A hybrid approach to solve via impedance and model via transitions is presented in the paper. the method is a combination of via-plane capacitance extraction and the impedance matrices calculation of parallel plane pair. a new formulation of the integral equation method for axially symmetric geometry is used for the capacitance extraction. the method is validated with other model results. ©2010 IEEE.

In this paper, we describe a systematic approach to optimize and analyze the equivalent characteristic impedance of practical via structures. the procedure consists of (a) optimizing via structures for impedance matching using a Genetic algorithm, and (b) numerically characterize, by stochastic collocation method, the sensitivity of the equivalent characteristic impedance to the manufacturing uncertainties in the various geometrical parameters of a via structure. Such procedure naturally leads to a rigorous methodology for EM design/control in the presence of multiple sources of uncertainty. ©2010 IEEE.

In this paper, an oversampled orthogonal frequency division multiplexing (OFDM) detector is proposed for multiple-input multiple-output (MIMO) underwater acoustic (UWA) communications. with simple time-domain oversampling and frequency-domain signal processing, the new oversampled OFDM (OOFDM) detector can achieve multipath diversity that is unavailable in a conventional uncoded OFDM system, while maintaining the similar complexity as the conventional OFDM system. the new OOFDM detector can be directly applied to the received OFDM signals without changing the structure of the OFDM transmitter. the proposed MIMO OOFDM detector has been tested by field trial data collected in the SPACE08 experiment launched near Martha's Vineyard, …

We propose an enhanced linear minimum mean square error (LMMSE) turbo equalization scheme for multiple-input multiple-output (MIMO) communication systems. the turbo equalizer employs soft interference cancelation (SIC), where tentative soft decisions of the interfering symbols are subtracted from the received samples before the LMMSE filtering. the enhanced LMMSE turbo equalization with SIC introduces two improvements over existing methods. It is found from previous studies on the immunity issues of CATV coaxial cables due to contact failure that, when contact resistance is small, the contact distribution and the number of contact points become factors that affect the degradation in immunity of the cables. However, when contact resistance is relatively large, the effects of the contact distribution and the number of contact points are negligible. in this paper, the physics of this phenomenon is further studied. An improved definition of target impedance is proposed in this paper, which is derived from the time-domain waveforms of the IC transient current and the allowable voltage fluctuation. the proposed target impedance removes the unnecessary constraint in the original definition and allows for more cost-effective power distribution network (PDN) designs for consumer electronic products. a measurement procedure to obtain IC transient current waveforms is also developed for the PDN designs utilizing power traces. the proposed target impedance and the measurement procedure have been validated using practical functioning designs. ©2010 IEEE.

It is evident that the low frequency full wave electromagnetic modelling is necessary for IC packaging analysis. Considering the complexity, it is very difficult to solve the whole problem directly. Even though the domain decomposition method is a legitimate approach for these types of problems, the domain decomposition method based on the equivalence principle has the low frequency breakdown issue. “Diplomatic assurances” are promises not to torture. They are sought when transferring a detainee from the custody of one government to another. Not surprisingly, they are sought from governments that typically torture.

This report surveys the law and practice of assurances in the US and, comparatively, in Canada and Europe. It is the culmination of a long-term engagement by Columbia’s Human Rights Clinic and its faculty to research and support advocacy on diplomatic assurances. That process has involved advocacy with Swedish NGOs, support for research by Human Rights Watch, FOIA requests with the ACLU and collaborative efforts with UN mechanisms. …

The Economic Growth and Tax Relief and Reconciliation Act of 2001 provided for a systematic increase in the exclusion amount of the Estate Tax, with a complete repeal of the tax in the year 2010. The Act, however, did not repeal the Gift Tax. This article explores the connection between these two transfer taxes and their effect for estate planning purposes. Currently, Gift Tax paid on transfers within three years of the transferor’s death is included in the value of the transferor’s gross estate for Estate Tax purposes. The Unwise And Unconstitutional Hatch Act: Why State And Local Government Employees Should Be Free To Run For Public Office., Jason C. Miller

This article examines the restrictions instated by the Hatch Act, a statute that prevents federal, state, and local employees from using their position or authority to influence elections. It also prohibits the candidacy for office for some government employees. While the author criticizes the restrictions imposed by the Act, there is support for the Act’s protections against coercion and inappropriate use of federal funds. The article analyzes the nuances of the Hatch Act and discusses perceivably negative effects of the Act on the political process, including the automatic disqualification of ideal candidates and a more restricted selection of candidates generally. …

