32 Year 2004. These two new laws have promoted the emergence of new local governments throughout Indonesia, as a process of amalgamation. Between 1999 and 2007 there were 173 new local governments emerged. The assumption that amalgamation will bring more fund and development to the new region (local government) has been the reason why this phenomenon emerged. This research analyzes the customer's perception towards the application of e-banking service system applied by Bank Mandiri, starting from the end of the year 2005. The respondents of this research are Bank Mandiri Costumers living in Jakarta. This research used quantitative approach. The result shows that the majority of the respondents generally gave a positive response towards the indicators used in this research. Even so, some indicators, such as responsiveness, promotion, product variety, and information intake for the customers, are still not seen in particular by the respondents. Supply-side tax policy is generally identified with tax cut and other forms of tax incentives. Nevertheless, there are many other forms of tax policy that give larger space for private sectors to increase their productivity. It is this enlarged meaning and essence of supply-side tax policy that need to be reconstructed to hinder the policy from being trapped into tax incentive polemic. By understanding its philosophy, the concept of supply-side tax policy can be reconstructed through regulations and deregulations.
