Environmental Enforcement In Dire Straits: There Is No Protection For Nothing And No Data For Free, Victor B. Flatt, Paul Collins Nov 2009

Environmental Enforcement In Dire Straits: There Is No Protection For Nothing And No Data For Free, Victor B. Flatt, Paul Collins

Notre Dame Law Review

Those charged with drafting and enforcing our environmental laws have had to work with little or no information about whether or not these programs are actually working properly. There are a host of reasons for this, many of them, having to do with availability of data that can be examined empirically. Using newly available, data on state actions in environmental enforcement, and a new data set of state environmental expenditures which they created, the authors of this Article are able to examine for the first time the relationship between state environmental expenditures and the effectiveness of state environmental enforcement for …

Simulations Of The Dipole-Dipole Interaction Between Two Spatially Separated Groups Of Rydberg Atoms, Thomas J. Carroll, Christopher Daniel, Leah Hoover, Timothy Sidie, Michael Noel Nov 2009

Simulations Of The Dipole-Dipole Interaction Between Two Spatially Separated Groups Of Rydberg Atoms, Thomas J. Carroll, Christopher Daniel, Leah Hoover, Timothy Sidie, Michael Noel

Physics Faculty Research and Scholarship

The dipole-dipole interaction among ultracold Rydberg atoms is simulated. We examine a general interaction scheme in which two atoms excited to the x and x(') states are converted to y and y(') states via a Förster resonance. The atoms are arranged in two spatially separated groups, each consisting of only one species of atom. We monitor the state mixing by recording the fraction of atoms excited to the y(') state as the distance between the two groups is varied. With zero detuning a many-body effect that relies on always resonant interactions causes the state mixing to have a finite range. …

From Gauging Accuracy Of Quantity Estimates To Gauging Accuracy And Resolution Of Measuring Physical Fields, Vladik Kreinovich, Irina Perfilieva Nov 2009

From Gauging Accuracy Of Quantity Estimates To Gauging Accuracy And Resolution Of Measuring Physical Fields, Vladik Kreinovich, Irina Perfilieva

Departmental Technical Reports (CS)

For a numerical physical quantity v, because of the measurement imprecision, the measurement result V is, in general, different from the actual value v of this quantity. Depending on what we know about the measurement uncertainty d = V - v, we can use different techniques for dealing with this imprecision: probabilistic, interval, etc.

When we measure the values v(x) of physical fields at different locations x (and/or different moments of time), then, in addition to the same measurement uncertainty, we also encounter another type of localization uncertainty: that the measured value may come not only from the desired location …

Model Fusion Under Probabilistic And Interval Uncertainty, With Application To Earth Sciences, Omar Ochoa, Aaron A. Velasco, Christian Servin, Vladik Kreinovich Nov 2009

Model Fusion Under Probabilistic And Interval Uncertainty, With Application To Earth Sciences, Omar Ochoa, Aaron A. Velasco, Christian Servin, Vladik Kreinovich

Departmental Technical Reports (CS)

One of the most important studies of the earth sciences is that of the Earth's interior structure. There are many sources of data for Earth tomography models: first-arrival passive seismic data (from the actual earthquakes), first-arrival active seismic data (from the seismic experiments), gravity data, and surface waves. Currently, each of these datasets is processed separately, resulting in several different Earth models that have specific coverage areas, different spatial resolutions and varying degrees of accuracy. These models often provide complimentary geophysical information on earth structure (P and S wave velocity structure).

Combining the information derived from each requires a joint …

Effects Of Participation In Inquiry Science Workshops And Follow-Up Activities On Middle School Science Teachers' Content Knowledge, Teacher-Held Misconceptions, And Classroom Practices, Linda F. Cepeda

Electronic Theses and Dissertations

An important aspect of developing science literacy for all students is developing science-literate teachers. With the implementation of the No Child Left Behind Act, many middle school teachers found themselves in a position where they were no longer qualified to teach middle school science. This study was designed to help science teachers increase their science content knowledge, identify and resolve misconceptions/errors they may have, and assist them in their teaching by providing strategies for inquiry-based teaching, science laboratory exercises, and science equipment.

