Numerous scandals arising from the United States government’s increased use of armed private military contractors have drawn attention to the contractors’ legally ill-defined position. But the complexity of the contractors’ relation to various bodies of law and doctrine — including military law, international law, state tort law, employment law, and sovereign immunity — is not the only salient issue. The contractors are also awkwardly positioned in relation to the traditional understanding of sacrifice, which has structured Americans’ imaginings about those who kill and are killed on behalf of the nation. What do people want from leaders? That question has been asked for generations. In recent history, a huge growth in leadership studies has produced a wealth of information on this topic, but because of the multitude of publications, there are now many competing schools of thought about what qualities make a great leader. This paper seeks to understand the qualities that people look for in leaders and to understand if any consistent patterns emerge from these desired traits. This is done through two avenues.

Depression, defined by a EuroAmerican biomedical diagnostic criterion, using the Diagnostic and Statistical Manual of Mental Disorders-Fourth Edition, Text Revision is prevalent among First Nations peoples. However, some studies suggest that the term depression may hold little heuristic value outside of its EuroAmerican conceptualization. This study utilized qualitative methods to understand how depressive symptoms are conceptualized and experienced by traditional Oneida people. A vignette was presented and in-depth interviews of seven traditional healers, culture and Oneida language experts were conducted to: (1) gain a basic understanding of traditional views of mental health, (2) acquire multiple conceptualizations of someone who presents …

The effectiveness and mechanism of a low temperature air plasma torch in clotting blood are explored. Both blood droplets and smeared blood samples were used in the tests. The treated droplet samples reveal how blood clotting depends on the distance at which the torch operated, and for how long the droplets have been exposed to the torch. Microscopy and cell count of smeared blood samples shed light on dependencies of erythrocyte and platelet counts on torch distance and exposure time. With an increase of torch distance, the platelet count of treated blood samples increases but is less than that of …

Conventional Network Intrusion Detection System (NIDS) have heavyweight processing and memory requirements as they maintain per flow state using data structures like linked lists or trees. This is required for some specialized jobs such as Stateful Packet Inspection (SPI) where the network communications between entities are recreated in its entirety to inspect application level data. Public health surveillance is the monitoring of data to detect and quantify unusual health events. Monitoring pre-diagnostic data, such as emergency department (ED) patient chief complaints, enables rapid detection of disease outbreaks. There are many sources of variation in such data; statistical methods need to accurately model them as a basis for timely and accurate disease outbreak methods.

The purpose of this Note is to show that, although the FCA has positively impacted U.S. military operations, the so-called "combat exclusion" severely hampers its effectiveness. Therefore, Congress should eliminate the distinction between combat and noncombat claims and adopt a unified, permanent claims system to adjudicate all claims made by civilians against U.S. military forces operating overseas. Crew Resource Management (CRM) training focuses on situation awareness, communication skills, teamwork, task allocation, and decision making. More recently, an interest in cognitive skill is beginning to appear in relation to CRM. It may be surprising to discover that ethnic cleansing is legally distinct from genocide considering that the media use these terms interchangeably. Currently, no formal legal definition of ethnic cleansing exists. This Comment specifies how ethnic cleansing fits into the definition of genocide’s distinctly destructive purpose and effect. I argue that because ethnic cleansing and genocide result in similar harms and derive from similar agendas, international courts ought to find perpetrators guilty of the crime of genocide when genocidal acts are committed with the intent to create an ethnically homogenous territory. The Supreme Court is in the midst of an extended debate regarding the proper approach to construing federal statutes. A number of Justices have engaged in heated dialogue addressing the pros and cons of textualism or intentionalism, as well as the virtues and limitations of Chevron deference. Although Justice Ginsburg has not participated in these judicial exchanges, she has adopted her own approach to the challenge of interpreting federal statutes. This Article explores Ginsburg’s approach by focusing on four opinions that construe federal criminal laws and three that interpret labor relations and anti-discrimination laws. South Park serves as an example of satire and parody lampooning culture war issues in the popular media. Since it targets culture war issues, it is relevant to analyze its political and social stance on the issues as presented within. Both extremes in political and social ideology are targeted. Although the program notes an ideological absurdity in extremist points-of-view, the presentation of the issues attempts to create a sense of moderate ideology criticizing both the far left and far right, when in fact, closer analysis provides evidence that South Park serves a stealthy conservative perspective. Some of the properties required are high strength, low density, high melting point and good oxidation resistance at elevated temperatures [1-3]. Pro/E, Blender 3D and Python language are adopted to build up and carry out the virtual environment and virtual robot. Wireless Sensor Network (WSN) technology has been used to achieve the tele-operation function. The WSN enables the users to control the robots and collect the data/status from the robots as well. This Article reconceptualizes the doctrine of the responsibility to protect (R2P). R2P provides that when a government fails to protect its citizens from genocide, war crimes, ethnic cleansing or crimes against humanity (“mass atrocities”), that responsibility shifts to the international community acting through the United Nations.

The U.N.'s apparent failure to include natural disasters in the catalogue of harms potentially justifying R2P intervention generated considerable controversy following Myanmar's refusal of foreign aid following the devastation wrought by Cyclone Nargis. Organophosphate (OP) compounds have been synthesized for various applications including medicine, pest control and weapons of terror. OPs irreversibly phosphorylate the active site of acetylcholinesterase, the primary target of toxicity, rendering it inactive causing a hypercholinergic state in the post synaptic cleft. However, very little is known about the effects of OPs on secondary targets of toxicity i.e. other serine hydrolases. Extreme acceleration maneuvers encountered in modern agile fighter aircraft can wreak havoc on human physiology thereby significantly influencing cognitive task performance. Increased acceleration causes a shift in local arterial blood pressure and profusion causing declines in regional cerebral oxygen saturation. As oxygen content continues to decline, activity of high order cortical tissue reduces to ensure sufficient metabolic resources are available for critical life-sustaining autonomic functions. This study measures the influence that multiple social, political, and economic conditions have on the development of ethno/national separatist terrorist organizations. It begins by analyzing the nationalist theories of primordialism, modernism, and ethnosymbolism, and the terrorist theories of strategic logic and psychology. The nationalist theories consider cultural symbols a powerful component behind nationalist movements and populations with significant symbolic attachments especially prone to react aggressively against perceived threats to those symbols. Sarin, also known as Sarin (German agent B) is classified as a weapon of mass destruction. Sarin (O-isopropyl methyl phosphonofluoridate) is a highly toxic nerve agent originally produced for chemical warfare and has been used in terrorist activities. Sarin is an extremely potent acetylcholinesterase inhibitor with high specificity and affinity for the enzyme.
