We apply the “security-hierarchy paradox” to nuclear proliferation. Global security requires a certain amount of hierarchy. A world in which no nuclear proliferation rules exist to constrain states, for example, would not be secure. Global security requires legitimate and authoritative rules, which we define as rules that are mutually negotiated, binding to all and which provide a stable social order. Too much hierarchy, however, amounts to coercion and undermines global security. Rules that are not mutually negotiated, binding to all or do not provide a stable social order are not authoritative. Within the tuning methodology, a key step is the utilization of a consultative survey. The objectives established in the Bologna process for the tuning survey “include gleaning current perspectives on the diversity of practice and commonality of knowledge across borders and traditions, and seeking a simple and accessible language to create a scaffolding on which the various degrees can work in comfort and trust” (Adelman, 2009, p. 49). The Minnesota tuning surveys sought the consultation of previous graduates, current students, employers of graduates, and academic faculty for each of the disciplines involved in tuning.

This is the second part of Professor John R. Nolon’s two-part series on climate change mitigation through sustainable development law. Part I ran in October 2009 http://digitalcommons.pace.edu/lawfaculty/646/. In Part I, I argued that local governments should be partners with federal and state governments in managing climate change. This may sound incongruous to the ears of those listening to the debates over cap-and-trade legislation. Human altered landscapes often have significant impacts on water quality in their respective watersheds. However, in order to create policy and educate people about better land use practices, it is necessary to have a thorough understanding of the effects of land use on stream water quality. This study looks at the health of stream water in three streams flowing through different land uses – forest, cattle pasture, and coffee – in San Luis and Cañitas in the Monteverde area. Water quality was determined using biotic and abiotic indicators. The abiotic indicators included dissolved oxygen, temperature, nitrogen, phosphorus, pH, and turbidity. …

Jumping The Pond: Transnational Law And The Future Of Chemical Regulation, Noah M. Sachs

Vanderbilt Law Review

Just as domestic pollution can cause transnational externalities, domestic environmental regulation can create transnational ripple effects in other jurisdictions. In this Article, I show how chemical regulation-long a weak link in the network of U.S. environmental laws-is about to be reshaped and reformed through the extraterritorial ripple effects of new European Union legislation. Contributing to both international law and environmental law scholarship, this Article shows how transnational information flows can be harnessed to end the longstanding drought of data on chemical toxicity in the United States.

Studies of body weight regulation have focused almost entirely on caloric intake and energy expenditure. However, a number of recent studies in animals linking energy regulation and the circadian clock at the molecular, physiological, and behavioral levels raise the possibility that the timing of food intake itself may play a significant role in weight gain. The present study focused on the role of the circadian phase of food consumption in weight gain. We provide evidence that nocturnal mice fed a high‐fat diet only during the 12‐h light phase gain significantly more weight than mice fed only during the 12‐h dark …

The present study investigates the effects of two atmospheric differentiation strategies currently used by banks: co-locating with a hedonic business vs. refurbishing through an upscale environment. We assessed the potential moderating effects of congruency between the retail environment and the type of services. Using a Structural Equation Model based on 300 bank visit intercepts, we found significant differences between modern branch concepts and the traditional one in their influence on customers’ retail experience. More specifically, the type of atmospheric strategy moderates the relationship between retail environment and customers’ affect and the relationship between affect and approach behavior. Tree Ring-Based February–April Temperature Reconstruction For Changbai Mountain In Northeast China And Its Implication For East Asian Winter Monsoon, Hai-Feng Zhu, Xiuqi Fan, Xuemei Shao, Zhi-Yong Yin

Environmental and Ocean Sciences: Faculty Scholarship

Long-term climatic records are scarce in the northeast Asia for understanding the behavior of the East Asian Winter Monsoon. Here we describe a 250-year February–April temperature reconstruction (TCBM) based on tree-ring widths of Korean Pines from the Changbai Mountain area, Northeast China. The reconstruction can account for 45.7% of the temperature variance in the instrumental period (1953 to 2001). Four cold periods including 1784–1815, 1827–1851, 1878–1889 and 1911–1945, and two warm periods of 1750–1783 and 1855–1877 were identified before the instrumental period. Four shifts were also detected at 1781, 1857, 1878 and 1989. Good agreements between TCBM and other temperature …

The hydraulic conductivity of unsaturated peat soil is controlled by the air-filled porosity, pore size and geometric distribution as well as other physical properties of peat materials. This study investigates how the size and shape of pores affects the flow of water through peat soils. In this study we used X-ray Computed Tomography (CT), at 45μm resolution under 5 specific soil-water pressure head levels to provide 3-D, high-resolution images that were used to detect the inner pore structure of peat samples under a changing water regime. Pore structure and configuration were found to be irregular, which affected the rate of …

How relevant are theories of information to practical library work? Using sociology and the philosophy of social sciences, this essay discusses how theoretical work defines an area of knowledge in relation to other fields, the identification of researchable phenomena, and how phenomena are established as its own subject matter. Theorizing is a generic activity, highlighting connections between theory and practice, profession and field. While proposing that theorizing is important, this paper explores the nature of theorizing in LIS, and suggests that its cognitivistic foundations impede theory development.
