How Can Information And Communication Technology Bring About Development? An Information Architecture For Guiding Interventions In Developing Regions, Mehruz Kamal, Sajda Qureshi Jan 2009

How Can Information And Communication Technology Bring About Development? An Information Architecture For Guiding Interventions In Developing Regions, Mehruz Kamal, Sajda Qureshi

Information Systems and Quantitative Analysis Faculty Proceedings & Presentations

While a great deal is known about how Information and Communication Technologies are used in developing and underserved communities, there are still gaps as to how ICTs may enable development outcomes to be achieved. It appears that the majority of businesses in developing regions are micro-enterprises which employ between 1-5 people and face challenges of limited resources. This research investigates what is known about how ICTs bring about development and uses these insights to develop an information architecture adapted from the Zachman Framework that integrates the different perspectives. In this research, the key stakeholders are the micro-entrepreneurs who adopt technology …

Geology And Wine In Missouri: Spatial Analysis Of Terroir Using A Geographic Information System And Remote Sensing, Kathryn Nora Barnard Jan 2009

Geology And Wine In Missouri: Spatial Analysis Of Terroir Using A Geographic Information System And Remote Sensing, Kathryn Nora Barnard

Graduate Theses/Dissertations

The concept of terroir, based on the French word meaning 'sense of place,' suggests that flavor and quality of wine is associated with certain physical characteristics of the earth as well as viticulture and viniculture practices. The physical characteristics of terroir include soil, geology, topography, and climate. Designated American Viticultural Areas (AVAs) are discrete appellations in the United States that have well-established and historic viticultural practices, but the relationship between terroir and AVA appellations is complex. Wineries are a growing industry in the United States and the use of a GIS and remote sensing has proved useful in many other …

A long-lasting Saharan dust event affected Europe on 18–23 May 2008. Dust was present in the free troposphere over Greece, in height ranges between the surface and approximately 4–5 km above sea level. The event was monitored by ground-based CIMEL sunphotometric and multi-wavelength combined backscatter/Raman lidar measurements over Athens, Greece. The dust event had the maximum of its intensity on 20 May. Three-dimensional dust spatial distribution over Greece on that day is presented through satellite synergy of passive and active remote sensing using MODIS and CALIPSO data, respectively. For the period under study, the ground-based measurements are used to characterize …

Enhanced Pre-Monsoon Warming Over The Himalayan-Gangetic Region From 1979-2007, Ritesh Gautam, N. C. Hsu, K. M. Lau, S.-C. Tsay, Menas Kafatos

Mathematics, Physics, and Computer Science Faculty Articles and Research

Fundamental to the onset of the Indian Summer Monsoon is the land-sea thermal gradient from the Indian Ocean to the Himalayas-Tibetan Plateau (HTP). The timing of the onset is strongly controlled by the meridional tropospheric temperature gradient due to the rapid premonsoon heating of the HTP compared to the relatively cooler Indian Ocean. Analysis of tropospheric temperatures from the longest available record of microwave satellite measurements reveals widespread warming over the Himalayan-Gangetic region and consequent strengthening of the land-sea thermal gradient. This trend is most pronounced in the pre-monsoon season, resulting in a warming of 2.7 C in the 29-year …

Numerical Simulations Of The Impacts Of The Saharan Air Layer On Atlantic Tropical Cyclone Development, Donglian Sun, K. M. Lau, Menas Kafatos, Z. Boybeyi, G. Leptoukh, C. Yang, Ruixin Yang

Mathematics, Physics, and Computer Science Faculty Articles and Research

In this study, the role of the Saharan air layer (SAL) is investigated in the development and intensification of tropical cyclones (TCs) via modifying environmental stability and moisture, using multisensor satellite data, long-term TC track and intensity records, dust data, and numerical simulations with a state-of-the-art Weather Research and Forecasting model (WRF). The long-term relationship between dust and Atlantic TC activity shows that dust aerosols are negatively associated with hurricane activity in the Atlantic basin, especially with the major hurricanes in the western Atlantic region. Numerical simulations with the WRF for specific cases during the NASA African Monsoon Multidisciplinary Analyses …

