An Identity Crisis of International Organizations Abstract International organizations (IOs) are ubiquitous. More than two hundred IOs touch our everyday lives, ranging banking to flu-shots. However, conventional political scientists seldom pay sufficient attention to IOs which they thoroughly deserve given their contemporary prominence. Because conventional international relations (IR) theories consider IOs as mere passive machineries, they hardly offer a satisfactory explanation on a distinctive mode of IOs’ institutional dynamic, in which a specific IO, as a separate and autonomous organic entity, grows, evolves and eventually makes sense of its own existence. Mainstream research on organization and management is largely modeled after the natural sciences and the humanities. It aims at understanding social systems and, as such, has produced a vast knowledge base. However, this knowledge base has been criticized as fragmented and lacking relevance for practice. Two recent developments have produced the possibility of reinventing the future of organization and management studies: the increasing interest in design science research and in evidence-based management. This article summarizes the results of a project designed and implemented by a cross-sectional design team of employees of a local government agency. We compare the project design to criteria associated with employee empowerment programs and action research models. Finally, we compare the outcomes of the project with important components of employee empowerment. Enhancing The Communication Competency Of Business Undergraduates: A Consumer Socialization Perspective, K. C. Gehrt, M. O'Brien, David Mease

Explaining how individuals acquire the necessary skills and knowledge to effectively participate in society is often accomplished through Socialization Theory. We investigate numerous socialization agents and their relationship with the communication competency of university business majors. Communication competency (reading, writing, and verbal) was measured via both a standardized skill test and self report. Exploratory analysis was conducted upon high and low communication competency groups that were identified via cluster analysis. Our findings generally indicate the most important socialization agents are via personal interactions whereas the least important socialization agents are influencing via primarily electronic or media-based methods.

"Securing" The Nation: Law, Politics, And Organization At The Federal Security Agency, 1939–1953, Mariano-Florentino Cuéllar

University of Chicago Law Review

American public law is affected by two important dynamics impacting the relationship between citizens and their government: how the executive branch defines national security, and how politicians compete to secure control of the vast public organizations through which governments implement the law. This Article analyzes the intersection of these dynamics by investigating the now-forgotten history of the US Federal Security Agency (FSA) and drawing perspectives from separation of powers, organization theory, and the study of American political development. In 1939, the Roosevelt White House overcame strong political opposition to centralize vast legal responsibilities within the FSA. Soon after its creation, …

The American community college system is in the midst of a leadership crisis. Community college presidents are retiring at an alarming rate. Further exacerbating the leadership crisis is the lack of qualified candidates to replace the retiring presidents. In the immediate postwar period, Moses Abramovitz and Robert Solow both examined data on output and input growth from the first half of the twentieth century and reached similar conclusions. In the twentieth century, in contrast with the nineteenth, a much smaller fraction of real output growth could be swept back to the growth of inputs conventionally measured. The rise of the residual, they suggested, was an important distinguishing feature of twentieth century growth. This paper identifies two difficulties with this claim. First, TFP growth virtually disappeared in the U.S. between 1973 and 1995. Second, TFP growth was in fact …

this article introduces dialogical inquiry, an extension of clinical inquiry. Following clinical inquiry’s main principles, dialogical inquiry adopts a dialogue over videotaped segments of behavior as its main tool. The goals of dialogical inquiry are (a) to raise participants’ awareness about how they interpret work situations in the moment, so that they can increase their effectiveness and (b) to allow the researcher to build actionable academic knowledge. Preventive maintenance (PM) is defined as regularly scheduled maintenance actions based on average failure rates. A properly implemented PM strategy can provide many benefits to an organization in terms of extending equipment life, optimizing resource expenditures, and balancing work schedules. Periodic evaluation of a PM strategy can help identify ways to improve efficiencies and maximize effectiveness. This research effort was accomplished by performing a case study of the United States Air Force’s infrastructure and facility PM program known as the Recurring Work Program (RWP). With the rising use of arts-based methods in organizational development and change, scholars have started to inquire into how and why these methods work. We identify four processes that are particular to the way in which arts-based methods contribute to the development of individual organization managers and leaders: through the transference of artistic skills, through projective techniques, through the evocation of "essence," and through creating artifacts such as masks, collages, or sculpture, a process we call "making." Although the advantages of case study design are widely recognised, its original positivist underlying assumptions may mislead interpretive researchers aiming at theory building. The paper discusses the limitations of the case study design for theory building and explains how grounded theory systemic process adds to the case study design. The author reflects upon his experience in conducting research on the articulation of both traditional social networks and new virtual networks in six rural communities in Peru, using both case study design and grounded theory in a combined fashion in order to discover an emergent theory.

This document provides a new way of looking at Maine's long term services and supports, with an emphasis on developing a common approach for describing and analyzing long term services and supports across programs. A conscious effort was made to organize this profile around the populations served rather than the programs serving them. For that reason, the profile captures information on all of the services accessed by each population group, not only those services administered by a particular program. This broader view provides important information about the full range of service utilization for each population group.

This paper presents an integrated theoretical process model for identifying , describing, and analyzing the complex escalation and de-escalation phenomena in software development projects. The approach-avoidance theory is used to integrate core elements of various escalation theories into a holistic, explanatory framework for the two phenomena. We use a process model to identify antecedent conditions, sequences of events, critical incidents, and outcomes over the course of a project. The analysis also operates at multiple levels: project, work, and environment. Extension professionals seeking to recruit multi-generational volunteers face several challenges, including understanding human development across the life span, recruiting different age groups for volunteer roles, and developing volunteer roles for people with different developmental needs. Engaging an age-diverse volunteer pool will benefit the organization, its clientele and volunteers. Extension professionals should consider creating specific roles for multi-generational volunteers. This should yield a broader cadre of recruits who are likely to be retained as they move through different developmental stages across the life span.

A Qualitative Inquiry Into Organisational Culture's Moderating Effect On Knowledge Management Projects In The Aerospace And Defense Industry, Frank D. Christopian, Tim Rahschulte

The management of knowledge permeates the social fabric of business enterprises today. Many suggest that the success of knowledge management is predominately associated with organisational culture. However, while researchers typically conclude that organisational culture affects knowledge management projects, initiatives and organisational effectiveness, there is a lack of research in this regard in the aerospace and defense industry. The research in this manuscript leveraged grounded theory protocols and existing research conducted in other industries to investigate specific cultural implications of organisational knowledge management activities in aerospace and defense companies. A constructivist knowledge claim position yielded theoretical observations about this phenomenon.
