Articles

Ireland’s second periodic report to the United Nations Committee on the Rights of the Child (CRC) presents the government’s case that it is succeeding in protecting and promoting the rights of all children in Ireland. This article presents a critical discourse analysis of the governments Report to the CRC. Using a refined critical discourse analysis (CDA) model, based on the framework proposed by Chouliaraki & Fairclough (1999); the linguistic structure of the Report is examined alongside consideration of the wider socio-political context in which it exists. Mcdonald V. Chicago: Which Standard Of Scrutiny Should Apply To Gun-Control Laws?, Lawrence Rosenthal, Joyce Lee Malcolm

NULR Online

In this debate, Professors Rosenthal and Malcolm debate the standard of scrutiny that the Supreme Court should apply to restrictions on the Second Amendment in the wake of its recent decision, McDonald v. City of Chicago. Professor Rosenthal begins Part I by noting the importance of gun-control laws to police; he considers a lower standard of scrutiny necessary to allow law enforcement officials to protect the community. Turning to the practical consequences of Chicago and Washington, D.C.'s recent gun-control laws, which make owning a gun nearly impossible in those cities, Professor Malcolm argues for a standard of strict scrutiny …

Nebraska School Psychologists' Perceptions Regarding The Sufficiency Of Response To Intervention (Rti), Jami Jo L. Thompson Oct 2010

Nebraska School Psychologists' Perceptions Regarding The Sufficiency Of Response To Intervention (Rti), Jami Jo L. Thompson

Department of Educational Administration: Dissertations, Theses, and Student Research

The reauthorization of the Individuals with Disabilities Education Improvement Act (IDEIA) provided schools the option of utilizing Response to Intervention (RtI) as part of a comprehensive Multi Disciplinary Team (MDT) Evaluation for Specific Learning Disabilities (SLD). However, there is disparity among educational professionals regarding the components that should be included in the RtI MDT evaluation. The purpose of this study was to examine the perceptions of Nebraska school psychologists regarding the sufficiency of RtI as a comprehensive Multi Disciplinary Team (MDT) evaluation for Specific Learning Disability (SLD) determination and identify the additional components that school psychologists believe are necessary to …

Are Household Income, Gender, And Race Important In Shaping Parental Involvement In Children’S Education?, Nicholas D. Hartlep, Antonio L. Ellis Oct 2010

Are Household Income, Gender, And Race Important In Shaping Parental Involvement In Children’S Education?, Nicholas D. Hartlep, Antonio L. Ellis

NERA Conference Proceedings 2010

The authors used data from the National Household Education Surveys (NHES) Program 2007 Parent and Family Involvement in Education Survey (National Center for Education Statistics, 2007) (N=10,681) to examine household income, gender, and race of parents, and their importance in shaping parental involvement in children’s education. The study finds that when accounting for tutoring that: (1) Pacific Islander mothers have the highest odds of being involved in their child's homework; (2) Black fathers have the highest odds of being involved in their child's homework; and (3) Low household incomes (compared to high household incomes) have the highest odds of being …

The Purpose Of A College Education: Getting A Job: Narrations Of First-Generation College Students, Angela C. Thering

NERA Conference Proceedings 2010

This research examines the educational experiences of a group of 18 white, working-class, first-generation college students and how these experiences prepared them to be successful in college. Most participants had always intended to attend college, despite their parent’s level of education. The data set for this study is derived from quasi-life history, qualitative interviews concerning participants’ educational experiences from all levels of schooling. This research seeks to address gaps in the literature concerning the educational backgrounds and understandings of white, working-class, first-generation college students as a means to assist colleges and universities in the recruitment and retention of this particular …

An Ihe/Lea Research Partnership: Closing The Achievement Gap Through Differentiated Professional Development For Preschool Educators, Maureen Mcsparran Ruby, Ann Anderberg

NERA Conference Proceedings 2010

This paper describes results from an Early Reading First project that is closing the gap between English and Spanish speaking preschoolers and supporting teachers through professional development and coaching. A university and school district research partnership is transforming 15 preschool classrooms serving low-income families into sites of educational excellence. After intensive classroom language and literacy interventions and professional development of teachers and support staff, improvements in both outcomes on English assessments of early literacy for both English and Spanish speaking children and on a Teacher Knowledge Test for teachers and paraprofessionals were seen.

Chaucer, Books, And The Poetic Library, David C. Kupfer Oct 2010

Chaucer, Books, And The Poetic Library, David C. Kupfer

Library Philosophy and Practice (e-journal)

Geoffrey Chaucer (c. 1342 – 1400) is the great medieval inventor of words for the English language, words including “library.” He uses that term to represent a distinct spatial home that is organized with skill to find knowledge from the study of texts. A bibliophile himself, Chaucer celebrates the joys and trials of reading while overlooking the library as a substantive learning haven. The location where learning transpires is always secondary to the contents of the books themselves. The library is a documented medieval bedrock to education, even wisdom, but it is little more than a shadow in Chaucer’s poetry. …

Automatic Classification Of Article Errors In L2 Written English, Aliva M. Pradhan, Aparna S. Varde, Jing Peng, Eileen M. Fitzpatrick Oct 2010

Automatic Classification Of Article Errors In L2 Written English, Aliva M. Pradhan, Aparna S. Varde, Jing Peng, Eileen M. Fitzpatrick

Department of Computer Science Faculty Scholarship and Creative Works

This paper presents an approach to the automatic classification of article errors in non-native (L2) English writing, using data chosen from the MELD corpus that was purposely selected to contain only cases with article errors. We report on two experiments on the data: one to assess the performance of different machine learning algorithms in predicting correct article usage, and the other to determine the feasibility of using the MELD data to identify which linguistic properties of the noun phrase containing the article are the most salient with respect to the classification of errors in article usage. The Budget Allocation Model Of Public Infrastructure Projects, Wen-Chih Huang, Junn-Yuan Teng, Maw-Cherng Lin Oct 2010

The Budget Allocation Model Of Public Infrastructure Projects, Wen-Chih Huang, Junn-Yuan Teng, Maw-Cherng Lin

Journal of Marine Science and Technology–Taiwan

One of the most important problems for governments is how to allocate budgets for public infrastructure projects. This question becomes especially important during periods of financial difficulties. The budget allocation model of public infrastructure projects proposed in this paper integrates 3 submodels: the fuzzy multi-criteria grade classification model; the fuzzy multi-criteria project ranking model; and the budget allocation model. This integrated model promises to allocate simultaneously the budget of public infrastructure projects and decide the construction budget for each unit. This budget allocation mode allows for ready reactions to changes of budget policies. It moreover, factors for discretionary budgets given …

Germanic Fate And Doom In J.R.R. Tolkien's The Silmarillion, Richard J. Whitt Oct 2010

Germanic Fate And Doom In J.R.R. Tolkien's The Silmarillion, Richard J. Whitt

Mythlore: A Journal of J.R.R. Tolkien, C.S. Lewis, Charles Williams, and Mythopoeic Literature

The roots of Tolkien’s concepts in early Germanic understandings of the ideas of fate and doom are the subject of Whitt’s essay. Examines how these initially pagan notions were subsumed into the Christian idea of divine providence, and most notably blended together in the Old English Beowulf and Old Saxon Heliand, to provide a basis for understanding how even the Valar are subject to time and the fate decreed by Ilúvatar.
