Family-Friendly Policies For Rural Working Mothers, Rebecca K. Glauber
Family-Friendly Policies For Rural Working Mothers, Rebecca K. Glauber
Carsey Publications
For working parents, family friendly work policies like paid sick days, flexible time, or medical insurance can reduce work-family conflict and lead to less absenteeism and higher productivity. Working parents in rural America, however, have less access to these policies than their urban counterparts.

Making A Music City: The Commodification Of Culture In Toronto’S Urban Redevelopment, Tensions Between Use-Value And Exchange-Value, And The Counterproductive Treatment Of Alternative Cultures Within Municipal Legal Frameworks, Sara Ross
Journal of Law and Social Policy
Meaningful diversity and inclusion within today’s cities requires attention on many fronts, including that of city redevelopment strategies and policies. To that end, this article focuses on culture-led regeneration strategies—specifically, those of Toronto’s “Music City” initiative and “Creative City” strategy—and unpacks the mechanics of using culture and heritage as tools for redevelopment where their commodification can reveal the clash between divergent value interests that exist within spaces of culture in the city. Sustainable urban development must carefully account for these divergences to avoid the displacement and lack of equitable accounting of relationally vulnerable individuals, groups, (sub)cultures, and space. Counterproductive effects …
Revitalizing Land Use Law: Introductory Notes, Ronit Levine-Schnur
Revitalizing Land Use Law: Introductory Notes, Ronit Levine-Schnur
Journal of Law and Social Policy
As a way of celebrating its centenary, I sketch out a vision of how to revitalize land use and zoning law. Such a vision is called for not merely because of the marking of 100 years since zoning was first introduced in New York City. Due to the immense impact land use laws have on human lives and their surroundings, it is crucial to re-imagine the land use law system, and in particular judicial review of land use law, and to ground it within an ethical foundation. A land use law system should be based on an ethical commitment to …
Developers, The State, And The Politics Of Private Property Rights, Donald Leffers
Developers, The State, And The Politics Of Private Property Rights, Donald Leffers
Journal of Law and Social Policy
This article uses a new institutionalist approach to investigate major land use conflicts and regional land use policy changes in the Toronto region that affected the property relations of land developers. Institutionalist approaches focus on the role of key actors, ideas, and strategies in influencing the trajectories of political institutions, and the confrontation of political and strategic maneuvering in the face of existing institutions and structures. Through comparison of the processes driving enactment of two major regional land use statutes—the Oak Ridge Moraine Conservation Act and the Greenbelt Act—this article pays close attention to the relationships between political actors and …

Retrieving The Meaning Of Accountability In Financial Market Regulation, Melvin J. Dubnick, Justin P. O’Brien
Retrieving The Meaning Of Accountability In Financial Market Regulation, Melvin J. Dubnick, Justin P. O’Brien
Faculty Publications
Building on Raymond Williams’ approach to analyzing “keywords,” we seek to further explore the pervasive yet ambiguous concept of accountability through an examination of its use in discourses surrounding the recent global financial market crisis. We pay particular attention to the term’s use as both “cause of” and “cure for” the current crisis, and relate this to the various strategies of reform that emerge from the ongoing rhetoric and analyses. In the process we develop some frameworks for future extension of this analysis.
Auditing Income Inequality Data In Models Of Capitalism, Development And Democracy, Ross E. Burkhart
Auditing Income Inequality Data In Models Of Capitalism, Development And Democracy, Ross E. Burkhart
Political Science Faculty Publications and Presentations
It is appropriate to take stock of extant measures of income inequality as they pertain to their utility in cross-national models of political and economic performance. Are some measures more reliable and valid than others? What about data coverage, conceptual mapping of similar indicators, functional form specification matters? This paper specifies models of cross-national democratic and economic performance, with common, industry-standard variables such as economic growth and development level, globalization, political culture (colonialism, ethnicity, religion), and economic type (world-system), and insert various measures of income inequality (Hoover, Deininger and Squire, Galbraith, and UNU-WIDER). The intent is to compare and contrast …
Strategic Change In The Irish Health Services: Comparative Case Studies In Planning, Vivienne Byers
Strategic Change In The Irish Health Services: Comparative Case Studies In Planning, Vivienne Byers
Conference Papers
This paper reports on a study of the implementation of service planning in the Irish health services in the context of significant organisational change. One of the central mechanisms of the Strategic Management Initiative (SMI) is the devolution of accountability and responsibility from the centre to executive agencies. Service planning in the Irish health care sector is seen as part of this strategic planning ethos.
This study in examining the function and implementation of the service plan in the Irish health care system drew comparisons with the Canadian experience. A multiple case study design was utilised. Key research questions were …

The Malawi Religion Project: Data Collection And Selected Analyses, Jimi Adams, Jenny Trinitapoli
Faculty Publications
Scholars have recently become increasingly interested in the role religion plays in the responses to the HIV/AIDS epidemic in sub-Saharan Africa. Here, we present the Malawi Religion Project (MRP), which provides data to examine the relationship between religion and HIV/AIDS through surveys and in-depth interviews with denominational leaders, congregational leaders, and congregation members in three districts of rural Malawi. In the paper, we outline existing perspectives on the religionHIV/AIDS link, describe the MRP's design, implementation, and subsequent data; provide initial evidence for a series of general research hypotheses; and describe how these data can be used both to extend explorations …
Assets As A Resource Variable In The Stress Management Of Low-Income Families, David Rothwell, Chang-Keun Han
Assets As A Resource Variable In The Stress Management Of Low-Income Families, David Rothwell, Chang-Keun Han
Center for Social Development Research
The hard times resulting from the 2008 recession represent an opportunity to re-examine the theoretical framework for how families use economic resources to adjust and adapt to stress. Sherraden’s (1991) theory of assets and McCubbin and Patterson’s (1983) Family Adjustment and Adaptation Response (FAAR) model are used to demonstrate how assets relate to family stressors and demands among a sample of 839 low-income families. The negative relationship between assets and financial stressors and financial strain suggest that the expansion of social welfare policies promoting assets among low-income families may positively influence family relations. Future research on family relations would benefit …

Auditioning For The Rhetorical Presidency: Presidential Nomination Acceptance Speeches As “Presidential” Documents, Donna R. Hoffman, Alison D. Howard
Collected Faculty Scholarship
Scholars have identified various genres of presidential speech and developed interesting and varying arguments about the nature and effectiveness of presidential rhetoric. One area of scholarship that deserves attention is a thorough examination of the content of pre-presidential speeches, specifically presidential nomination acceptance speeches. A candidate’s acceptance speech launches the general election campaign and provides each party’s nominee with a significant rhetorical opportunity. We examine the nature of the rhetoric used in nomination acceptance speeches given by Democratic and Republican presidential candidates since 1948. During this time period there have been many significant changes in the electoral and institutional landscapes. …
