Soluble antigens diffuse out of the brain and can thus stimulate a systemic immune response, whereas particulate antigens (from infectious agents or tumor cells) remain within brain tissue, thus failing to stimulate a systemic immune response. Immune privilege describes how the immune system responds to particulate antigens localized selectively within the brain parenchyma. We believe this immune privilege is caused by the absence of antigen presenting dendritic cells from the brain. We tested the prediction that expression of fms-like tyrosine kinase ligand 3 (Flt3L) in the brain will recruit dendritic cells and induce a systemic immune response against exogenous influenza …

The difficulties of K-12 education have become familiar to citizens of the metroscape, but they are usually viewed through the lens of urban and suburban schools, with their problems of multi-ethnic populations, crowded classrooms, strained budgets, and the like. Metroscape® was curious about the struggles and triumphs of the schools in the rural areas of the region, so we sent our interviewer, Susan Wilson, a Portland freelance writer, to Willamina to talk to a small town education leader in hopes of glimpsing the realities of schooling kids in that often overlooked setting.

Unemployment rates in Oregon have been among the highest in the nation. In a real role reversal, unemployment in the seven counties of the Portland metropolitan area have hovered less than a percentage point below the state level, defying the usual rule that unemployment hits the rural counties far harder than the more diversified economies of the urban areas. It is widely acknowledged that equitable and sustainable public policy can only be achieved when it is informed by the concerns, hopes, and experiences of those who are affected. Public agencies wishing to engage recent immigrants can find this to be challenging, however. Effective public participation and civic engagement can be difficult when community members cannot speak English and/or come from very different cultural and political environments. The Chronic Disease Prevention Program (CDPP) of the Multnomah County Health Department and Metro, two public agencies serving the Portland, Oregon region, have actively sought to learn from the experiences of immigrant community …

This project investigates issues related to parents’ decisions about children’s school transportation. This has become an important area of research due to the growing concerns that increased reliance on private automobile in school travel has led to adverse health impacts on children and negative impacts on environment. This study examines school transportation in the context of where families live and how families make decisions about school travel in the process of choosing their residence.

Using a middle-sized school district in Oregon State, we conducted a 5500-household survey and a number of interviews and focus groups. The study shows that parents …

The purpose of the research reported was to identify the current status and needs for general public transportation in Oregon’s rural areas, as well as opportunities and barriers (e.g., funding, governance issues, and leadership) to expanding services over a 20 year period. Oregon is a largely rural state. This lack of density poses problems for the provision of public transit, whether through fixed route or demand response service. People living in the rural areas and who lack cars and access to public transportation are at a strong disadvantage. With no access to these transit resources, they may be limited to …

Who Becomes A Foundation Ceo? An Analysis Of Hiring Patterns, 2004-2008, Renée B. Branch, Michael P. Moody, Sue Marx Smock, Donna N. Bransford

· This study provided baseline data about the professional and individual characteristics of 440 candidates selected to be the top executive in a grantmaking institution during a five-year study period (2004-2008), and about the hiring patterns of the diverse institutions making these appointments.

· Most new chief executive officers (79.5 percent) were not hired from within the same foundation. The percentage of external appointments grew in each successive year of the study period.

· Most new foundation CEOs (67 percent) were not working for a grantmaking institution when they were appointed. This majority made the transition from fields outside of …

This paper offers commentary on the appropriateness of viewing, as a human right, the authority to manage water and to participate meaningfully in watershed governance, and it takes as an example the community of Hispano farmers of the Rio Culebra watershed of Southern Colorado in the headwaters of the Upper Rio Grande. In earlier work, the authors have written about the uneasy relationship between the formal system of appropriative water rights under Colorado law and the enduring set of local water norms practiced within acequias—the traditional water governance institutions and irrigation systems of the Culebra's Hispano farmers. During the past three decades, one Supreme Court justice— John Paul Stevens—has authored two of the most significant administrative law decisions that speak to the judiciary’s role in checking agency interpretations of the statutes that they administer. In Chevron U.S.A. Inc. v. Natural Resources Defense Council, Inc., Justice Stevens’s landmark 1984 decision unanimously upheld the EPA’s construction of a term found in the Clean Air Act. Subsequently, in Massachusetts v. EPA, Justice Stevens’s 2007 opinion for a five-justice majority handed a major win to global environmental security by ordering the EPA to reconsider its refusal to regulate greenhouse …

Contributions Of Family Leisure To Family Functioning Among Single-Parent Families, Laurel B. Hornberger, Ramon Zabriskie, Patti Freeman

The purpose of this study was to examine the contribution of family leisure involvement to the family functioning of single-parent families and to compare family functioning and family leisure between large samples of dual and single-parent families. Data were collected from a dependent child and custodial parent in 362 U.S. single-parent households. Core and balance family leisure involvement were related to both family cohesion and family adaptability, with core family leisure explaining more variance in family functioning variables from parent, youth, and family perspectives.
