Distance Metric Learning From Uncertain Side Information With Application To Automated Photo Tagging, Lei Wu, Steven C. H. Hoi, Rong Jin, Jianke Zhu, Nenghai Yu

Research Collection School Of Computing and Information Systems

Automated photo tagging is essential to make massive unlabeled photos searchable by text search engines. Conventional image annotation approaches, though working reasonably well on small testbeds, are either computationally expensive or inaccurate when dealing with large-scale photo tagging. Recently, with the popularity of social networking websites, we observe a massive number of user-tagged images, referred to as "social images", that are available on the web. Unlike traditional web images, social images often contain tags and other user-generated content, which offer a new opportunity to resolve some long-standing challenges in multimedia. In this work, we aim to address the challenge of …

H.R. 3200: The Demise Of Health Care Quality And The Beginning Of The Rationing Of Medical Services In The United States, Sarah Blanzy

Senior Honors Theses

On July 14, 2009, the bill H.R. 3200 America's Affordable Health Choices Act of 2009 was introduced on the floor of the House of Representatives. This bill proposes legislation that President Obama and its supporters promise will improve the health care system in the United States. The opponents of the bill, however, believe that H.R. 3200 will negatively impact the quality of America‟s health care. The bill drastically increases government involvement in the health care process, introduces a public option, which will eventually lead to a single-payer system and proposes regulating the wages of physicians in effort to minimize health …

Brazil serves as a potent example of a nation striving to meet the public healthcare needs of a complex and diverse society. To evaluate how a public hospital in Montes Claros, Brazil has attempted to reconcile HIV/AIDS outcome gaps, this study examined aspects of the demographic profi les of public health clients receiving HIV exams in the largest city in Northern Minas Gerais at two respective sites. Age, sex, and residential neighborhood for clients tested for HIV during an eight month period in 2007-2008 at HUCF and CTA were statistically compared. In comparison to CTA, the …

The Hidden Dimension Of Nineteenth-Century Immigration Law, Kerry Abrams Oct 2009

The Hidden Dimension Of Nineteenth-Century Immigration Law, Kerry Abrams

Vanderbilt Law Review

Most histories of immigration law are histories of restriction. This emphasis is hardly surprising: beginning in 1875, Congress passed increasingly draconian acts, mostly targeting Chinese immigrants, which ultimately led to the outright exclusion of nearly all Asian immigrants. Then, in the 1920s, Congress enacted quotas aimed at keeping the U.S. population primarily white, with an emphasis on immigrants from northern and western European stock. And throughout history in general, immigration law has focused not only on excluding but also on deporting those immigrants deemed undesirable.

In addition to focusing on exclusion, immigration law history has also been preoccupied with federal …

Development Of Three Dimensional Fluid-Structure Interaction Models For The Design Of Surface Acoustic Wave Devices: Application To Biosensing And Microfluidic Actuation, Reetu Singh

USF Tampa Graduate Theses and Dissertations

Surface acoustic wave (SAW) devices find uses in a plethora of applications including

but not limited to chemical, biological sensing, and microfluidic actuation. The primary aim of

this dissertation is to develop a SAW biosensor, capable of simultaneous detection of target

biomarkers in fluid media at concentrations of picogram/ml to nanogram/ml levels and removal

of non-specific proteins from sensor surface using the process of acoustic streaming, for potential

chemical sensing, medical, and clinical diagnostic applications. The focus is on the development

of three dimensional finite element structural and fluid-structure interaction models to study wave

propagation and acoustic actuation of fluids …

A Study Of Mobile Internet Capability Trends To Assess The Effectiveness Of The W3c Default Delivery Context (Ddc), Ivan Dunn, Gary Clynch Oct 2009

A Study Of Mobile Internet Capability Trends To Assess The Effectiveness Of The W3c Default Delivery Context (Ddc), Ivan Dunn, Gary Clynch

9th. IT & T Conference

The mobile Internet is becoming increasingly popular, but the usability of many Web applications provides a negative mobile Internet experience. This paper researched the Internet capabilities of Web-enabled mobile phones through statistics generated using the R programming environment with data sourced from MobileAware’s Device Description Repository (DDR). Time series analysis and measures of location were applied to the data set. Hands-on testing using selected mobile browsers were carried out to backup and prove findings. The data set contained 1384 device descriptions from LG, Nokia, Motorola, Samsung and Sony Ericsson mobile phones that have a browser capable rendering XHTML Basic 1.0 …

Qos-Aware Iptv Routing Algorithms, Patrick Mcdonagh, Philip Perry, Liam Murphy Oct 2009

Qos-Aware Iptv Routing Algorithms, Patrick Mcdonagh, Philip Perry, Liam Murphy

9th. IT & T Conference

The aim of this paper is to describe how QoS (Quality of Service) metrics such as packet delay can be used to optimise the routing algorithms used in a network where IP Television (IPTV) content is being distributed. We outline the usage of metric instrumentation in a network to gauge the bandwidth limits of the network and how to use this information to generate a model of network link utilisation. Furthermore, we show that as the link utilisation rates change in our network model, we can modify the network routing algorithms to optimise the distribution of IPTV content to end-users.

Background: Efforts by the Chilean Ministry of Health to reduce the mortality rates due to cervical cancer by 40% during 2000 - 2010 have successfully impacted every age group except for young women between the ages of 20-24. Cervical cancer is caused by Human Papiloma Virus (HPV), the most common Sexually Transmitted Infection (STI). Both are detected by the Papanicolaou test, or Pap smear. Cervical cancer found in older women most likely developed from an HPV infection contracted in their youth. This study aims to understand the knowledge, practices, and perceptions that young women in Arica, Chile have about their …

Voz De Los Internos: Atención De Salud En El Recinto Penal En Arica, Chile, Lily Hoffman

Independent Study Project (ISP) Collection

According to both international and Chilean laws, incarceration does not affect one’s right to healthcare. Despite this protection, the health of prisoners’ remains a controversial topic in many communities, which may contribute to the inconsistencies in the levels of access to, and quality of, healthcare services in jails/prisons. A voice that is commonly overlooked, despite its value, is that of the patients of healthcare systems in jails/prisons around the world. This project was conducted in the maximum security prison complex in Arica, Chile and includes interviews with twenty-two incarcerated individuals based on their experiences with healthcare services in prison. Sixty-eight …

El Rol De La Partera En La Provincia De Parinacota, Liana Langdon-Embry Oct 2009

El Rol De La Partera En La Provincia De Parinacota, Liana Langdon-Embry

Independent Study Project (ISP) Collection

For centuries, the Aymaran people of the Parinacota Province in Northern Chile have been deeply committed to ancestral practices, where a Cosmo vision rears a connection between human beings, the natural environment, and the spiritual world. The Aymaran medicinal practices replicate this relationship, with the indigenous medicine man and midwives historically holding a central role in the natural healing of community members. This study describes the present-day role of Señora Fausta Pairo Mollo, the midwife in the altiplano region of Parinacota. In particular, it examines how her practices has been integrated into the official medical system, while also investigating how …
