The New York City Human Resources Administration has implemented a policy that has a punitive and disproportionate impact on poor families of color. The policy departs from the legislative mandate to support New York’s neediest and most at risk by arbitrarily excluding incarceration from the definition of “temporary absence,” as it applies to the Cash Assistance program. Aside from the discriminatory impact on poor children and families, the policy decision comes at a higher cost to New York taxpayers in the midst of a financial crisis. Revegetating Burned Arid Lands: Identifying Successful Native Species Using Trait And Competition Analysis: Final Report, Scott R. Abella

Fire Science

Species selection can make the difference between successful revegetation projects and costly failures. Candidate native species for revegetating burned arid lands in the southwestern United States must meet at least two criteria. These species must: (1) be competitive in postfire environments typically dominated by exotic grasses, and (2) be able to become established reliably by seeding or planting. In response to Manager’s Request Task 3 (reestablishment of native vegetation after fires on arid lands) in the 2006 JFS announcement for proposals, this research tackled the problem of selecting native species with the greatest chance of revegetation success by conducting synergistic …

Background: The prevalence of flatfoot is various among each age group, and whether children with flatfoot should receive treatment or not is still controversial. Most studies of flatfoot in Taiwan place emphases on children but not on teenagers. This research aimed to establish a database of a prevalence of flatfoot among Taiwanese local teenagers.Methods: Five hundred forty-four 12- to 14-year-old teenagers in Taoyuan were enrolled in this study. The purpose of the presented empirical study was to examine market orientation between groups of companies in terms of three company characteristics, i.e. main business sector, company size, and type of the market, and three environmental characteristics, i.e. market turbulence, technological turbulence and competitive intensity. Market orientation is analysed by distinguishing between a cultural and behavioural perspective and by distinguishing between a responsive and proactive form. Comparisons between groups of companies are made by testing invariant latent mean structures. What Determines The Co-Operative Potential For Firms In Western European And Cee Border Regions? A Comparative Micro-Level Analysis, Birgit Leick

The present article investigates whether Eastern European enlargement influences the co-operative potential of firms in the borderland between Western and Central Eastern Europe more than of other firms, i.e. of those not being located in the borderland. Based on theoretical arguments as well as empirical evidence, we build a micro-level framework of factors, which determine a firm’s likelihood of cross-border business co-operation. Using logistic regression, this framework is empirically tested and compared for two cross-sectional datasets of firms located in the border regions in Northern Bohemia (the Czech Republic) and Saxony (East Germany).

Investigating an important overlooked phase of interorganizational relationship evolution, which is currently hypothesized to progress through five stages of awareness, exploration, expansion, commitment, and dissolution, this dissertation proposes that in the long road between commitment and dissolution, the quintessential interfirm relationship is likely to be characterized by aprolonged period of relationship alienation, which then becomes the immediate precursor to the dissolution stage.

The dissertation utilizes social learning theory, behavior constraint theory, and alienation theory to explain apathetic behaviors of franchisees. This paper presents a time-varying harmonic analyzer based on the Sliding Window DFT implemented on a DSP platform. The harmonic decomposition is carried out using the TMS320F28027 digital signal processor, and the samples of the decomposed signal are sent to a PC based computer using serial interface. Several real cases are analyzed, revealing the time-varying behavior of the harmonic component. Different from commercial harmonic analyzer, the prototype presented in this paper uses a different way to visualize the harmonic components, based on time decomposition approach. This new visualization of time-varying harmonics might help engineers and researchers to develop new insights …
