Preparation And Hydrogen Absorption/Desorption Of Nanoporous Palladium Thin Films, Wen-Chung Li, Thomas John Balk

Nanoporous Pd (np-Pd) was prepared by co-sputtering Pd-Ni alloy films onto Si substrates, followed by chemical dealloying with sulfuric acid. X-ray diffractometry and chemical analysis were used to track the extent of dealloying. The np-Pd structure was changed from particle-like to sponge-like by diluting the sulfuric acid etchant. Using suitable precursor alloy composition and dealloying conditions, np-Pd films were prepared with uniform and open sponge-like structures, with interconnected ligaments and no cracks, yielding a large amount of surface area for reactions with hydrogen. Np-Pd films exhibited shorter response time for hydrogen absorption/desorption than dense Pd films, showing promise for hydrogen …

The purpose of this study was to determine the effects of participation in Read 180, a teacher-mediated, computer-mediated reading instruction program, on the reading proficiency of 4th and 5th grade English Language Learners. The students who participated in the Read 180 program scored below the 25th percentile on the Florida Comprehensive Assessment Test (FCAT). Cultural-historical activity theory guided the research. Research questions for the study were answered with quantitative and qualitative methods. The questions asked were: 1. We provide evidence suggesting that incumbents' access to group deep pockets has a negative impact on entry in product markets. Relying on a unique French data set on business groups, our paper presents three major findings. First, the amount of cash holdings owned by incumbent-affiliated groups is negatively related to entry in a market. Second, the impact on entry of group deep pockets is more important in markets where access to external funding is likely to be more difficult. Third, the “entry deterring effect" of group deep pockets is more pronounced when groups have more active internal capital markets. Our …

We analyze stability of self-enforcing climate agreements based on a data set generated by the CLIMNEG world simulation model (CWSM), version 1.2. We consider two new aspects which appear important in actual treaty-making. First, we consider a sequential coalition formation process where players can make proposals which are either accepted or countered by other proposals. Second, we analyze whether a moderator, like an international organization, even without enforcement power, can improve upon globally suboptimal outcomes through coordinating actions by making recommendations that must be Pareto-improving to all parties. We discuss the conceptual difficulties of implementing our algorithm.

Abatement And Allocation In The Pilot Phase Of The Eu Ets, Corrado Di Maria, Barry Anderson, Frank Convery

We use historical industrial emissions data to assess the level of abatement and overallocation that took place across European countries during the pilot phase (2005-2007)of the European Union Emission Trading Scheme. Using a dynamic panel data model, we estimate the counterfactual (business-as-usual) emissions scenario for EU member states. Comparing this baseline to allocated and verified emissions, we conclude that both overallocation and abatement occurred, along with under-allocation and emissions inflation. Over the three trading years of the pilot phase we find over-allocation of approximately 376 million EUAs (6%) and total abatement at the member state level of 107 Mt CO2 …

Long Term Changes In Voting Power And Control Structure Following The Unification Of Dual Class Shares, Yishay Yafeh, Beni Lauterbach

We follow the evolution of ownership structure in a sample of 80 Israeli companies that unified their dual-class shares in the 1990s, and compare it with a control sample of firms that maintained their dual share structure at least until 2000. Our main findings are as follows. First, controlling shareholders offset the dilution of voting rights they incurred upon unification by: 1) increasing their holdings prior to the unification (ex-ante preparation), and 2) by buying shares afterwards; by the end of the sample period their voting power was only marginally lower than in the control sample. A Super-Earth Orbiting The Nearby Sun-Like Star Hd 1461, Eugenio J. Rivera, R. Paul Butler, Steve Vogt, Gregory Laughlin, Gregory W. Henry, Stefano Meschiari

We present precision radial velocity (RV) data that reveal a Super-Earth mass planet and two probable additional planets orbiting the bright nearby G0V star HD 1461. Our 12.8 years of Keck High Resolution Echelle Spectrometer precision RVs indicate the presence of a 7.4 M⊕ planet on a 5.77 day orbit. The data also suggest, but cannot yet confirm, the presence of outer planets on low-eccentricity orbits with periods of 446.1 and 5017 days, and projected masses (Msin i) of 27.9 and 87.1 M⊕, respectively. Test integrations of systems consistent with the RV data suggest that the configuration is dynamically stable. …

In a two-period overlapping generations model, this paper demonstrates that the relationship between the environmental taxation and the economic activity (level- and growth-output) becomes inverted-U shaped, when the detrimental impact of pollution on health and the private decision of each working-age agent to improve her health are taken into account. Especially, a tighter environmental tax is more likely to promote (rather than to harm) output-level and –growth when health is very sensitive to pollution, the weight of health in preferences is high, the polluting capacity of the production technology is high and the rate of natural purification of pollutants is …

Political Persistence, Connections And Economic Growth, Giorgio Bellettini, Carlotta Berti Ceroni, Giovanni Prarolo

Using data on a panel of 56 democratic countries in the period 1975-2004, we find evidence of a negative association between political stability and economic growth which is stronger and empirically more robust in countries with high bureaucratic costs. Motivated by these results, which contrast with previous contributions, we develop a model of growth with quality improvements where political connections with long-term politicians can be exploited by low-quality producers to defend their monopoly position and prevent innovation and entry of high-quality competitors. This requires that the incumbent politician remains in office and that the red-tape cost advantage granted by political …

We present precision radial velocity data that reveal a multiple exoplanet system orbiting the bright nearby G5V star 61 Virginis. Our 4.6 years of combined Keck/HIRES and Anglo-Australian Telescope precision radial velocities indicate the hitherto unknown presence of at least three planets orbiting this well-studied star. These planets are all on low-eccentricity orbits with periods of 4.2, 38.0, and 124.0 days, and projected masses (Msin i) of 5.1, 18.2, and 24.0 M⊕, respectively.
