How Values In Scientific Discovery And Pursuit Alter Theory Appraisal, Kevin C. Elliott, Daniel J. Mckaughan

Philosophers of science readily acknowledge that nonepistemic values influence the discovery and pursuit of scientific theories, but many tend to regard these influences as epistemically uninteresting. The present paper challenges this position by identifying three avenues through which nonepistemic values associated with discovery and pursuit in contemporary pollution research influence theory appraisal: (1) by guiding the choice
of questions and research projects, (2) by altering experimental design, and (3) by affecting the creation and further investigation of theories or hypotheses. This analysis indicates that the effects of these values are sufficiently complex and epistemically significant to merit further attention.

Auctions are among the oldest economic institutions in place. They have been used since antiquity to sell a wide variety of goods, and their basic form has remained unchanged. In this dissertation, we explore the efficiency of common auctions when values are interdependent- the value to a particular bidder may depend on information available only to others-and asymmetric. In this setting, it is well known that sealed-bid auctions do not achieve efficient allocations in general since they do not allow the information held by different bidders to be shared. The Department of Defense increasingly is involved in postwar stabilization and reconstruction, humanitarian assistance and disaster relief missions, capacity-building of partner nations at home and abroad, and other such complex operations. To provide sustainable support to stressed populations in these environments, an international, networked, knowledge-sharing research project called Sustainable Technologies, Accelerated Research–Transformative Innovation for Development and Emergency Support (STAR–TIDES)1 encourages innovative approaches to public-private collaboration, whole-of-government solutions, and transnational engagement. It leverages a distributed network of people and organizations to conduct research, support real world contingencies, and bridge gaps among disparate communities.

An Emerging South-South Coalition Strategy: China, Africa And Latin America, Tricia Gray
Peace and Conflict Studies
Concomitant with the astronomical rise of China in international politics, there has been an increased frequency and intensity of foreign relations between Global South states. This research attempts to, first, illuminate these largely overlooked foreign policy activities, and, second, to evaluate the implications of the trends. A South-South strategy is based on improving the position of developing countries in multilateral organizations, struggling against international marginalization, enhancing economic and technical cooperation, and challenging hegemonism and imperialism. This study concludes that a South-South coalition framework is a useful model for understanding Global South states’ foreign policy behavior and for addressing future conflicts.

The chemical dynamics and decomposition pathways of explosive materials are not entirely known. Measurements of chemical transients during explosive events can lead to enhanced knowledge of the detailed chemistry and eventually control of the end products; however, these measurements are often difficult to obtain due to fast time scales and harsh environments. Optical diagnostics present fast-response, minimally invasive methods for resolving properties in detonation environments and previous fast spectroscopic measurements have been recorded in the ultra-violet and visible regions. Securing server from Distributed denial of service (DDoS) attacks is a challenging task for network operators. DDOS attacks are known to reduce the performance of web based applications and reduce the number of legitimate client connections. In this thesis, we evaluate performance of a Windows server 2003 under these attacks. In this thesis, we also evaluate and compare effectiveness of three different protection mechanisms, namely SYN Cache, SYN Cookie and SYN proxy protection methods, to protect against TCP SYN DDoS attacks. This Article explores an underappreciated legacy of the Supreme Court’s (in)famous decision in Church of the Holy Trinity v. United States. Although Holy Trinity has been much discussed in the academic literature and in judicial opinions, the discussion thus far has focused almost exclusively on the first half of the Court’s opinion—which declares that the “spirit” of a statute should trump its “letter”—and relies on legislative history to help divine that spirit. Following a US referral of the Darfur crisis to the United Nations, the UN under- took the UN Commission of Inquiry into Darfur. In late January 2005, following an analysis of the data collected by the UN’s COI team, the UN declared that while it found crimes against humanity had been committed by the government of Sudan (GoS) and the Janjaweed (Arab militia), it did not find evidence that the GoS had perpetrated genocide. This paper explores influence in the cyber-world and the ability and effectiveness of influence campaigns in this medium. It examines the possibilities of influence in the online world as examines the potential of mobile technologies in this area. The contentious link between influence and behavioural change is investigated. Counterinfluence in the context of radicalisation is also looked at. Whilst it is inevitable that the digital medium is and will be used for influence campaigns and will be influential regardless if there are concerted ‘campaigns’ or not, it effects in terms of behavioural change are still open to question.

This paper explores the use of system modelling as an approach for appraising critical infrastructure systems. It reports on focus group findings with relation to the system modelling aspects of a critical infrastructure security analysis and modelling framework. Specifically, this discussion focuses on the interpretations of a focus group in terms of the likely benefits or otherwise of system visualisation. Terrorist groups are currently using information and communication technologies (ICTs) to orchestrate their conventional physical attacks. More recently, terrorists have been developing a new form of capability within the cyber-arena to coordinate cyber-based attacks. This paper identifies that cyber-terrorism capabilities are an integral, imperative, yet under-researched component in establishing, and enhancing cyber-terrorism risk assessment models for SCADA systems. This work concentrates on the topic of remote sensing using a multispectral imag-ing system for water management and agriculture applications. The platform, which is alight-weight inexpensive runway-free unmanned aerial vehicle (UAV), namely, AggieAir, ispresented initially. A major portion of this work focuses on the development of a light-weight multispectral imager payload for the AggieAir platform, called GhostFoto. Theimager is band-recongurable, covering both visual red, green, and blue (RGB) and nearinfrared (NIR) spectrum, and interfaced with UAV on-board computer. Dwight Eisenhower and Bernard Montgomery were the two generals that coordinated and implemented the military strategy to invade North Africa to Europe. The two generals combined the militaries of Great Britain and the United States to defeat the Axis powers of Germany and Italy. By May 1945, the Allied forces had succeeded in finishing the war in Europe. Historians soon began to look at the two men and evaluated their ability to work together. On February 12, 2009, lawmakers in the U.S.House of Representatives introduced the "Arbitration Fairness Act of 2009. " This bill, if enacted, will invalidate any predispute arbitration agreement between an employer and its employee. Last year, the 110th Congress considered the narrower "Preservation of Civil Rights Protections Act of 2008, " which would have invalidated such predispute arbitration agreements if they required "arbitration of a dispute arising under" federal civil rights laws. Adolescence is the time when a person develops perceptions about religious thoughts and with proper guidance, can be a stronger follower of Christ. The purpose of this project is to analyze the effects of technology on young people and to show a direct correlation between the influence of technology and spiritual growth of adolescents. I will argue that both the positive and negative influences of technology have made our students more informative yet less personally intimate. This shift of personal interaction presents a challenge to the cognitive development and spiritual formation of all students.

Although the conflict formerly known as the “war on terror” is now in its eighth year, key legal issues governing the use of force and military detention remain largely unresolved. These questions survive the Bush administration, as the United States continues to launch aerial strikes against al Qaeda and President Obama has indicated his intention to continue the use of preventative detention and military trials even after Guantánamo is closed. This book is a compilation of papers presented at the International Transformation Conference in Stockholm, Sweden on June 2-3, 2009. The conference was hosted by the Swedish Defence Research Agency, FOI.
