The Emergent Challenges For Policing Terrorism: Lessons From Mumbai, Simon O'Rourke Nov 2010

The Emergent Challenges For Policing Terrorism: Lessons From Mumbai, Simon O'Rourke

Australian Counter Terrorism Conference

On November 26, 2008 ten armed terrorists from Lashka-e-Toiba utilised military assault style tactics to attack a number of establishments including restaurants and hotels in the city of Mumbai, India. This new attack paradigm indicated a significant shift in tactics from the placement of improvised explosive devices or deployment of suicide bombers, and contains valuable lessons for contemporary law enforcement particularly with regard to intelligence, response, and media management. There are few agencies currently geared to deal with the sheer scope of an event involving trained terrorists well versed with small team tactics, heavily armed and equipped conducting operations in …

What Are The Implications Of Venezuela's Nuclear Ambitions?, Inter-American Dialogue's Latin American Energy Advisor

Latin American Energy Dialogue, White Papers and Reports

Last month, Russian President Dmitri Medvedev announced plans to build the first nuclear power plant in Venezuela, a two-unit facility with a capacity of 2,400 megawatts and a research reactor to produce isotopes for medical and agricultural purposes, Russian media reported. How are Venezuela's nuclear power plans being perceived by neighbors or other countries in the world worried about the potential for the proliferation of nuclear weapons? Is nuclear energy the best option for Venezuela's power grid, long criticized for being outdated and inefficient?

Cell Lines Having Enhanced Cell Longevity And Protein Expression, Bruce Allen Webb, Jeremy Kroemer

Entomology Faculty Patents

It is the object of the current invention to provide methods and compositions relating to the expression of vankyrin proteins in cell lines to increase their viability, longevity and capacity for protein production. The inventors have discovered that the expression of P-ank-1 and I2-ank-3 proteins in cell culture has increased the cells' longevity and capacity for endogenous and/or heterologous target protein production. Specifically, the present invention relates to the enhanced expression of endogenous and/or heterologous target proteins/polypeptides in recombinant cells that are also expressing P-ank-1 and/or I2-ank-3 protein compared to expression host cells that are not …

Countering Home-Grown Terrorists In Australia: An Overview Of Legislation, Policy And Actors Since 2001, Michael G. Crowley Nov 2010

Countering Home-Grown Terrorists In Australia: An Overview Of Legislation, Policy And Actors Since 2001, Michael G. Crowley

Australian Counter Terrorism Conference

This article explores the impact of counter-terrorism legislation and policy in Australia. In particular it explores how legislation facilitated prosecution and conviction of persons involved in home-grown terrorism, including analysis of investigation and prosecution policy surrounding the ul-Haque and Haneef cases. Particular attention is given to the terrorism trials involving Benbrika & Ors and Elomar & Ors. What makes these trials intriguing is the fact that most of those convicted could be more easily described as more vulnerable than menacing. Sentencing of those convicted was cognate with no policies for rehabilitation. The small number of convictions under the legislation when …

Hearts And Minds, Psuedo Gangs And Counter Insurgency: Based Upon Experiences From Previous Campaigns In Kenya (1952-60), Malaya (1948-60) & Rhodesia (1964-1979), Bill Bailey Nov 2010

Hearts And Minds, Psuedo Gangs And Counter Insurgency: Based Upon Experiences From Previous Campaigns In Kenya (1952-60), Malaya (1948-60) & Rhodesia (1964-1979), Bill Bailey

Australian Counter Terrorism Conference

Pseudo gangs form the steely side of Hearts and Minds and were used with great effect in counter-insurgency campaigns in Kenya (1952-60) Malaya (1948-60) and Rhodesia (1964-1979). Although the use of pseudo gangs was not new to counter-insurgency tactics, with the British using a similar tactic in the Boer war (1899-1902), the use of such gangs was certainly perfected during these later campaigns producing good results. The Kenya Police Special Branch re-instigated this concept, developing its use during the ‘Emergency’. The principal concept was to ‘turn’ or co-opt insurgents through a series of inducements to change sides and join the …

The Malarkey Of Money Transfers: Overlooking E-Bay Whilst The Hawaladars Are Hunted, David M. Cook, Timothy Smith Nov 2010

The Malarkey Of Money Transfers: Overlooking E-Bay Whilst The Hawaladars Are Hunted, David M. Cook, Timothy Smith

Australian Counter Terrorism Conference

Informal Money Transfer systems represent one of several persistent loopholes in the fight against the War on Terror. Terrorist groups and criminal networks continue to use the Hawala system, as well as other informal transfer systems, to escape the regulatory and administrative control of formal international banking transactions. In an age where global financial regulation is underpinned by international agreement through Basel and others, the ongoing use of IVTs in Australia is cause for increasing concern. Yet Hawala is only half of the informal equation. E-bay and its associated bedfellows outstrip Hawala transfers through the same commercial imperative that drives …

