Barack Obama And Congress: How The Rules Of The Caucus Hinder The President’S Legislative Agenda, Jordan Acker Sep 2010

Barack Obama And Congress: How The Rules Of The Caucus Hinder The President’S Legislative Agenda, Jordan Acker

Legislation and Policy Brief

In order to fix the Democratic caucus, strong leadership, combined with effective rules, are needed. First, the overall leadership needs to be restructured according to the ideology of the caucus. While strong leadership may come from the center or the left, it is important that leadership tend toward the center of the caucus, not the national political center. A moderate member of the caucus who is under no threat of removal, such as Senator Schumer, Senator Stabenow, or Senator Durbin, would make effective leaders. Part of the problem with the current leadership is, at times, it has failed to “pull …

Government Transparency And The Obama Era, Ross Schulman Sep 2010

Government Transparency And The Obama Era, Ross Schulman

Legislation and Policy Brief

Government transparency has been a focus of President Barack Obama’s campaign and administration, but effort has been expended on programs that have emphasized policy and legislative transparency over ethical and data transparency. This emphasis is misplaced. During the 2008 Presidential Election, the Obama campaign tapped into a large reserve of predominantly younger people who demanded a connection with the candidates before them. A large part of that connection was focused on the transparency that came from this highly networked campaign. President Obama’s campaign in particular embodied that approach, both through its promises and its actions. Now that the Obama administration …

The Common Factors, Empirically Validated Treatments, And Recovery Models Of Therapeutic Change, Andrew D. Reisner Sep 2010

The Common Factors, Empirically Validated Treatments, And Recovery Models Of Therapeutic Change, Andrew D. Reisner

The Psychological Record

I review the Common Factors Model, the Empirically Validated Therapy Model, and the Recovery Model of therapeutic change and effectiveness. In general, psychotherapy appears to be effective and common factors account for more of the variance than do specific techniques. However, in some areas, particularly in the treatment of anxiety disorders, behavioral and cognitive behavioral therapies may be more effective than other treatments. The Recovery Model is an overarching model of change which can incorporate empirically validated therapies and which makes use of common factors. This model is consistent with empirically supported concepts concerning improvement of mental health but needs …

The Nature And Value Of Scientific System Building: The Case Of Interbehaviorism, Michael C. Clayton, Linda C. Hayes, Mark A. Swain Sep 2010

The Nature And Value Of Scientific System Building: The Case Of Interbehaviorism, Michael C. Clayton, Linda C. Hayes, Mark A. Swain

The Psychological Record

J. R. Kantor (1888-1984) developed and promoted an often underappreciated psychological system he called interbehaviorism that attempted to organize scientific values into a coherent system of psychology. Kantor insisted that in all scientific behavior the scientist needed to differentiate between constructs and events. If we were to develop constructs it would be only after careful observation of the actual events in context. He felt that his mission of forging naturalistic constructs for psychological events could be achieved only through scientific system building, and this was the activity that consumed his entire career. The present paper focuses on scientific system construction …

Why The Honest Leadership And Open Government Act Of 2007 Falls Short, And How It Could Be Improved, Rand Robins Sep 2010

Why The Honest Leadership And Open Government Act Of 2007 Falls Short, And How It Could Be Improved, Rand Robins

Legislation and Policy Brief

This paper will examine the track record of federal and state lobbying and campaign finance laws, as well as related First Amendment litigation, and propose alternative regulatory regimes accounting for the concerns raised when lobbying and campaign finance intersect. The scope of this paper will be limited in large measure by focusing on the HLOGA registration and disclosure provisions, and addressing campaign finance law tangentially where appropriate. Intended to bring greater transparency to the inner-workings of government, some of these provisions actually facilitate the potential of a small number of lobbyists to distort the political process.

Disincentives To Data Breach: Problems With Notification And Future Legislative Possibilities, Ross Schulman Sep 2010

Disincentives To Data Breach: Problems With Notification And Future Legislative Possibilities, Ross Schulman

Legislation and Policy Brief

In the modern digitized and networked world, personal identifying information has quickly become a commodity that can be traded, sold, or given away like any other. The uses and potential abuses of personal identifying information, however, distinguish this commodity from any other. Personal identifying information can be copied infinitely, is often not protected nearly as well as physical commodities, and, most importantly, can have particular importance to the person identified by that information. The producer of a bushel of apples presumably cares very little about where his apples end up, as long as he is paid for them to begin …

This paper concludes by calling for the inclusion of broadband internet in the Universal Service Fund.

