From Sputnik To Minerva: Education And American National Security, Sean Kay Jan 2009

From Sputnik To Minerva: Education And American National Security, Sean Kay

Defense Horizons

This paper examines how external challenges have prompted national investments in education to enhance American national security. Rather than focusing primarily on traditional professional military education, this analysis examines how education has been used as a tool of American power. Four major moments of transformation in the international system are surveyed to illustrate a link between strategic educational capacity, defined as the application of attained knowledge and skills, and national power. The study then assesses how education is used as a power asset in the contemporary security environment. Today, an important educational capacity is emerging in the new Minerva program …

Bisexuals Need Not Apply: A Comparative Appraisal Of Refugee Law And Policy In Canada, The United States, And Australia, Sean Rehaag Jan 2009

Bisexuals Need Not Apply: A Comparative Appraisal Of Refugee Law And Policy In Canada, The United States, And Australia, Sean Rehaag

Articles & Book Chapters

This paper offers an analysis of refugee claims on grounds of bisexuality. After discussing the grounds on which sexual minorities may qualify for refugee status under international refugee law, the paper empirically assesses the success rates of bisexual refugee claimants in three major host states: Canada, the United States, and Australia. It concludes that bisexuals are significantly less successful than other sexual minority groups in obtaining refugee status in those countries. Through an examination of selected published decisions involving bisexual refugee claimants, the author identifies two main areas for concern that may partly account for the difficulties that bisexual refugee …

Blood Culture And The Problem Of Decadence, Jeffrey P. Cain Jan 2009

Blood Culture And The Problem Of Decadence, Jeffrey P. Cain

English Faculty Publications

This paper examines the commodification of hunting practices via the deterritorializing function of capitalism described by Deleuze and Guattari. It also studies counter trends-- predicted by or consistent with Deleuzean theory--that indicate a subtending authenticity displayed by certain hunting practices apparently resistant to commercial exploitation. "Blood culture" is my term for inauthentic hunting activity--a distinction drawn directly by Deleuze in his televised interviews with Claire Parnet. Aspects of "becoming-animal" and other transversal and cross-disciplinary flows of thought are also of course in play. As in some of my former work, I again argue for a Deleuzean cultural mechanics of the …

Speaking For The Modern Prometheus: The Significance Of Animal Suffering To The Abolition Movement, Elizabeth L. Decoux Jan 2009

Speaking For The Modern Prometheus: The Significance Of Animal Suffering To The Abolition Movement, Elizabeth L. Decoux

Animal Law Review

There is a great divide in animal advocacy between Abolition and Welfare. Abolitionists seek to end the property status of animals. Welfarists, while acquiescing in the categorization of animals as property, seek to improve the conditions in which those animals live and die. Abolitionists have worked toward their goal for decades, and Welfarists toward theirs for centuries, but animals continue to suffer and die in ever-increasing numbers. This Article reviews the theories and methods of Abolitionists and Welfarists and suggests one reason that they have failed to relieve animal suffering and death: Welfarists use the right tool in the service …

Framing Graffiti: Walls As Sites/Sights Of Resistance To The Regulation Of Public Space, Alexa Anderson Jan 2009

Framing Graffiti: Walls As Sites/Sights Of Resistance To The Regulation Of Public Space, Alexa Anderson

Theses & ETDs

In this paper I explore the extent to which contemporary urban graffiti can serve as a form of resistance to an ideology that excludes some people from participation in the public sphere. Using a theoretical framework drawn from Jurgen Habermas, Don Mitchell, and Richard Freeman, I explain how visual interruptions to the normal order of the city may serve to open up public spaces as sites of discourse and dissent. Specifically, I analyze the implications of the larger-than-life characters who play major roles in the New Orleans staging of this conflict: international graffiti artist Banksy, infamous anti-graffiti vigilante the Gray …

Edward I And The Appropriation Of Arthurian Legend, Rachealle Marie Sanford Jan 2009

Edward I And The Appropriation Of Arthurian Legend, Rachealle Marie Sanford

Mahurin Honors College Capstone Experience/Thesis Projects

In recent years, an increasing interest in the appropriation of folklore by political leaders has led scholars to investigate potential instances where this may have occurred in the past. This work follows that tradition, examining the life and actions of King Edward I of England to determine if there are instances where he is making deliberate use of folk narrative for his own political aims. An analysis of several events discussed by past historians indicates that the king was intentionally manipulating the Arthurian legend, which was highly popular in Europe during the thirteenth century, to justify his claims to authority …

These Savages Are Called The Natchez: Violence As Exchange And Expression In Natchez-French Relations, Kathrine Seyfried Jan 2009

These Savages Are Called The Natchez: Violence As Exchange And Expression In Natchez-French Relations, Kathrine Seyfried

LSU Master's Theses

Culture contact in colonial North America sometimes led to violent interactions. The continent during colonization contained two very different populations. Native Americans and Europeans occupied the same space and necessarily developed unique relationships. Each had to maneuver around the other to forge careful and productive bonds. When they could not, conflict arose; sometimes as war, sometimes as stealing or raiding. During their brief relationship, the Natchez Indians and French colonists in Louisiana engaged in several wars. Those wars revealed various elements of each culture. In 1716 Natchez warriors responded to a French diplomatic insult by killing French fur traders travelling …

Estimating Age At Death By Examining The Crystallite Size Of Hydroxylapatite In Human Teeth, Teresa Veronica Wilson Jan 2009

Estimating Age At Death By Examining The Crystallite Size Of Hydroxylapatite In Human Teeth, Teresa Veronica Wilson