Terrorism In Australia: A Psychometric Study Into The Western Australian Public Perception Of Terrorism, Richard Sargent, David J. Brooks Nov 2010

Terrorism In Australia: A Psychometric Study Into The Western Australian Public Perception Of Terrorism, Richard Sargent, David J. Brooks

Australian Security and Intelligence Conference

Terrorism is not a new concept, as historically terrorist organisations have used the threat of violence or actual violence to generate fear in individuals, organisations and governments alike. Fear is a weapon and is used to gain political, ideological or religious objectives. Past terrorist attacks have raised concerns around the world, as governments ensured that their anti-terrorism security strategies are adequate. Domestically, Australia upgraded its capacity to respond to terrorism events through security enhancements across many areas and with new initiatives such as the 2002 public counter terrorism campaign. Nevertheless, there has been restricted research into how terrorist events have …

Influence Operations: Action And Attitude, William Hutchinson Nov 2010

Influence Operations: Action And Attitude, William Hutchinson

Australian Information Warfare and Security Conference

This paper investigates the relationships between attitudes, behaviour and influence. The major objective of influence operations is predominantly to exert soft power and in doing this there is an assumption that it will change attitudes. It is assumed that by changing attitudes favourable to the influencer that behaviours will be changed. However, this is a problematic assumption. Influence operations whose messages seem to contradict the real behaviour of the influencer tends to nullify the message; and, in fact, might reinforce the attitudes and behaviours of the foe and begin to alienate friends. Messages should be based on a credible reality; …

Micro-Blogging In The Workplace, Chia Yao Lee, Matthew Warren Nov 2010

Micro-Blogging In The Workplace, Chia Yao Lee, Matthew Warren

Australian Information Security Management Conference

Micro-blogging services such as Twitter, Yammer, Plurk and Google Buzz have generated substantial interest among members of the business community in recent years. Many CEOs, managers and front-line employees have embraced micro-blogs as a tool for interacting with colleagues, employees, customers, suppliers and investors. Micro-blogs are considered a more informal channel than emails and official websites, and thus present a different set of challenges to businesses. As a positional paper, this paper uses a case study of a bogus Twitter account to emphasise security and ethical issues relating to (i) Trust, Accuracy and Authenticity of Information, (ii) Privacy and Confidentiality, …

Information Leakage Through Online Social Networking: Opening The Doorway For Advanced Persistence Threats, Nurul Nuha Abdul Molok, Shanton Chang, Atif Ahmad Nov 2010

Information Leakage Through Online Social Networking: Opening The Doorway For Advanced Persistence Threats, Nurul Nuha Abdul Molok, Shanton Chang, Atif Ahmad

Australian Information Security Management Conference

The explosion of online social networking (OSN) in recent years has caused damages to organisations due to leakage of information by their employees. Employees’ social networking behaviour, whether accidental or intentional, provides an opportunity for advanced persistent threats (APT) attackers to realise their social engineering techniques and undetectable zero-day exploits. APT attackers use a spear-phishing method that targeted on key employees of victim organisations through social media in order to conduct reconnaissance and theft of confidential proprietary information. This conceptual paper posits OSN as the most challenging channel of information leakage and provides an explanation about the underlying factors of …

Sensor For Direct Measurement Of Carbonate Ions In Seawater, Robert H. Byrne Nov 2010

Sensor For Direct Measurement Of Carbonate Ions In Seawater, Robert H. Byrne

USF Patents

A system and associated methodology to directly measure the concentration of carbonate ions in seawater by ultraviolet absorbance spectroscopy. Metal ions are added to seawater and the absorbance spectra of the added ions are measured in the ultraviolet. The spectral absorbance (light attenuation) of ions such as divalent lead or copper in seawater is predominantly determined by the carbonate ion content of seawater. Through a knowledge of (1) the strength of association between carbonate and either divalent lead or divalent copper and (2) the spectral characteristics of these cations in seawater (e.g., Pb2+ complexed solely as PbCO3 and Pb2+ complexed …

Excision Dynamics Of Vibrio Pathogenicity Island-2 From Vibrio Cholerae: Role Of A Recombination Directionality Factor Vefa, Salvador Almagro-Moreno, Michael G. Napolitano, E. Fidelma Boyd Nov 2010

Excision Dynamics Of Vibrio Pathogenicity Island-2 From Vibrio Cholerae: Role Of A Recombination Directionality Factor Vefa, Salvador Almagro-Moreno, Michael G. Napolitano, E. Fidelma Boyd