The Evolving Architecture Of North American Integration, Laura Spitz Jan 2009

The Evolving Architecture Of North American Integration, Laura Spitz

University of Colorado Law Review

Given its potential significance for democracy, sovereignty, government, governance, and justice in each of Canada, the United States, and Mexico, North American integration qua integration has thus far received surprisingly little attention from legal scholars and social scientists. While an expanding body of research explores the dynamics of continental integration in other contexts (especially Europe) and/or examines the meaning of globalization, regionalism, and multilateral internationalism in a general sense, the specific constitution of an integrated North American space remains largely undertheorized. This Article aims to advance the literature in this area by examining legal discourse as an example of the …

Policy, Urban Form, And Tools For Measuring And Managing Greenhouse Gas Emissions: The North American Problem, Nicole Miller, Duncan Cavens, Patrick Condon, Ronald Kellett Jan 2009

Policy, Urban Form, And Tools For Measuring And Managing Greenhouse Gas Emissions: The North American Problem, Nicole Miller, Duncan Cavens, Patrick Condon, Ronald Kellett

University of Colorado Law Review

The scale of intervention required to reduce and adapt to the effects of climate change will require action at all levels of government and society. International accords and some federal and state governments are beginning to address greenhouse gas reduction targets, but it is at the local level that most decisions about urban form are made. Yet, urban planners and local decision makers generally lack the tools and means needed to make informed choices about the climate change implications of local growth and redevelopment decisions or to measure the effects of their decisions. While a wide spectrum of tools currently …

Adapting To Post-Oil Futures: Community Action, The Urban Sustainability Retrofit, And The Writings Of James Howard Kunstler, Brian Muller Jan 2009

Adapting To Post-Oil Futures: Community Action, The Urban Sustainability Retrofit, And The Writings Of James Howard Kunstler, Brian Muller

University of Colorado Law Review

James Howard Kunstler has written prolifically about the problems of sustainability and livability in the modern American city. This Essay discusses Kunstler's view of adaptation and compares it to the various efforts underway in cities across the United States to address problems of climate change and resource depletion, which I generally term the urban "sustainability retrofit." Kunstler describes an adaptive path that is brutal, driven by resource scarcity, social collapse, and environmental disaster. Although Kunstler presents an extreme view, this Essay argues that his books are important because they demand that readers reflect about the conditions under which sustainable and …

Advancement Of The Adivasis: The Effect Of Development On The Culture Of The Adivasis, Jantrania Akta Jan 2009

Advancement Of The Adivasis: The Effect Of Development On The Culture Of The Adivasis, Jantrania Akta

CMC Senior Theses

Laws and policies have created a legal context aimed at allowing the adivasis to develop socioeconomically while retaining the aspects of their culture that they value the most. While the adivasis still face numerous challenges, it is evident that many have achieved successful economical advancement as a result of the legal framework established upon independence in 1947. Yet, it has also been acknowledged that economic advancement can undermine aspects of culture that are essential to the identity and dignity of the adivasis. Such a loss can result from exogenous factors such as government policy and the actions and beliefs of …

Conflict Resolution And Community Support For Conservation In The Northern Forest: A Comparative Case Study From Maine, Morgan A. Cottle Jan 2009

Conflict Resolution And Community Support For Conservation In The Northern Forest: A Comparative Case Study From Maine, Morgan A. Cottle

Master's Theses and Capstones

Rapid land ownership changes in the Northern Forest have spurred development as well as conservation. Local people have experienced differing degrees of participation in land use decisions. I compared two conservation projects from Maine to assess the policy processes, and local attitudes about the conservation project and land use. One was a top-down approach, the second a grassroots, private effort by local citizens to conserve forest land. I gathered my data via in person interviews, mail surveys, and analysis of legislative testimony.

