Survey Says: Implications Of A Public Perception Survey On Stormwater Education Programming, Katie Giacalone, Catherine Mobley, Calvin Sawyer, James Witte, Gene Eidson
Journal of Contemporary Water Research and Education
Effective watershed and stormwater education and public involvement programs strive to increase awareness of watersheds and landscape connectivity and also encourage behavior changes that may be contributing to water quality and quantity problems within a targeted basin. According to new guidance from the US Environmental Protection Agency on stormwater permit improvement, regulators are looking for programs to utilize targeted issues relevant to a community to guide the development of a comprehensive outreach program. In an effort to collect information on public perception, knowledge, behaviors and willingness to get involved in improved stormwater management, a telephone survey was implemented. This manuscript …

Governors State University professor Dr. Jon Carlson recently returned from India and a meeting with His Holiness the Dalai Lama with some very special gifts. He presented Khatas to GSU President Elaine P. Maimon, Provost Terry Allison, and Dean of the College of Education Deborah Bordelon.
Khatas are Tibetan scarves that have been blessed by the Dalai Lama. They symbolize purity, goodwill, auspiciousness, and compassion. Once blessed by the Dalai Lama, they become cherished talismans.

The Patient Protection and Affordable Care Act (PPACA) as amended by the Health Care Education Reconciliation Act of 2010 makes landmark changes to health insurance markets. Individual and small-group insurance plans and markets will see the biggest changes, but PPACA also affects large employer and self-insured plans by imposing rules for benefit design and health plan practices. Over half of workers—most often those in very large firms—are covered by self-insured health plans in which employers (or employee groups) bear all or some of the risk of providing insurance coverage to a defined population of workers and their dependents. Background: The failure rate of health information systems is high, partially due to fragmented, incomplete, or incorrect identification and description of specific and critical domain requirements. In order to systematically transform the requirements of work into real information system, an explicit conceptual framework is essential to summarize the work requirements and guide system design. Recently, Butler, Zhang, and colleagues proposed a conceptual framework called Work Domain Ontology (WDO) to formally represent users’ work. Disclosed is a spectroscopic system having a fiber-optic probe for simultaneous IR and Raman measurement. The probe includes a single strand of optical fiber, such as sapphire which is suitable for IR absorption measurements as far as 4 μm and Raman excitation at wavelengths as short as 300 nm. The probe is immersed in the sample and functions in the evanescent wave mode for both IR absorption and Raman scattering measurements. The sensing system makes possible the synergistic, and simultaneous, analysis of both IR and Raman data in an integrated device.

A composition and method for fabricating and tuning a dopant based core-shell semiconductor having a quantum dot core with an excitation band-gap are provided. A quantum dot core composed of an alloy of cadmium sulfide (CdS) and zinc sulfide (ZnS) as semi-conductor materials include a dopant of manganese (Mn) added to the core and an outer shell of zine sulfide (ZnS). The dopant based core/shell quantum dot semiconductor of the present invention allows the fine tuning of an excitation band-gap, covering a wide range (from 2.4 eV to ~4 eV). On The Capacity Of Immediately-Decodable Coding Schemes For Wireless Stored-Video Broadcast With Hard Deadline Constraints, Xiaohang Li, Chih-Chun Wang, Xiaojun Lin

Multimedia streaming applications have stringent Quality-of-Service (QoS) requirements. Typically each packet is associated with a packet delivery deadline. This work models and considers streaming broadcast of stored-video over the downlink of a single cell. We first generalize the existing class of immediately-decodable network coding (IDNC) schemes to take into account the deadline constraints. The performance analysis of IDNC schemes are significantly complicated by the packet deadline constraints (from the application layer) and the immediate-decodability requirement (from the network layer). Despite this difficulty, we prove that for independent channels, the IDNC schemes are asymptotically throughput-optimal subject to the deadline constraints when …

Military operations have resulted in a significant number of mangled extremities leading to traumatic amputations. Extremity injuries predominate, representing 50% to 70% of all injuries treated (Melcer, 2010). The majority of injuries sustained in Operation Endearing Freedom/Operation Iraqi Freedom (OEF/OIF) are combined penetrating, burn and blast injuries, traumatic amputation, and infections from the multi-drug resistant organism, Acinetobacter (Melcer, 2010). A long-standing goal of science is to be able to understand how matter behaves at the atomic and subatomic level. How electrons rearrange when atoms or molecules come together is the essence of chemistry, and the ability to manipulate those rearrangements is the goal of the emerging sphere of nanotechnology. A fuller understanding could lead to enormous scientific and technological breakthroughs. Unfortunately, significant problems confront scientists and engineers in attacking the question. Not only are atoms and molecules very small, requiring highly specialized equipment to "see" them, everything at the atomic level happens very, very fast. For example, an electron …