Dartmouth Scholarship

Vibrio Pathogenicity Island-2 (VPI-2) is a 57 kb region present in choleragenic V. cholerae isolates that is required for growth on sialic acid as a sole carbon source. V. cholerae non-O1/O139 pathogenic strains also contain VPI-2, which in addition to sialic acid catabolism genes also encodes a type 3 secretion system in these strains. VPI-2 integrates into chromosome 1 at a tRNA-serine site and encodes an integrase intV2 (VC1758) that belongs to the tyrosine recombinase family. ntV2 is required for VPI-2 excision from chromosome 1, which occurs at very low levels, and formation of a non-replicative circular intermediate.

A Flexible Context Architecture For A Multi-User Gui, Yue Xu Nov 2010

A Flexible Context Architecture For A Multi-User Gui, Yue Xu

Theses and Dissertations

This thesis focuses on the design and development of a flexible context architecture for a multi-user GUI that serves several users engaged in collaborative computer-aided applications (CAx). The objective of this thesis is to extend previous research into multi-user GUI's by providing multiple users with a flexible context interface for interaction with other users working on the same part at distributed locations. The investigation will consider how distributed users, through user interfaces, interact to simultaneously build models and how interaction context might be presented to regulate the way they wish to interact. The implementation integrates a Multi-User GUI (MUG) with …

The Impossibility Of Freedom In Las Manos De Dios And El Sueño Del Ángel, Matthew John Di Giordano Nov 2010

The Impossibility Of Freedom In Las Manos De Dios And El Sueño Del Ángel, Matthew John Di Giordano

Theses and Dissertations

Critics generally read the matter of diagetic subjectivity as existential in Carlos Solórzano's works Las manos de Dios and El sueño del ángel. This study, however, seeks to explore the possibility of non-existential modes of subjectivity in these dramas. It posits an Althusserian mode of subjectivity due to the central conflict of the plays revolving around the oppressive rituals of a controlling church institution. Although the author expresses existential ideals, a reading that takes into account the issue of the church as an ideology producing mechanism, as well as its modes of operation, shows that on the diagetic level …

Anonymous Pseudo-Autobiographies: Passing The New Southern Studies In The Southerner And The Autobiography Of An Ex-Colored Man, Matthew S. Dinger Nov 2010

Anonymous Pseudo-Autobiographies: Passing The New Southern Studies In The Southerner And The Autobiography Of An Ex-Colored Man, Matthew S. Dinger

Theses and Dissertations

This thesis seeks to understand the South as a space through which the contested bodies of two literary characters and the men who authored them can be more fully explored: the Ex- Colored Man in James Weldon Johnson's The Autobiography of an Ex-Colored Man and Nicholas Worth in Walter Hines Page's The Southerner; each appearing within an early twentieth-century novel masquerading as an autobiography. These bodies serve to help us understand how the regional Other of the South has inflicted itself on individuals living in the South and caused an irreparable fracture to the characters' identities forcing them into …

Phytoremediation Of Copper Contaminated Waste Water Using Lemna Minor, Mark Apelt Nov 2010

Phytoremediation Of Copper Contaminated Waste Water Using Lemna Minor, Mark Apelt

Theses and Dissertations

The use of natural remediation methods to remove contaminants from waste water is becoming more popular. Plants have been used for several decades, yet their use for municipal waste water contaminated by heavy metals is limited to a few studies which focus on the Mercury and Chromium (Bennicelli, et.al, 2004). This study specifically attempted to determine the viability for using Lemna minor to remediate municipally generated wastewater contaminated with copper. The study used 100 ml samples of wastewater, artificially spiked with 8 mg/L of copper sulfate and seeded with approximately 100 Lemna minor fronds. Each treatment was repeated 15 times …

Development And Evaluation Of A Secure Web Gateway Using Existing Icap Open Source Tools, Michael Pearce, Ray Hunt Nov 2010

Development And Evaluation Of A Secure Web Gateway Using Existing Icap Open Source Tools, Michael Pearce, Ray Hunt

Australian Information Security Management Conference

This work in progress paper discusses the development and evaluation of an open source secure web gateway. The proof of concept system uses a combination of open source software (including the Greasyspoon ICAP Server, Squid HTTP proxy, and Clam Antivirus) to perform the various security tasks that range from simple (such as passive content insertion) to more advanced (such as active content alteration) by modules installed on the server. After discussing the makeup of the proof of concept system we discuss our evaluation methodology for both effectiveness and performance. The effectiveness was tested using comparative analysis of groups of self-browsing …