My findings indicate that early local involvement leads to less conflict and greater acceptance of the project. Important …

Neo-Conservatism And Foreign Policy, Ted Boettner Jan 2009

Neo-Conservatism And Foreign Policy, Ted Boettner

Master's Theses and Capstones

Since the 1960s, neo-conservatives advanced their agenda through journals, think tanks, coalitions, and by serving as high-level government officials. While scholars have noted this influence, there's little written on how neo-conservative ideas have evolved and influenced foreign policy under these changing historical circumstances. Moreover, very little scholarship foils neo-conservatism against the two dominant approaches to foreign policy in the 20th century---realism and liberalism---to discover how they are held together as a group. This thesis finds that neo-conservatism is a political ideology of American foreign policy that has developed several common tendencies over the last forty years. These include an ardent …

The Social Construction Of Disability And The Modern-Day Healer, Jennifer Anne Vanderminden Jan 2009

The Social Construction Of Disability And The Modern-Day Healer, Jennifer Anne Vanderminden

Master's Theses and Capstones

Ramon Cuevas is a physical therapist and the founder of Cuevas Medek therapy (CME), a physical therapy for children with severe physical impairments. Since creating CME he has taught and practiced throughout the world. Families bring their children to see Ramon in his Chile office and elsewhere around the world to see him for therapy. I have conducted in-depth interviews with parents and Ramon, more than five weeks of participant-observation, and analyzed various online materials related to CME. I found that the community that is formed around these families and Ramon provides an excellent example of how disability is constructed …

Identitarian Anxieties And The Nature Of Inter-Tribunal Deliberations, Adeno Addis, Jonathan Remy Nash Jan 2009

Identitarian Anxieties And The Nature Of Inter-Tribunal Deliberations, Adeno Addis, Jonathan Remy Nash

Chicago Journal of International Law

This Article attempts to do two things. First, it seeks to specify how inter- tribunal dialogues actually occur. Second, it explores whether dialogues or deliberations should properly raise identitarian anxieties. The Article concludes that identitarian anxieties are premised on faulty assumptions about how identities-communal or national-emerge. The Article further suggests that inter-tribunal dialogues might be a better way to understand the evolving identity of the nation-state which continues to occur in the context of a still-evolving international public space. One will not understand the nature of national identities if one does not fully understand the nature of international public space …

Law, Statistics, And The Reference Class Problem, Edward K. Cheng Jan 2009

Law, Statistics, And The Reference Class Problem, Edward K. Cheng

Vanderbilt Law School Faculty Publications

Statistical data are powerful, if not crucial, pieces of evidence in the courtroom. Whether one is trying to demonstrate the rarity of a DNA profile, estimate the value of damaged property, or determine the likelihood that a criminal defendant will recidivate, statistics often have an important role to play. Statistics, however, raise a number of serious challenges for the legal system, including concerns that they are difficult to understand, are given too much deference from juries, or are easily manipulated by the parties' experts. In this preview piece, I address one of these challenges, known as the "reference class problem," …

Feasibility Study: Consolidated Dispatch Center For Police, Fire And Ems Services, Daila Shimek, Ryan Foster, Holly Cooper, Kevin O'Brien, Claudette Robey, Caitlin Johnson

All Maxine Goodman Levin School of Urban Affairs Publications

This report provides an assessment of the feasibility of consolidation of public safety dispatch for 14 communities in Cuyahoga County, Ohio. The findings are that consolidation of dispatch services among the participating communities would reduce staffing costs by an estimated $1.7 million annually. Consolidation of services would reduce the duplication of services and redundant capital projects. Instead of the duplicate purchase of expensive equipment by several communities, the cost of large capital will be distributed over a larger base of beneficiaries. Centralization will reduce the physical blueprint of dispatch operations which in turn should reduce operating costs such as natural …

Technical Efficiency Estimates Of Cherokee Agriculture: A Pre- And Post-Removal Analysis, Matthew T. Gregg Jan 2009

Technical Efficiency Estimates Of Cherokee Agriculture: A Pre- And Post-Removal Analysis, Matthew T. Gregg