The Illinois Good Samaritan Act was originally enacted to encourage physicians to provide medical assistance “at the scene of a motor vehicle accident or in case of a nuclear attack.” Over the years, however, the Act was expanded by the Illinois General Assembly and the Illinois courts to provide civil immunity to any physician who, in good faith, provides emergency care without charging a fee. Thus a physician need only demonstrate he provided emergency care and that he did not charge a fee in order to be shielded from liability. In the wake of World War II, the United States Supreme Court created a “persecutor bar” for asylum law that denied asylum status from being granted to individuals who had “voluntarily participated” in persecution. Unfortunately, while there have been changes in the asylum law, and the world, the persecutor bar has not changed. In Negusie v. Gonzales, the Fifth Circuit refused to move away from the old persecutor bar, ultimately creating an unjust and erroneous result. Section 36(b) of the Investment Company Act imposes a fiduciary duty on mutual fund advisers to the investors of a fund. For over twenty years, the mutual fund industry and the federal judiciary used a Second Circuit Court of Appeals decision, Gartenberg v. Merrill Lynch Asset Management, Inc, as the standard in determining if a mutual fund adviser had breached his duty to the investors. The Gartenberg approach involved analyzing an adviser’s fees to determine if they were excessive or disproportionately unfair. In 2008 the Seventh Circuit Court of Appeals decided in Jones v. The Rain Stars, The World’S River, The Horizon And The Sun’S Path: Astronomy Along The Rio Urucauá, Amapá, Brazil, Lesley Green, David Green

This article curates excerpts from astronomical narratives recorded in Palikur between 2000 and 2008 along the Rio Urucauá, in the Área Indígena do Uaçá on the border of Brazil and French Guiana. The material assembles around the seasonal cycle of stars associated with particular rains and seasonal changes in the landscape. Star maps of the major constellations are counterposed with wood carvings of the constellations. The curation of these narratives and carvings serves three arguments. First, the figures in this mythical cycle offer multiple references to Amerindian astronomies documented across lowland and highland South America. While the contemporary Palikur population …

In the U.S., more than 21,000 women will be diagnosed with ovarian cancer and about 15,000 women will die of the disease this year alone. We present a literature-based review on global health disparities and a health economics perspective on utilizing low cost interventions to improve these disparities. Out Of The Frying Pan, Into The Fire: Trauma In The Lives Of Homeless Youth Prior To And During Homelessness, John Coates, Sue Mckenzie-Mohr

Anecdotal evidence from those who work with homeless youth indicates that trauma permeates these young people's lives. This paper presents the findings from a study of 100 homeless youth regarding the presence of trauma in their lives, both before and during homelessness. Participants living in the Maritime Provinces volunteered to take part in a semi-structured interview lasting one to two hours. The interview questionnaire was conducted by a trained interviewer, and was composed of standardized and adapted survey instruments, as well as questions regarding demographics, experiences prior to becoming homeless, assistance received while dealing with stressors, and current needs. Accurate measurement of ground reaction forces under discrete areas of the foot is important in the development of more advanced foot models, which can improve our understanding of foot and ankle function. To overcome current equipment limitations, a few investigators have proposed combining a pressure mat with a single force platform and using a proportionality assumption to estimate subarea shear forces and free moments. In this study, two adjacent force platforms were used to evaluate the accuracy of the proportionality assumption on a three segment foot model during normal gait. Agnew’s general strain theory (GST) has motivated dozens of criminological studies over the past two decades. Borrowing in part from Cloward and Ohlin’s model of delinquency, Agnew claimed that anger, a key component of GST, occurs when adolescents externalize blame for their adversity. This implies that adolescents who blame strain on an external causal agent (e.g., a parent, a teacher, economic disadvantages) are more likely to get angry and thus lash out through delinquent acts. Resilience In Family Members Of Persons With Serious Mental Illness, Jaclene Zauszniewski, Abir K. Bekhet, M. Jane Suresky

This integrative review summarizes current research on resilience in adult family members who have a relative with a diagnosed mental disorder that is considered serious. Within the context of resilience theory, studies identifying risk/vulnerability and positive/protective factors in family members are summarized, and studies examining seven indicators of resilience, including acceptance, hardiness, hope, mastery, self-efficacy, sense of coherence, and resourcefulness, are described. Implications for clinical practice and recommendations for future research are presented.