Teachers enrolled in biology courses offered by the Rocky Mountain Middle School Math and Science Partnership participated in …

Banach Spaces On Infinitely Branching Trees, Annette B. Locke Nov 2009

Banach Spaces On Infinitely Branching Trees, Annette B. Locke

Electronic Theses and Dissertations

An example of a Banach space, X∞, with a nonseparable dual such that l1 does not imbed in X∞ is investigated. Not every weakly null sequence has a subsequence equivalent to the usual basis of c0, but c0 imbeds in many subspaces of X∞. The space l1 does imbed in X∞∗, the dual space of X∞, yet weakly converging sequences in X∞∗ need not converge in norm.

Estimation Of Sounding Uncertainty From Measurements Of Water Mass Variability, Jonathan Beaudoin, Brian R. Calder, J Hiebert, Gretchen Imahori Nov 2009

Estimation Of Sounding Uncertainty From Measurements Of Water Mass Variability, Jonathan Beaudoin, Brian R. Calder, J Hiebert, Gretchen Imahori

Center for Coastal and Ocean Mapping

Analysis techniques are introduced that allow for estimation of potential sounding uncertainty due to water mass variability from reconnaissance campaigns in which oceanographic parameters are measured at a high temporal and spatial resolution. The analysis techniques do not require sounding data, thus analyses can be tailored to match any survey system; this allows for pre-analysis campaigns to optimize survey instrumentation and sound speed profiling rates such that a desired survey specification can be maintained. Additionally, the output of the analysis methods can potentially provide a higher fidelity estimation of sounding uncertainty due to water mass variability than uncertainty models in …

Reduced Uncertainty Of Ground Motion Prediction Equations Through Bayesian Variance Analysis, Robb E.S. Moss Nov 2009

Reduced Uncertainty Of Ground Motion Prediction Equations Through Bayesian Variance Analysis, Robb E.S. Moss

Civil and Environmental Engineering

A ground motion prediction equation estimates the mean and variance of ground shaking with distance from an earthquake source. Current relationships use regression techniques that treat the input variables or parameters as exact, neglecting the uncertainties associated with the measurement of shear wave velocity, moment magnitude, and site-to-source distance. This parameter uncertainty propagates through the regression procedure and results in model uncertainty that overestimates the inherent variability of the ground motion. This report discusses methods of estimating the statistical uncertainty of the input parameters, and procedures for incorporating the parameter uncertainty into the regression of ground motion data using a …

Effects Of Composted And Raw Manure And Ammonium Sulfate Applications On The Chemical Properties Of The Soils At Chorro Creek Ranch, San Luis Obispo, Ca., Renee Nall,, Craig Stubler, Christopher Appel, Tanner Campbell, Jose Gomez, Nathan Lurie, Russell Morgan, J. J. Scurich

Earth and Soil Sciences

The majority of agricultural systems, especially large-scale, require inputs of nutrients. In addition, many large scale dairies produce vast quantities of waste that can be potentially recycled as nutrients. This study was conducted to determine the differences in properties of soils amended with manure, compost, and fertilizer, and to assess implications of using animal waste products for forage crop fertilization. Forage crops, wheat, barley, and oat mix have been grown on the Chorro Creek Ranch part of Cal Poly farmland, for 15 years. Ammonium sulfate fertilizer has been applied at a rate of 200 lbs/acre/year for the past 4 years. …

Innovative Public Engagement Practices And Partnerships: Lifting Stakeholder Voices In Education Accountability Policy, Monica Wills, Curtis Brewer, Robert Knoeppel, James Witte, Roy Pargas, Jane Clark Lindle

Publications

In 2008, due to increasing stakeholder dissatisfaction with assessment results and school report cards, South Carolina revised its 1998 Educational Accountability Act and required public engagement with stakeholders including parents/guardians, educators, business and community leaders, and taxpayers. The legislation created partnerships between SC‟s Education Oversight Committee (EOC) and Clemson University. The project also brought together within the university the fields of Applied Sociology, Computer Science, and Educational Leadership. The project involved mixed methods using phone/web surveys with focus groups eliciting perceptions from key stakeholders and under-represented voices in the surveys.

