The National Outdoor Book Awards (NOBA) is the outdoor world's largest and most prestigious book award program. It is a non-profit, educational program, sponsored by the National Outdoor Book Awards Foundation, Association of Outdoor Recreation and Education, and Idaho State University.

The purpose of the awards is to recognize and encourage outstanding writing and publishing. Each fall in early November, the NOBA Foundation announces the winners of the ten categories making up the program, including History, Literature, Children, Nature, Natural History. Instructional. Eighteenth-century Anglo-American prize systems were highly organized

enterprises for the provision of coerced labor. Offering whites opportunities to

participate in a lucrative market, they extended the reach of American slavery

beyond the shores of the Americas, reinforced slavery in North America and

greatly limited opportunities for freedom for black seamen. Although Americans

desired that their new nation provide greater individual liberty, the American prize

system applied the same presumption - that captured black mariners were slaves -

as had its British predecessor, resulting in the sale of hundreds of black seamen

into slavery.

There has been an increasing interest in creating short-range, low data rate, underwater wireless sensor networks for scientific marine exploration and monitoring. However, the lack of an inexpensive, underwater acoustic modem is preventing the proliferation of these sensor networks. Thus, we are building an underwater acoustic modem starting with the most critical component from a cost perspective-the transducer. The design substitutes a commercial transducer with a homemade transducer using cheap piezoceramic material and builds the rest of the modem's components around the properties of the transducer to extract as much performance as possible. Human rights law does not appear to enjoy as high a level of compliance as the laws of war, yet is institutionalized to a greater degree. This paper argues that the reason for this difference is related to the strategic structure of international law. The laws of war are governed by a regime of reciprocity, which can produce self-enforcing patterns of behavior, whereas the human rights regime attempts to produce public goods and is thus subject to collective action problems. The more elaborate human rights institutions are designed to overcome these problems but fall prey to second-order collective action problems. …

During the 2 decades preceding the Persian Gulf War in 1991, the U.S. Army went through tremendous reform and rejuvenation. In explaining this important case of military change, this paper makes four central arguments. First, leaders within military organizations are essential; external developments most often have an indeterminate impact on military change. Second, military reform is about more than changing doctrine. To implement its doctrine, an organization must have appropriate training practices, personnel policies, organizations, equipment, and leader development programs. In his article "A Consilient Science and the Humanities in McEwan's Enduring Love" Curtis D. Carbonell provides a reading of a Third Culture novel that foregrounds the relationship of the sciences and the humanities. In Ian McEwan's novel we see a perfect example of how literary thinkers are listening to the world of science and speaking to it in return. This monograph examines the fundamental argument that America's adversaries are shifting more toward irregular methods due to the demonstrated prowess of the U.S. military at conventional warfare. This argument is based on what one might call a paradoxical logic, not unlike that described by Edward Luttwak in his classic work, Strategy. Among other things, the monograph concludes that few genuine paradoxes exist in war; most principles that appear paradoxical are completely linear. Modern Psychological Studies

Empathy links separate beings together as it enhances interpersonal relationships and motivates justice and prosocial behavior. Therefore, it is beneficial to reflect upon how empathy is first instilled and enhanced, as well as how it is suppressed. With such information, strategies can be devised to foster empathy by means of structured guidance. The experience of empathy involves both cognitive precursors and affective experiences that allow the observer to become involved in the complex, emotional, inner-world of the subject.
