'Roots Run Deep Here': The Construction Of Black New Orleans In Post-Katrina Tourism Narratives, Lynnell L. Thomas

American Studies Faculty Publication Series

This article explores the emergent post-Katrina tourism narrative and its ambivalent racialization of the city. Tourism officials are compelled to acknowledge a New Orleans outside the traditional tourist boundaries – primarily black, often poor, and still largely neglected by the city and national governments. On the other hand, tourism promoters do not relinquish (and do not allow tourists to relinquish) the myths of racial exoticism and white supremacist desire for a construction of blacks as artistically talented but socially inferior.

There is increasing evidence that ambient air pollution is associated with coronary heart disease morbidity and mortality. This research has focused on the general public and less so on possible sensitive subgroups even though these may have even greater susceptibility to adverse effects of ambient air pollution. With highly prevalent traditional as well as nontraditional risk factors, renal transplant recipients may potentially be a sensitive subgroup. The purpose of this study was to evaluate the possible effect of between long-term exposure to air pollution on the risk of CHD mortality among renal transplant recipients. This OTREC education project links experiential education with local transportation planning through a collaborative partnership between the University of Oregon, the Lane Transit District, and the cities of Eugene and Springfield. The Community Planning Workshop (CPW) is an experiential/service learning program affiliated with the Department of Planning, Public Policy and Management at the University of Oregon. Through this service learning program, graduate students learn professional planning skills while assisting communities in actual planning and policy projects.

Passed by the US Congress in 1995, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), requires Metropolitan Planning Organizations (MPOs) to further the trend of collaboration by employing visualization techniques for Transportation Improvement Programs (TIPs). In the first part of this two-part research, three New Jersey MPOs are investigated to understand how accessibility is considered by their organizations, how TIPs are evaluated, and how collaborative planning and visualization techniques are used to evaluate TIPs. This research details the application of a public transportation accessibility model using travel time as the accessibility measure. The primary objective was to develop a multi-modal network model for detecting change in travel time at the household level as the result of the implementation of new rapid bus routes. This method is situated in the accessibility measures of transportation equity, a focus of research in the broader field of transportation geography. Sharing The Burden Of Adaptation Financing: An Assessment Of The Contributions Of Countries, Rob Dellink, Michel Den Elzen, Harry Aiking, Emmy Bergsma, Frans Berkhout, Thijs Dekker, Joyeeta Gupta

Climate change may cause most harm to countries that contribute least to greenhouse gas emissions. This paper identifies deontology, solidarity and consequentialism as the principles that can serve as a basis for a fair international burden sharing scheme of adaptation costs. We translate these principles into criteria that can be applied in assigning contributions of individual countries, namely historical responsibility, equality and capacity to pay. Specific political and scientific choices are discussed, highlighting implications for international burden-sharing. Combining historical responsibility and capacity to pay seems a promising starting point for international negotiations on the design of burden-sharing schemes. From the …

Discussions about climate change have taken center stage. Claims of 'carbon neutral', and strategies for calculating and mitigating green house gas emissions (GHGs) have become common place from Beaverton to Bali. The discourse on climate change, however, remains largely an environmental one, with increasingly precise definitions of parts per million, downscaling climate models, and regional assessments for reducing carbon dioxide (CO2) emissions. These discussions are essential for understanding connections between local sources of GHGs and global consequences of our actions. But health and equity are equally critical dimensions of climate change, although these dimensions have had only limited investigation. Regional …

As I will discuss below, White House decision-making and OIRA regulatory review have a hierarchical component that is at odds with the horizontal nature of collaboration. The President's constitutional duties to manage the executive branch and OIRA's role as his agent in regulatory review require strong oversight of agency regulatory activity. Rulemaking is one means by which the executive branch implements not only statutory mandates, but also presidential policy; any sitting President would be loathe to delegate his authority to a collaborative panel. During the 1980s and 1990s, collaborative governance emerged as a potentially new global paradigm for public administration. It comes in many forms. However, its essence is governmental reliance on nongovernmental entities for the delivery of public services and constraints. Background Proximity to parks and physical activity sites has been linked to an increase in active behaviors, and positive impacts on health outcomes such as lower rates of cardiovascular disease, diabetes, and obesity. Since populations with a low socio-economic status as well as racial and ethnic minorities tend to experience worse health outcomes in the USA, access to parks and physical activity sites may be an environmental justice issue. The post-2012 world Climate Change scenario would heavily depend on China’s next steps on Climate Change Policy. The world could not coordinate their policies to slow global warming without China’s participation. However, China, the world’s largest GHG emitter with the rising energy demand, is reluctant to change its high-carbon economic development models by sticking to the concept of Climate Injustice. The problem of global climate change cannot be resolved without the cooperation of both China and the USA. However, neither government appears close to signing up to mandatory emissions reductions. Both nations defend their climate policies by appealing to ideas of fairness, equity and justice. This paper outlines the arguments offered by Chinese opponents of mandatory emissions reductions, highlighting three central claims about historical responsibility, ability to pay and the right to development.
