Over the past decades, scholars have paid greater attention to sexual violence, in both theorization and empirical analysis. One area which has been largely ignored, however, is the sexual violence during times of armed conflict. This paper examines the nature and dynamics of sexual violence as it occurred during the 1994 Rwandan genocide. Drawing upon testimonies given to the International Criminal Tribunal for Rwanda (ICTR), descriptions of rapes--both singular and mass—were qualitatively analyzed. In general, three broad types of assaults were identified: opportunistic, assaults which seemed to be a product of the disorder inherent within the conflict; episodes of sexual …

Rapid, portable detection of biological threat agents such as Bacillus anthracis endospores (“spores”) is extremely important given the real and perceived threats of bioterrorism. Gas chromatography-mass spectrometry (GC-MS) is an excellent general means for chemical detection, although special sample preparation and specialized equipment are required to employ GC-MS for detecting biological agents such as spores in the field. A GC sample introduction probe consisting of a helical wire that can be retracted inside a syringe needle, called a coiled wire filament (CWF), was employed as a simple, passively-heated means to introduce the mixture of spores plus reagents for thermochemolysis methylation …

Many covert channels take advantages of weaknesses, flaws, or unused data fields in network protocols. In this paper, a behavior-based covert channel, that takes advantages of behavior of an application, is presented along with a formal definition in the framework of finite state machines. The behavior-based covert channel is application specific and lies at the application layer of the network OSI model, which makes the detection of this type of covert channel much more difficult. This report details a selection of findings on the situation of Southern Sudanese refugee youth at-risk for engaging in violence. Acknowledging that youth violence is not the problem but rather the symptom of underlying social and economic problems, the primary aim of this work was to explore the root causes for young Sudanese men to engage in violence.

The historical relationship between the Kenyan state and women provides lessons and insight as to how women in a colonized state relate to the government and the gains, or lack thereof, that exist. Kenyan women were critical in the nationalist movement that intensified in the 1950s, culminating in independence in 1963. Some women fought in the forests and others were information and food distributors. Many women played a role in furthering the nationalist movement. The Israeli/Palestinian conflict has rarely been associated with trees in the common perception. This article reveals the complex historical and cultural processes that have led to strong identification between the olive tree and the Palestinian people, arguing that this identification is not only a reflection of the olive’s unique economic and cultural status in this region but also an act of resistance to Israel’s occupation. Since the wars in Afghanistan and Iraq, military strategists, historians, soldiers, and policymakers have made counterinsurgency's principles and paradoxes second nature, and they now expect that counterinsurgency operations will be the likely wars of the future. Yet despite counterinsurgency's ubiquity in military and policy circles, legal scholars have almost completely ignored it. This Article evaluates the laws of war in light of modern counterinsurgency strategy. It shows that the laws of war are premised on a kill-capture strategic foundation that does not apply in counterinsurgency, which follows a win-the-population strategy. Synthetic Science: A Response To Rabinow, David S. Caudill

Rabinow’s description of the unique collaborative goal of synthetic biology at Berkeley, to foster a coproduction among multiple disciplines and perspectives from the outset (as opposed to downstream reflection upon ethical, legal, and social implications), is somewhat misleading. While that particular assemblage is represented as coproductive, the inevitability of science as a coproduction is eclipsed. That shortcoming may well be a strategic compromise to ensure effective collaboration, but it could backfire. Idealized images of science, which might be termed synthetic or artificial, have had adverse consequences in legal and administrative assessments of reliable science.
