Traditionally, the states have empowered local governments to develop plans and implement regulations for neighborhood and community development. When accomplished at the local or regional level, the interests and benefits of the community as a whole are to be weighed against the detriments to individuals. Much has been studied and written about the lack of meaningful public participation in the planning and land use regulatory process, suggesting that often low-income and minority communities are not fully engaged in the process, even when it may result in decisions negatively impacting their neighborhoods. Sustainable development is an international challenge that demands attention at all levels of government. The calls to action to achieve sustainability have varied over the last few decades. For example, in the 1970s and 1980s attention was focused on the need for environmental review and growth management strategies. In the 1990s the rhetoric shifted to smart growth and livable communities, and today, the issue has been reframed as advocates view sustainability through the lens of global warming and climate change. Linking land use with climate change and sustainability topped state legislative land use reform agenda in 2008. The only discernible state land use reform trends in 2008 have focused primarily on themes surrounding sustainability. Many states pursued statutory reforms to address the strong linkages between land use and climate change, green development and affordable housing. Only one state, Michigan, focused on recodification of its planning and zoning enabling acts.

The most notable instance of a massive and successful social protest in Puerto Rico in recent years has been on the island of Vieques between 1999 and 2003. This was a rare case in which Puerto Ricans were able to overcome their partisan divisions to end the U.S. Navy's 60 years of training on this small, 51- square-mile island off the main island's east coast. Left unused, these empty spaces can pose difficult challenges for their owners and surrounding neighborhoods; however, the uncertain futures of vacant sites also present unique opportunities for a variety of temporary uses. The City of Portland and Multnomah County are developing new plans and policies to meet greenhouse gas reduction goals of 80% below 1990 levels by 2050. To meet these new steep reduction targets, actions will be needed at every level of society. While neighborhoods have historically received little attention as a means of addressing climate change, they are ideally suited to bring people together to bridge the gap between individual actions and higher level government policies. The Lesson Study approach is a method of professional development that encourages teachers to reflect on their teaching practice through a cyclical process of collaborative lesson planning, lesson observation, and examination of student learning. This results-oriented professional development model is an ideal vehicle for improving instructional practice in middle schools. Characteristically, middle schools are (a) learning communities where teachers and students engage in active learning, (b) places with high expectations for every member of the community, and (c) organizational structures that support meaningful relationships (National Middle School Association, 2003).