Business Faculty Publications

Although there is a large literature on the pre-removal Cherokee acculturation during the early nineteenth century there are no estimates of the technical efficiency of Cherokee agriculture. In this paper two sets of nineteenth century farming data on Cherokee households are used to estimate Shephard output distance functions and to model the determinants of Cherokee technical efficiency. Controlling for farm size, spatial heterogeneity, market orientation, and experience, technical efficiency was between 7% and 9% greater in mixed-blooded households than in full-blooded households. However, using pooled time series data of post-removal Cherokee farm households in North Carolina, Cherokee technical efficiency ranged …

Tobacco Use Among Alaska Native And American Indian College Students, Sarah Angstman Jan 2009

Tobacco Use Among Alaska Native And American Indian College Students, Sarah Angstman

Graduate Student Theses, Dissertations, & Professional Papers

The prevalence of tobacco use is disproportionately high among American Indian and Alaska Native people, with rates and patterns of use varying greatly by tribe, community and geographical region. Targeted interventions are needed to reduce this troubling disparity between non-Native and Native rates of use. Among non-Native individuals, the college years are being investigated as a time when lifelong tobacco use patterns may be established, and interventions are being tested to help college students to stop using tobacco. Currently, no interventions have been developed for American Indian or Alaska Native college students. Data obtained from Alaska Native college students at …

Expeditionary Learning, Angie Susag

Graduate Student Theses, Dissertations, & Professional Papers

My final creative project began as an effort to be a quality educator who offered a memorable education to my students. I believe that students should be more involved with their education which is where my idea to research expeditionary learning came from. I had to design, plan and execute many activities in order to provide these expeditions. I planned a trip to Europe for the first expedition. This trip took place in the summer of 2008. I brought eight students along with two parents on this adventure. We went to London, Paris, Florence, Assisi, and Rome. This expedition proved …

Cultural Characteristics Of Western Educational Structures And Their Effects On Local Ways Of Knowing, Cheryl L. Woolsey Des Jarlais Jan 2009

Cultural Characteristics Of Western Educational Structures And Their Effects On Local Ways Of Knowing, Cheryl L. Woolsey Des Jarlais

Graduate Student Theses, Dissertations, & Professional Papers

This critical ethnography is a study of how the interfaces between Western educational structures and Native cultural structures function in the daily operations of a privately owned school in a Native community, how these functions have evolved, drawbacks and strengths of both Western and Native cultural structures, and current challenges in relating to the mixtures of philosophy, value systems and socialization expectations of these systems.

The review of literature exposed a variety of assumptions regarding individualism, bureaucratization, homogenization, universalism, meritocracy, and rationalization reflected in Western educational structures. The study done at Valley Grove Mission School illuminated the assumptions and expectations …

Recreation Allocations On National Forests: The Claims And Frames Of Recreationists, John C. Adams Jan 2009

Recreation Allocations On National Forests: The Claims And Frames Of Recreationists, John C. Adams

Graduate Student Theses, Dissertations, & Professional Papers

While demand for outdoor recreation experiences on national forests is increasing, many existing recreation allocations on national forests are outdated or jeopardize the environment. Accordingly, the U.S. Forest Service is revisiting recreation allocations on many national forests. The Forest Service is not guided by any clear policy regarding the appropriate method or rationale for making allocations between incompatible experience opportunities, or what criteria should be considered in allocating particular trails and areas. Instead individual decisionmakers must make judgments between competing claims advanced by different types of recreationists.

This project was designed to facilitate understanding of the claims that recreationists make …

Rural Subdivision Planning In Missoula County, Montana: A Planner's Perspective, John Michael Newman Jan 2009

Rural Subdivision Planning In Missoula County, Montana: A Planner's Perspective, John Michael Newman

Graduate Student Theses, Dissertations, & Professional Papers

Missoula County, Montana, located in the western portion of the state along its border with Idaho, consists of the City of Missoula and a number of unincorporated population centers extending outward from the urban area. The former benefits from typical urban services and faces land use planning issues typical of city locales, including public transportation, brownfields and infill development, and enhancement of the urban core. The latter areas, by virtue of their rural nature, are the subject of an entirely different series of land use planning conversations. The unincorporated areas of the county, in towns such as Seeley Lake, Florence, …