Help America Vote Act Enforcement, Tiana Butcher Sep 2010

Help America Vote Act Enforcement, Tiana Butcher

Legislation and Policy Brief

Although the Help America Vote Act of 2002 (HAVA) features extensive mandates, its enforcement provisions of are weaker than those found in previous federal election reform laws, including the Voting Rights Act and the National Voter Registration Act. Activists argue this limited enforcement power is a failing of the Act. Congress may have chosen to adopt weak enforcement mechanisms due to political posturing, lack of funding, faulty technology, or lobbying by the states. Regardless of the reason behind this choice, stronger enforcement mechanisms in HAVA would, paradoxically, fail to encourage election reform or deter election reform altogether.

Diverse Learners And Teacher Education: A Sociocultural Approach, Genevieve Harris Sep 2010

Diverse Learners And Teacher Education: A Sociocultural Approach, Genevieve Harris

2010 Projects

This project examines the PK-12 school system in the United States to see how and why the achievement gap between white, middle-class students and students of diverse background occurs. Based on other compiled research, it is generally understood that the cultural background of students and teachers is growing farther and farther apart. It is commonly observed in communities of color/poverty that there is usually a higher dropout rate and level of disengagement between the student and their education. This examination, in part, looks into whether or not teacher education programs are meeting the standards of modern college students and addresses …

Eelgrass Distribution In The Great Bay Estuary For 2009 : Final Report, Frederick T. Short Sep 2010

Eelgrass Distribution In The Great Bay Estuary For 2009 : Final Report, Frederick T. Short

PREP Reports & Publications

Eelgrass in the Great Bay Estuary in 2009 was once again present only in Great Bay itself and in Portsmouth Harbor. For the second year in a row, there was no eelgrass in Little Bay or in the Piscataqua River. In 2009, there was a continued loss of eelgrass biomass in Great Bay; there has been a 66.4% loss of biomass in Great Bay since 1996 and distribution is 30% less than in 1996. Although eelgrass distribution in Great Bay itself increased between 2008 and 2009, primarily due to continued expansion from natural seeding of bare areas, the Bay’s eelgrass …

Evaluating Libertarian Paternalism, Michelle Elizabeth Catalano Sep 2010

Evaluating Libertarian Paternalism, Michelle Elizabeth Catalano

Theses

The purpose of this thesis is to evaluate a form of soft paternalism put forth by Richard Thaler and Cass Sunstein known as libertarian paternalism. On their view, criteria are provided for distinguishing between justified and unjustified libertarian paternalism policy proposals. The central philosophical issue surrounding libertarian paternalism is determining when limitations on autonomy for the sake of beneficence are justified. However, the criteria given by Thaler and Sunstein are inadequate because they do not effectively overcome problematic case examples. I contend that an additional autonomy-based condition should be added to their criteria. Specifically, autonomy may trump beneficence in favor …

Just Military Preparedness (Jus Ante Bellum): A New Category Of Just War Theory, Harry Van Der Linden Sep 2010

Just Military Preparedness (Jus Ante Bellum): A New Category Of Just War Theory, Harry Van Der Linden

Scholarship and Professional Work - LAS

This presentation discusses why just war theory is in need of just military preparedness (jus ante bellum) as a new category of just war thinking and it articulates six principles of just military preparedness. The paper concludes that the United States fails to satisfy any of these principles and addresses how this bears on the application of jus ad bellum, jus in bello, and jus post bellum norms to possible future American military interventions.

Reasons For Reducing Breastfeeding Duration Among Chinese Mothers In Ireland:A Qualitative Study, Qianling Zhou

Other resources

Introduction: The Ireland Chinese Mother Survey has revealed a remarkable decline of breastfeeding duration among Chinese mothers who gave birth in Ireland [1]. This qualitative study was undertaken to explore the reasons for such a decrease and to determine the influence of residency in Ireland on breastfeeding practices among immigrant Chinese. Methods: Purposive sampling together with the snowball technique was used to recruit immigrant Chinese women who have given birth in Ireland. Seven focus groups were conducted and thematic content analysis was performed to analyse the data. Results: Decline in breastfeeding duration was not mainly due to the formula feeding …

A Microwave Radiometer For Close Proximity Core Body Temperature Monitoring: Design, Development, And Experimentation, Quenton Bonds

USF Tampa Graduate Theses and Dissertations

Presented is a radiometric sensor and associated electromagnetic propagation models, developed to facilitate non-invasive core body temperature extraction. The system has been designed as a close-proximity sensor to detect thermal emissions radiated from deep-seated tissue 1 cm – 3 cm inside the human body. The sensor is intended for close proximity health monitoring applications, with potential implications for deployment into the improved astronaut liquid cooling garment (LCG). The sensor is developed for high accuracy and resolution. Therefore, certain design issues that distort the close proximity measurement have been identified and resolved. An integrated cavity-backed slot antenna (CBSA) is designed to …
