American Economic Development, Managerial Corporate Capitalism, And The Institutional Foundations Of The Modern Income Tax, Ajay K. Mehrotra

Law and Contemporary Problems

Mehrotra examines the factors contributing to the introduction of the corporate income tax in 1909 and of the individual income tax in 1913. According to the conventional wisdom, these taxes were the products of politics, political institutions, and social forces; economic factors play a cameo role in the standard historical accounts. He argues that economic developments were as significant as political and social factors in the enactment and development of the taxes. The corporations created the wealth that became the targets of the corporate and individual taxes. Here, he investigates two particular economic factors. First, he explores the broad, long-term, …

The Fiscal Revolution And Taxation: The Rise Of Compensatory Taxation, 1929-1938, Joseph J. Thorndike

Thorndike explores the Keynesian conversion of Treasury Department tax-policy experts during the 1930s. At the beginning of the Great Depression, he narrates that there was no political interest in using tax cuts to promote economic recovery. In fact, in 1932 Congress responded to the economic emergency by enacting a tax increase in the name of fiscal responsibility. By 1937, however, Treasury experts had become persuaded of the merits of countercyclical taxation. Ironically, the first legislative experiment in Keynesian taxation took the form of a tax increase--the short-lived 1937 tax on undistributed corporate profits, intended to stimulate the economy by discouraging …

Why The Eitc Doesn’T Make Work Pay, Anne L. Alstott

Law and Contemporary Problems

Alstott offers an evaluation of the significance of the credit and, in a historical spirit, hark back to an earlier, critical perspective on the earned income tax credit (EITC)--a perspective rarely heard in recent years. She argues that these concerns remain apt, despite the expansion of the EITC and oft-repeated praise for its importance as an antipoverty program. Moreover, she highlights three features of U.S. law that constrain the effectiveness of the EITC in improving the wellbeing of low-income workers and their children: labor and employment laws that structure markets that produce low wages and harsh working conditions, laws that …

When a nonprofit organization with nursing-home and assisted-living experience purchased a 30-year-old highrise apartment building in downtown Portland, Oregon, the new owners were faced with how to manage a building that provided housing to more than 200 older residents whom they knew very little about. As long-term care providers, they knew that older people were at risk for developing chronic illnesses, disabilities, and other factors that could result in moves to nursing homes, hospitalizations, and early death. They also knew that older adults in subsidized housing, such as this Section 8 building, have higher levels of disability than their age …

Indigenous And Mestizo Mexican Migrant Farmworkers: A Comparative Mental Health Analysis, William Donlan, Junghee Lee

School of Social Work Faculty Publications and Presentations

Mexican-origin migrant farmworkers using: (a) lifetime prevalence of culture-bound syndromes, (b) self-rated emotional/mental health, (c) depression measured by PHQ-9, (d) stress level. Demographic and psychosocial variables were examined by ethnicity and gender using Chi square and independent t-tests. Logistic and linear regression models were constructed for mental health variables. Indigenous participants reported significantly higher stress compared to mestizos, and indigenous women reported significantly higher stress compared to all groups. Prevalence of culture-bound syndromes and mean PHQ-9 severity score was highest for indigenous females. Mean self-rated emotional/mental health was lowest among indigenous females. The manuscripts that follow explore various aspects of bonding social capital--how it is formed, how it influences performance, and how it can be measured. The first manuscript examines bonding social capital as a dependent variable. I review the underlying theory of social capital and explore the concept in the context of Top Management Teams (TMTs) including how bonding social capital emerges from the relationships among group members. Based on this theoretical foundation, I advance propositions on how organizational, team, individual and temporal factors influence its formation. The Knowledge Society Network (KSN) “takes advantage of new knowledge media to maximize and democratize society’s knowledge-­‐creating capacity” (www.ikit.org/KSN). This article synthesizes the principles and designs of this network which were initiated over 15 years ago, and presents an exploratory study of interactions in the KSN over four years, elaborating different network structures and the potential of each for knowledge advancement. Four major sub-­‐network structures for participant and idea interaction are described, as reflected in social network analysis of discourse in the KSN. Early Development Of Graphical Literacy Through Knowledge Building, Jianwei Zhang, Yongcheng Gan, Marlene Scardamalia, Huang-Yao Hong

Educational Theory and Practice Faculty Scholarship

This study examined growth in graphical literacy for students contributing to an online, multimedia, communal environment as they advanced their understanding of biology, history and optics. Their science and history studies started early in Grade 3 and continued to the end of Grade 4; students did not receive instruction in graphics production, nor were they required to produce graphics. Results show that students spontaneously produced graphics that advanced along seven dimensions, including effective representation of complex ideas, use of source information and captions, and aesthetic quality. The Physical And The Virtual: The Relationship Between Library As Place And Electronic Collections, Jennifer Gerke, Jack M. Maness

A statistical analysis of responses to a LibQUAL+™ survey at the University of Colorado at Boulder (UCB) was conducted to investigate factors related to patrons’ satisfaction with electronic collections. It was found that a respondent’s discipline was not related to his or her satisfaction with the Libraries’ electronic collection, nor was the frequency with which the respondent used the Libraries’ facilities or used commercial search engines. The factors significantly related to users’ satisfaction with electronic collections were the frequency with which they used the Libraries’ Web site, and, most interestingly, the physical library they most often visited.

An overarching goal of the Gerhardt laboratory is the development of an implantable neural device that allows for long-term glutamate recordings in the hippocampus. Proper L-glutamate regulation is essential for hippocampal function, while glutamate dysregulation is implicated in many neurodegenerative diseases. Direct evidence for subregional glutamate regulation is lacking in previous in vivo studies because of limitations in the spatio-temporal resolution of conventional experimental techniques. We used novel enzyme-coated microelectrode arrays (MEAs) for rapid measurements (2Hz) of extracellular glutamate in urethane-anesthetized rats.