High-Dimensional Software Engineering Data And Feature Selection, Huanjing Wang, Taghi M. Khoshgoftaar, Kehan Gao

Computer Science Faculty Publications

Software metrics collected during project development play a critical role in software quality assurance. A software practitioner is very keen on learning which software metrics to focus on for software quality prediction. While a concise set of software metrics is often desired, a typical project collects a very large number of metrics. Minimal attention has been devoted to finding the minimum set of software metrics that have the same predictive capability as a larger set of metrics – we strive to answer that question in this paper. We present a comprehensive comparison between seven commonly-used filter-based feature ranking techniques (FRT) …

Uncertain Identity: Medical Practitioners In Doctor Thorne And Middlemarch, Denis Illige-Saucier Nov 2009

Uncertain Identity: Medical Practitioners In Doctor Thorne And Middlemarch, Denis Illige-Saucier

Electronic Theses and Dissertations

The medical practitioners who play leading roles in the novels Middlemarch by George Eliot and Doctor Thorne by Anthony Trollope are examples of a new breed of professional medical men that emerged during the middle of the nineteenth century in England. The new class of general practitioners held licenses from the old hierarchical system of physicians, surgeons, and apothecaries, but they were the driving force in favor of reform and professionalization in medicine. The 1858 Medical Act was an important step on the path toward a new conception of the medical practitioner, and the development of that new medical identity …

Provenance, from the French word “provenir”, describes the lineage or history of a data entity. Provenance is critical information in scientific applications to verify experiment process, validate data quality and associate trust values with scientific results. Current industrial scale eScience projects require an end-to-end provenance management infrastructure. This infrastructure needs to be underpinned by formal semantics to enable analysis of large scale provenance information by software applications. Further, effective analysis of provenance information requires well-defined query mechanisms to support complex queries over large datasets. This paper introduces an ontology-driven provenance management infrastructure for biology experiment data, as part …

How Does Politics Affect Electronic Healthcare Adoption, Zanifa Omary, Fredrick Mtenzi, Bing Wu Nov 2009

How Does Politics Affect Electronic Healthcare Adoption, Zanifa Omary, Fredrick Mtenzi, Bing Wu

Conference papers

In the 21 century, the term e-healthcare has become the common buzzword in the world. Its popularity is directly related to the rate of its adoption and benefits that it offers to individuals and governments. Among the common benefits include reduction in medical errors, improvements on physician efficiency, improvement in physician-patient relationship and an increase in the quality of care delivered. Despite all these benefits, politics is one among the obstacles hindering its adoption. In this paper we analyse how politics at local, national and international levels affect e-healthcare adoption and thereafter we suggest appropriate alternatives to overcome these obstacles.

Physics

We have recently completed a 64-night spectroscopic monitoring campaign at the Lick Observatory 3-m Shane telescope with the aim of measuring the masses of the black holes in 12 nearby (z < 0.05) Seyfert 1 galaxies with expected masses in the range ~106-107 M ☉ and also the well-studied nearby active galactic nucleus (AGN) NGC 5548. Nine of the objects in the sample (including NGC 5548) showed optical variability of sufficient strength during the monitoring campaign to allow for a time lag to be measured between the continuum fluctuations and the response to these fluctuations in the broad Hβ emission. We present here the light curves for all …

Wood Chip Heating For Commercial Buildings In Ireland: An Analysis Of Supply Methods And Financial Viability, Ciaran Berkeley Nov 2009

Wood Chip Heating For Commercial Buildings In Ireland: An Analysis Of Supply Methods And Financial Viability, Ciaran Berkeley

Masters

Ireland has three central issues regarding the supply and use of fuel and energy: import dependency; competitiveness; and greenhouse gases emissions. Ireland is ranked as one of the most import dependent states in the EU, with over 90% of its fuel sourced fiom abroad [IAEA, 20051. Combined with rapidly fluctuating oil and gas wsts and uncertainty with future supply, it is essential that Ireland find a more secure and sustainable alternative to fossil hels. Wood chip represents one such alternative energy source since it is locally produced and considered to be carbon-neutral. The main objective of this research is to …

Yeast Ste23p Shares Functional Similarities With Mammalian Insulin-Degrading Enzymes, Benjamin Alper, Jarrad W. Rowse, Walter K. Schmidt

Chemistry & Physics Faculty Publications

The S. cerevisiae genome encodes two M16A enzymes: Axl1p and Ste23p. Of the two, Ste23p shares significantly higher sequence identity with M16A enzymes from other species, including mammalian insulin-degrading enzymes (IDEs). In this study, recombinant Ste23p and R. norvegicus IDE (RnIDE) were isolated from E. coli, and their enzymatic properties compared. Ste23p was found to cleave established RnIDE substrates including the amyloid-β peptide (Aβ 1-40) and insulin B chain. A novel internally quenched fluorogenic substrate (Abz-SEKKDNYIIKGVnitroY-OH) based on the polypeptide sequence of the yeast P2 a-factor mating propheromone was determined to be a suitable substrate for …

