The purpose of the State Natural Resource Management [NRM] Plan is to communicate the direction for sustainably managing Western Australia's natural resources.

This direction has been informed by previous initiatives such as the 'Decade of Landcare', several programs focused on salinity, the Western Australian State Sustainability Strategy (2009), and more recently a report commissioned by the State entitled The delivery of Natural Resources Management in Western Australia - a review (2006), which recommended preparation of an NRM Plan. This Article assesses the wisdom of the substantive laws enacted in the wake of 9/11 and the procedures set up to combat this enemy. This Article is divided into four parts. Part I evaluates the doctrinal debate relating to the definition of terror, terrorism and terrorists. More particularly, it attemps to demonstrate the difficulty in identify the "terrorist" that needs to be excluded, and how that definition affects the immigration laws. The underlying thesis of this Article is that while smaller-sized particles and separate nano-sized carriers of known agents are clearly covered by the CWC, nanomimics are not as squarely within the relevant provisions. The bulk of this Article deals with that question. Despite the invitation to woolgather, this Article is limited to the tightest possible analytical approach. Part I begins with definitions of chemical and biological agents within existing treaties, and of nanoproducts, including those existing beyond presently-known technical capabilities, but which are at least reasonably conceivable (“nanobots”). This Article examines the operation of the European Convention on the Protection of Human Rights and Fundamental Freedoms system ("European Convention on Human Rights" or "Convention") (i.e., the Council of Europe's system for human rights protection, based on the European Convention on Human Rights and the jurisprudence of the European Court of Human Rights, as distinct from the unique system of the European Union). The system is examined in an effort to discern the enhanced impact the Convention may have on Community law under the Lisbon Treaty, and the difficulties this may present.

The specific objectives of this study were to identify the attitudes of U.S. agricultural education teacher educators toward using scientific inquiry as an instructional method and to determine their level of comfort and awareness with new information and teaching methodologies in science. A mailed survey was sent to all agricultural education teacher preparation institutions in the United States. One-half of the respondents who indicated that they presented scientific inquiry to their pre-service teachers during the methods of teaching course indicated they were very comfortable with teaching technical agriculture content, while one in eight said they were very comfortable with teaching …

MATT2 is a content based music information retrieval system adapted to the characteristics of traditional Irish dance music. MATT2 compensates for expressive artefacts commonly employed by traditional musicians. Specifically these are ornamentation, "the long note", reversing and phrasing. In this paper we describe the main components of MATT2 and present an experiment where we demonstrate that using this higher level knowledge of melodic similarity in traditional Irish dance music results in a significant improvement in annotation accuracy over standard approaches from the MIR literature.

An auditory nerve model allows faster investigation of new signal processing algorithms for hearing aids. This paper presents a study of the degradation of auditory nerve (AN) responses at a phonetic level for a range of sensorineural hearing losses and flat audiograms. The AN model of Zilany & Bruce was used to compute responses to a diverse set of phoneme rich sentences from the TIMIT database. The characteristics of both the average discharge rate and spike timing of the responses are discussed. The experiments demonstrate that a mean absolute error metric provides a useful measure of average discharge rates but …

Public health ethics require individuals who are inherently at risk for transmitting communicable disease to be subjected, oftentimes, to isolation, quarantine, or compulsory vaccination - all undertaken, as such, to protect the common good and thereby secure the public-at-law for exposure to the spread of an infectious disease.

This article tests the extent to which public health emergencies necessitate a reinterpretation or reshaping of the common good and proceeds to analyze the extent to which the medical principle of triage is a relevant construct for allocating scarce medical resources during contemporary public health emergencies. Climate Change Litigation: Opening The Door To The International Court Of Justice, Andrew L. Strauss

In March 2003, I wrote an article for the Environmental Law Reporter surveying potential international judicial forums where victims of global warming could bring lawsuits. In the ensuing six years, numerous lawsuits have been brought in the United States and in other countries, and environmentalists can now celebrate their first significant victory. In April 2007, based upon its finding that greenhouse gases are pollutants under Section 202(a)(1) of the U.S. Clean Air Act, the Supreme Court in Massachusetts v. EPA held that the U.S. Environmental Protection Agency (EPA) has the authority to regulate greenhouse gases.

The Good, The Bad, But Mostly The Ugly: Adherence To Rusa Guidelines During Encounters With Inappropriate Behavior Online, Jack M. Maness, Sarah Naper, Jayati Chaudhuri

Using a scoring rubric based on RUSA’s “Guidelines for Behavioral Performance of Reference and Information Service Providers” (RUSA Guidelines), librarians’ performance in 106 chat reference transcripts in which a patron was determined to be acting inappropriately were compared to 90 randomly chosen transcripts from the same time period in which no inappropriate behavior was identified. Librarians serving appropriately behaving patrons scored significantly better on two of five major dimensions of the RUSA Guidelines. Recommendations for librarians serving inappropriately behaving patrons and for improving the two affected dimensions are given.

The debate over how to address the origins of life in American schools has been ongoing for almost a century. Proponents of creationism and intelligent design have used several different strategies in order to make sure their views are taught, and each time they have been struck down by the Supreme Court. This paper will analyze the three distinct forms the debate has taken, from attempts to ban outright the teaching of evolution, to the teaching of some form of creation-science alongside evolution, to attempts to “disclaim” evolution as it is taught. Three-Component Process For The Synthesis Of Some Pyrrole Derivatives Under Microwave Irradiation, Farhad Hatamjafari, Nasser Montazeri

Turkish Journal of Chemistry

We report a short and efficient 3-component reaction for synthesis of a series of [1,2-b]pyrrole derivatives from ninhydrin, alkyl propiolates, and simple primary amines under solvent free and microwave irradiation. This method provides a new route to produce pyrrole derivatives in good to excellent yields.
