Public Policymaking In Ireland: The Case Of The Indigenous Interactive Media Industry, 1994-2004, Colm Murphy
Public Policymaking In Ireland: The Case Of The Indigenous Interactive Media Industry, 1994-2004, Colm Murphy
Doctoral
Ireland’s economic rollercoaster, going from one of western Europe’s poorest countries to one of its wealthiest during the late 1990s and early 2000s, to being bailed-out in 2010 by the EU and IMF, has attracted much international attention. But beneath this story of bust to boom to bust lies an interesting case study of how a small peripheral state attempted to develop an indigenous internationally competitive sector. This study argues that over the
period the state refined its ‘strategic future grabbing’ policymaking process. This flexible, fast reacting, non-bureaucratic policymaking system was informed by the small agile state’s American-leaning intelligence gathering …
Evaluation Of Fish And Macroinvertebrate Indices Of Biotic Integrity In The Bioassessment Of The Illinois River Basin, Rebekah Hotz
Evaluation Of Fish And Macroinvertebrate Indices Of Biotic Integrity In The Bioassessment Of The Illinois River Basin, Rebekah Hotz
Inquiry: The University of Arkansas Undergraduate Research Journal
Evaluating performances of the fish and invertebrate Indices of Biotic Integrity (IBIs) for a region is important to maintain rigorous assessment of the environmental quality of streams, especially with increasing urbanization. Timing of the assessment is considered important, with the critical season (low flow, high temperature) preferred, but the primary season (spring– summer) may be as efficient. I assisted with the collection and analysis of fish and macroinvertebrates using methods developed by the United States Environmental Protection Agency’s (USEPA) Rapid Bioassessment Protocols (RBPs) and the Arkansas Department of Environmental Quality (ADEQ), along with obtaining habitat and chemical assessments during primary …

International Adjudication: A Response To Paulus--Courts, Custom, Treaties, Regimes, And The Wto, Donald H. Regan
Book Chapters
I am pleased to have the opportunity to respond to Andreas Paulus’s very interesting contribution, and to elaborate on some of the matters he raises. As will be all too obvious, I am not an expert on general public international law. I undertook this assignment in the hope that I would learn something (as I have), and that I would eventually think of something useful to say (less clear). Happily, the one area of international law where I do have some expertise is the law of the World Trade Organization (WTO). The WTO is often used as an example in …

Harmonic/Percussive Separation Using Median Filtering, Derry Fitzgerald
Harmonic/Percussive Separation Using Median Filtering, Derry Fitzgerald
Conference papers
In this paper, we present a fast, simple and effective method to separate the harmonic and percussive parts of a monaural audio signal. The technique involves the use of median filtering on a spectrogram of the audio signal, with median filtering performed across successive frames to suppress percussive events and enhance harmonic components, while median filtering is also performed across frequency bins to enhance percussive events and supress harmonic components. The two resulting median filtered spectrograms are then used to generate masks which are then applied to the original spectrogram to separate the harmonic and percussive parts of the signal. We …

This plan outlines strategies and methods used in an ongoing study initiated in 1999 to restore a selfsustaining population of the Plains gartersnake (Thamnophis radix) in Ohio. Restoring a self-sustaining population would require increases in the current population to where the ratios of T. radix to T. sirtalis are approximately 1:1 in multiple locations in Killdeer Plains Wildlife Area (KPWA). This ratio would be similar to what was seen earlier by Reichenbach and Dalrymple (1986) at one site in KPWA.
The plan was developed by a team of enthusiastic conservationists representing, the Division of Wildlife (ODW), the Columbus and Cleveland …

Anticancer Activity Of Phytolacca Americana Root Extracts And Their Fractions On Breast And Colon Cancer Cells., Lisa Maness Wishon
Dissertations
Phytolacca americana is an herbaceous plant native to North and South America and East Asia. Pokeweed antiviral protein (PAP) has been extracted from this plant and antiviral activity toward Chenopodium quinoa and other viruses has been cited. Conjugated to various monoclonal antibodies, PAP has been shown to inhibit HIV-1 replication and to arrest the proliferation of B-lineage Acute Lymphoblastic Leukemia blasts. Since studies involving the activities of P. americana extracts on various cancer cell lines are limited, the major objectives of this study were to: 1) evaluate the antiproliferative activity of three extracts from P. americana against human breast (MCF7) …

Achebe's Igbo Poems: Oral Traditional Resources And The Process Of ‘Deschooling’ In Modern African Poetics, Chukwuma Azuonye
Africana Studies Faculty Publication Series
The present paper examines the diction, imagery and other features of language and style in Chinua Achebe's two Igbo poems ("Uno Onwu Okigbo" and "Akuko Kpulu Uwa Iru"). Disposing of charges of plagiarism levied on Achebe on account of his modeling of the poems on well-known Igbo folk songs, the paper argues that what is rather involved in the compositional process is a process of "deschooling" from the strictures of European or Eurocentric conventions of versification. It concludes that a process of "deschooling" of this kind is one way in which African writers can begin their journey back with undivided …

