Linking Mine Action And Development | Guidelines For Mine/Erw Operators, Gichd Feb 2010

Linking Mine Action And Development | Guidelines For Mine/Erw Operators, Gichd

Global CWD Repository

Mine action programmes often are not linked early and strongly enough with key development actors. Despite the availability of extensive research documenting the need for greater coordination between mine action and development organisations, concrete guidance for practitioners and policy-makers on how to link mine action with development has been lacking. In response, the Geneva International Centre for Humanitarian Development has published guidelines on how to ensure mine action promotes development in mine-affected countries. More specifically, the guidelines seek to:

  • Increase awareness that landmines and other remnants of conflict block development in many affected countries
  • Strengthen coordination between mine action and …

Campus Safety: Assessing And Managing Threats, Mario Scalora, Andre Simons, Shawn Vanslyke Feb 2010

Campus Safety: Assessing And Managing Threats, Mario Scalora, Andre Simons, Shawn Vanslyke

Mario Scalora Publications

Since the shootings at Virginia Tech, academic institutions and police departments have dedicated substantial resources to alleviating concerns regarding campus safety. The incident in Blacksburg and the similar tragedy at Northern Illinois University have brought renewed attention to the prevention of violence at colleges and universities.

Campus professionals must assess the risk posed by known individuals, as well as by anonymous writers of threatening communications. The authors offer threat assessment and management strategies to address the increased demands faced by campus law enforcement, mental health, and administration officials who assess and manage threats, perhaps several simultaneously.

What's Past Is Prologue? Why The Prison Litigation Reform Act Does Not—And Should Not—Classify Punitive Damages As Prospective Relief, Lisa Benedetti Feb 2010

What's Past Is Prologue? Why The Prison Litigation Reform Act Does Not—And Should Not—Classify Punitive Damages As Prospective Relief, Lisa Benedetti

Washington Law Review

The Prison Litigation Reform Act of 1995 (PLRA) arose from Congress’s intent to curb frivolous and institutionally invasive prisoner civil rights litigation. In furtherance of its goals, the PLRA limits the prospective relief prisoners can receive to such relief that is narrowly tailored to the federal rights violation at issue and the least intrusive means necessary to correct the violation, otherwise known as the need-narrownessintrusiveness standard. Under the PLRA, prospective relief includes all relief other than compensatory monetary damages. However, while the courts have frequently applied and interpreted the PLRA over the past decade, only one circuit has addressed whether …

A Critical Analysis Of The Theoretical And Empirical Literature Comparing The Effects Of Traditional Versus Community Policing On Quality Of Life And Associated Quality Of Life Issues, Rodney Polite

Graduate Student Dissertations, Theses, Capstones, and Portfolios

There are two major issues that will be addressed in this study to determine if they influence the selection of an appropriate policing strategy. The first is citizen perception of whether crime has decreased or increased in their community. The second is whether the length of time a citizen has lived in the community has an effect on their perception of crime and their attitude towards a specific policing strategy.

Historically, each policing strategy, although at times labeled differently (professional policing, team policing, neighborhood policing, zero-tolerance policing), has evolved and adapted based on various dynamics within police organizations and the …

Searching For Terrorists: Why Public Safety Is Not A Special Need, Ric Simmons Feb 2010

Searching For Terrorists: Why Public Safety Is Not A Special Need, Ric Simmons

Duke Law Journal

In the wake of the terrorist attacks of September 11, 2001, local police across the country instituted blanket searches without individualized suspicion at various venues-including political protests, sporting events, subway platforms, and public ferries-all in an attempt to prevent further terrorist attacks. When evaluating these searches, courts rely upon the special needs doctrine, which allows the government to conduct a suspicionless search as long as the search serves a special need distinct from the goals of law enforcement. Over the past eight years, courts have struggled to determine whether and how the special needs doctrine applies to these searches, and …

Ethical Reforms, The Budget Crisis, And Perceptions Of Quality Of Life In Illinois: Results And Analysis Of The Paul Simon Public Policy Institute 2009 Statewide Poll, Charles W. Leonard

The Simon Review (Occasional Papers of the Paul Simon Public Policy Institute)

The Paul Simon Public Policy Institute at Southern Illinois University Carbondale conducted its second annual statewide public opinion survey in the fall of 2009. As in the inaugural survey in 2008, the Institute asked Illinoisans about their quality of life and about ways to deal with the state’s crippling budget deficits—whether cutting government spending or enhancing revenues. We also asked their opinions on a number of political and electoral reform ideas that had been well publicized over the summer of 2009 by the Illinois Reform Commission, appointed by Gov. Pat Quinn. Quinn’s takeover from the impeached Gov. Rod Blagojevich seemed …

Reading Comprehension, Learning Styles, And Seventh Grade Students, Judy Lynne Williams Feb 2010

Reading Comprehension, Learning Styles, And Seventh Grade Students, Judy Lynne Williams

Doctoral Dissertations and Projects

Reading is a basic life skill. Unfortunately, in 2007, only 29% of all eighth graders were able to comprehend at or above a proficient reading comprehension level. Sensory learning styles (kinesthetic, tactile, auditory, and visual) affect the way that students prefer to learn and the areas in which they will have difficulty learning. This study examined sensory learning styles as one possible factor effecting seventh grade students' reading comprehension level. The purpose of this study was to see if a relationship exists between any sensory learning style and reading comprehension levels. The subjects for this study were seventh graders from …

The Sky's The Limit: Integrating Geospatial Tools With Pre-College Youth Education, John Mcgee, Jeff Kirwan Feb 2010

The Sky's The Limit: Integrating Geospatial Tools With Pre-College Youth Education, John Mcgee, Jeff Kirwan

Journal of Extension

Geospatial tools, which include global positioning systems (GPS), geographic information systems (GIS), and remote sensing, are increasingly driving a variety of applications. Local governments and private industry are embracing these tools, and the public is beginning to demand geospatial services. The U.S. Department of Labor (DOL) reported that the pool of geospatial professionals is unable keep up with demand. It is important that pre-college educators begin implementing these tools in the classroom to stimulate the educational pipeline. Twenty-four teachers from Fairfax, Virginia were involved in an educational approach that integrates GIS with civic and environmental education.

Theory And Politics Of First-Amendment Protections: Why Does The Supreme Court Favor Free Expression Over Religious Freedom?, Stephen Matthew Feldman Jan 2010

Theory And Politics Of First-Amendment Protections: Why Does The Supreme Court Favor Free Expression Over Religious Freedom?, Stephen Matthew Feldman

Faculty Articles

This Article explains why the Supreme Court has favored freeexpression claims over religiousfreedom claims under the pluralist democratic regime which took hold in the 1930s The developing theory of pluralist democracy readily justified an expansive concept of free expression An individual could not be a full and equal democratic participant unless she could freely gather information about political issues and unrestrainedly express her interests and values in the democratic arena Yet the theoretical relationship between pluralist democracy and religious freedom seemed more ambiguous While numerous theories could be offered to justify the protection of religious freedom no single theory enjoyed …

Unenumerated Rights In Different Democratic Regimes, Stephen Matthew Feldman

Faculty Articles

Lochner v New York and Roe v Wade are often linked together as substantive due process decisions Since Roe was decided 1973 critics and defenders have been dancing a wellpracticed minuet critics charging that Roe is Lochner all over again defenders distinguishing the two cases castigating Lochner while celebrating Roe This Article argues that this entire dance is out of beat with the historical music The analogical link between Lochner and Roe is ahistorical and misleading The key to understanding the relationship or lack of relationship between Lochner and Roe is not the definition of substantive due process In fact …