Linker-Free Modification Of Tio2 Nanorods With Pbse Nanocrystals, Krishna P. Acharya, Taiwo R. Alabi, Nicholas Schmall, Nishshanka N. Hewa-Kasakarage, Maria Kirsanova, Alexander Nemchinov, Elena Khon, Mikhail Zamkov Nov 2009

Linker-Free Modification Of Tio2 Nanorods With Pbse Nanocrystals, Krishna P. Acharya, Taiwo R. Alabi, Nicholas Schmall, Nishshanka N. Hewa-Kasakarage, Maria Kirsanova, Alexander Nemchinov, Elena Khon, Mikhail Zamkov

Physics and Astronomy Faculty Publications

We report on a colloidal synthesis of Pbse/TiO2 heterostructures, comprising small-diameter PbSe nanocrystals epitaxially grown onto the surface of TiO2 nanorods. The deposition of lead selenide onto prefabricated TiO2 nanocrystals proceeds via formation of a thin PbSe shell that subsequently breaks into sub-2-nm islands. Additional precursor injections are then used to increase the size of PbSe nanocrystals up to 5 nm. In the case of small-size PbSe, a 2.1-ns transfer of photoinduced carriers into TiO2 domain was evidenced through quenching of the PbSe band gap emission. Overall, the present synthesis demonstrates a colloidal approach to all-inorganic modification of TiO2 surfaces …

How Much Can Guided Modes Enhance Absorption In Thin Solar Cells?, Peter N. Saeta, Vivian E. Ferry, Domenico Pacifici, Jeremy N. Munday, Harry A. Atwater

All HMC Faculty Publications and Research

Absorption enhancement in thin metal-backed solar cells caused by dipole scatterers embedded in the absorbing layer is studied using a semi-analytical approach. The method accounts for changes in the radiation rate produced by layers above and below the dipole, and treats incoherently the subsequent scattering of light in guided modes from other dipoles. We find large absorption enhancements for strongly coupled dipoles, exceeding the ergodic limit in some configurations involving lossless dipoles. An antireflection-coated 100-nm layer of a-Si:H on Ag absorbs up to 87% of incident above-gap light. Thin layers of both strong and weak absorbers show similar strongly enhanced …

Fisheries Research Report No.196 - Management Of Bioeroding Sponges In Wild Stocks Of Pinctada Maxima In Western Australia, Sabine Daume, Jane Fromont, Anthony M. Hart

Fisheries Research Reports

Final FRDC Report – Project 2005/074

The Western Australian fishery is the only remaining significant fishery for pearl oysters in the world and comprises most of the exported pearl product of Australia, currently worth around $125 million annually. The majority of pearl shells used to culture pearls come from the pearling beds in the inshore waters near Broome. The fishery for pearl oysters preferentially targets smaller ‘culture’ shell (4-5 years age class, 120mm - 160mm shell length) that are more suitable for growing pearls, leaving larger MOP oysters (6+ age class, 175mm+) on the fishing grounds.

Silver-lipped pearl oysters (Pinctada …

Loss Distribution Generation In Credit Portfolio Modeling, Igor Jouravlev, Ruth A. Maurer Nov 2009

Loss Distribution Generation In Credit Portfolio Modeling, Igor Jouravlev, Ruth A. Maurer

International Journal of Applied Management and Technology

In the current paper we analyze several methods for generation of loss distribution for credit portfolios. Loss distributions play an important role in pricing of credit derivatives and in credit portfolio optimization. A loss distribution is a function of the number of entities in the portfolio, their credit ratings, the notional amount and recovery of each entity, default probabilities, loss given defaults, and the correlation/dependence structure between entities incorporated in the portfolio. Direct generation of loss distribution may require Monte Carlo simulation which is time consuming and is not effective when applied for credit portfolio optimization. To overcome computational complexity …

An Empirical Study On The Benefit Of Split Loads With The Pickup And Delivery Problem, Maciek Nowak, Chelsea C. White, Ozlem Ergun

Information Systems and Operations Management: Faculty Publications & Other Works

Splitting loads such that the delivery of certain loads is completed in multiple trips rather than one trip has show to have benefit for both the classic Vehicle Routing Problem and the Pickup and Delivery Problem. However, the magnitude of the benefit may be affected by various problem characteristics. In this paper, we characterize those real world environments in which split loads are most likely to be beneficial. Based on practitioner interest, we determine how the benefit is affected by the mean load size and variance, number of origins relative to the number of destinations, the percentage of origin-destination pairs …