Of the 70 cases of classical biological control for the protection of nature found in our review, there were fewer projects against insect targets (21) than against invasive plants (49), in part, because many insect biological control projects were carried out against agricultural pests, while nearly all projects against plants targeted invasive plants in natural ecosystems. Of 21 insect projects, 81% (17) provided benefits to protection of biodiversity, while 48% (10) protected products harvested from natural systems, and 5% (1) preserved ecosystem services, with many projects contributing to more than one goal. In contrast, of the 49 projects against invasive …

Coronavirus Replicase Proteins: Multifunctional Mediators Of Replication And Innate Immunity Evasion, Mark Anthony Clementz

Coronaviruses are positive-sense, single-stranded RNA viruses. The majority of the RNA encodes non-structural proteins (nsps) that are translated as a large polyprotein, which is cleaved by the papain-like (PLP) and picornavirus 3C-like (3CLpro) proteases. The nsps modify host membranes to produce double membrane vesicles (DMVs) upon which the replicase-transcriptase assembles and synthesizes viral RNA. nsp3, nsp4, and nsp6 are integral membrane proteins believed to be involved in DMV formation. Work presented here demonstrates that nsp4 is subjected to N-linked glycosylation and mutation of N258 to threonine in nsp4 confers a temperature sensitive phenotype to MHV-A59 infectious clone virus. This virus …

One-pass harvest equipment has been developed to collect corn (Zea mays L.) grain, stover, and cobs that can be used as bioenergy feedstock. Nutrients removed in these feedstocks have soil fertility implication and affect feedstock quality. The study objectives were to quantify nutrient concentrations and potential removal as a function of cutting height, plant organ, and physiological stage. Plant samples were collected in 10-cm increments at seven diverse geographic locations at two maturities and analyzed for multiple elements. At grain harvest, nutrient concentration averaged 5.5 gN kg−1, 0.5 gP kg−1, and 6.2 gK kg−1 …

Stable flies, Stomoxys calcitrans (L.), are one of the most serious livestock pests, which cause significant economic loss in the cattle industry. Current practices for managing stable flies are limited to costly sanitation techniques and unsustainable insecticide applications. The present study reports the initial efforts using catnip essential oil as a spatial repellent and the results of field trials using a wax-based formulation to repel stable flies in the cattle feedlot. Electroantennograms showed that catnip oil and its ingredient compounds elicit significant antennal responses from both sexes of stable flies. Catnip oil and ZE- and EZ-nepetalactone showed repellent …

Mycobacterium avium subsp. paratuberculosis causes Johne’s disease (JD) in ruminants. Development of genetic tools and completion of the M. avium subsp. paratuberculosis genome sequencing project have expanded the opportunities for antigen discovery. In this study, we determined the seroreactivities of two proteins encoded at the 5 and 3 regions of the MAP1152-MAP1156 gene cluster. MAP1152 encodes a PPE protein, and MAP1156 encodes a diacylglycerol acyltransferase involved in triglyceride metabolism and classified in the uncharacterized protein family UPF0089. Recombinant MAP proteins were overproduced and purified from Escherichia coli as maltose-binding protein (MBP) fusions. Immunoblotting analysis indicated that both MAP1152 and MAP1156 …

Background: Mycobacterium avium subsp. paratuberculosis (MAP) persistently infects intestines and mesenteric lymph nodes leading to a prolonged subclinical disease. The MAP genome sequence was published in 2005, yet its transcriptional organization in natural infection is unknown. While prior research analyzed regulated gene sets utilizing defined, in vitro stress-related or advanced surgical methods with various animal species, we investigated the intracellular lifestyle of MAP in the intestines and lymph nodes to understand the MAP pathways that function to govern this persistence.
Results: Our transcriptional analysis shows that 21%, 8% and 3% of the entire MAP genome was represented either inside tissues, …

Where the murkiness of biopiracy as a general matter leaves little room for legal theory to anchor, the relative clarity of specific instances of biopiracy may provide sufficient factual information from which to develop appropriate legal theories. In particular, the way biopiracy has been used to misappropriate the traditional knowledge (TK) of the Shuar Nation of Ecuador suggests that there may be legal theories for which the process of misappropriation may give rise to liability under international law as well as under developments in the domestic laws of the United States and Ecuador. The possible efficacy and legal coherence of …

Rule 10b-5, a powerful weapon against any publicly-listed company whose share price drops on adverse news, is particularly skewed against pharmaceutical and other bio-technology companies (bio-pharmas). It is not a coincidence that there is a disproportionate number of class actions filed against bio-pharmas. The volume and complexity of data underlying most bio-pharma cases create enormous outcome uncertainties, settlement pressures, and potentially huge contingent liabilities over substantial periods of time. The vulnerability and risks that bio-pharmas face in Rule 10b-5 class actions are unique among all publicly-traded industries, yet many cases proceed along traditional grounds without courts employing either their statutory …