LSU Master's Theses

Estimation of age is an important component of the biological profile that forensic anthropologists construct in order to attain a positive identification of a deceased individual. This research is a proof of concept study for the use of X-ray diffraction (XRD) on a tooth sample to estimate age. Previous research (Meneghini et al. 2003; Hanschin and Stern 1992) has concluded that the crystallite size of bone will increase with increased age. The feasibility of the use of teeth in XRD analysis was first tested using pig teeth (samples P1, P2, and P3). Another set of pig teeth (PC1, PC2, and …

The Context And Function Of Four Exceptions To Effigial Wall Tomb Patronage In Quattrocento Florence, Katy Gail Richardson Jan 2009

The Context And Function Of Four Exceptions To Effigial Wall Tomb Patronage In Quattrocento Florence, Katy Gail Richardson

LSU Master's Theses

Entitlement to burial in a wall tomb with sculpted effigy, the Florentine tomb-type above all others in honor and prestige, belonged solely to members of the ecclesiastical elite throughout the Trecento and into the Quattrocento, but that changed in the mid-1440s with the inclusion of the most illustrious laymen among those memorialized by this type of monument. This modification of patronage, however, does not signify a major reform that allowed unmitigated access to the tomb-type for all laymen of high repute. On the contrary, eighteen of the twenty-two known effigial wall tombs erected in Florence in the fourteenth and fifteenth …

The Marvellous Surrealism Of Nurse With Wound And The Sylvie And Babs Hi-Fi Companion, Darren Jorgensen Jan 2009

The Marvellous Surrealism Of Nurse With Wound And The Sylvie And Babs Hi-Fi Companion, Darren Jorgensen

Sound Scripts

Composer’s Notes. My piece does not tell a story, but contains numerous possible stories. This also means that time may be standing still for one story, but race past for the other. In any case, time remains in an indissolvable dependence from the point of view of the individual listener. (The closer our gaze comes to the anthill, the more likely it is that we are able to trace the story of an individual insect.) All stories are reflections of our interests. To tell a certain story will always also emphasize the storyteller’s point of view. Only through manifold interpretation …

Inuit Qaujimajatuqangit And Adaptive Co-Management: A Case Study Of Narwhal Co-Management In Arctic Bay, Nunavut, Aaron T. Dale Jan 2009

Inuit Qaujimajatuqangit And Adaptive Co-Management: A Case Study Of Narwhal Co-Management In Arctic Bay, Nunavut, Aaron T. Dale

Theses and Dissertations (Comprehensive)

Since 2001 the community of Arctic Bay, located on north-western Baffin Island, in Nunavut, Canada, has been experimenting with a new approach to narwhal management—‘community-based’ narwhal managemet. The new management system has developed some decision-making powers to the local Hunters’ and Trappers’ Organization, who are empowered/required to draft by-laws to govern the hunt. Community-based narwhal management links local, regional, territorial, and national actors and agencies in a co-management arrangement that draws its powers from, and is steered by, the Nunavut Final Agreement (1993), the comprehensive land claims agreement between the Inuit of Nunavut and Her Majesty the Queen in Right …

Essays On The Integration Of Anisotropic Landscapes Within Contemporary Geographic Profiling Models, Joshua D. Kent Jan 2009

Essays On The Integration Of Anisotropic Landscapes Within Contemporary Geographic Profiling Models, Joshua D. Kent

LSU Doctoral Dissertations

A criminal geographic profile is a tool used by law enforcement professionals for estimating the probable location of a serial offender’s anchor point, or domicile. This estimate is constructed according to the distribution of linked crime scenes. While this approach can utilize a number of different modeling techniques, most fail to account for the inherent irregularities of the physical and cultural landscape. Contemporary methodologies have consistently adopted the a priori assumption that an offender’s crime scenes and anchor point are located across an isotropic surface on which the opportunity to offend is equally distributed around the offender’s residence. Simple introspection …

Assessing The Accuracy Of Task Time Prediction Of An Emerging Human Performance Modeling Software - Cogtool, Oluwakemi Damilola Adio Jan 2009

Assessing The Accuracy Of Task Time Prediction Of An Emerging Human Performance Modeling Software - Cogtool, Oluwakemi Damilola Adio

LSU Master's Theses

There is a need for a human performance modeling tool which not only has the ability to accurately estimate skilled user task time for any interface design, but can be used by modelers with little or no programming knowledge and at a minimal cost. To fulfill this need, this research investigated the accuracy of task time prediction of a modeling tool – CogTool - on two versions of an interface design used extensively in the petrochemical industry – DeltaV. CogTool uses the KeyStroke Level Model (KLM) to calculate and generate time predictions based on specified operators. The data collected from …

A Social Vulnerability-Based Genetic Algorithm To Locate-Allocate Transit Bus Stops For Disaster Evacuation In New Orleans, Louisiana, Xiaojun Qin Jan 2009

A Social Vulnerability-Based Genetic Algorithm To Locate-Allocate Transit Bus Stops For Disaster Evacuation In New Orleans, Louisiana, Xiaojun Qin

LSU Master's Theses

In the face of severe disasters, some or all of the endangered residents must be evacuated to a safe place. A portion of people, due to various reasons (e.g., no available vehicle, too old to drive), will need to take public transit buses to be evacuated. However, to optimize the operation efficiency, the location of these transit pick-up stops and the allocation of the available buses to these stops should be considered seriously by the decision-makers. In the case of a large number of alternative bus stops, it is sometimes impractical to use the exhaustive (brute-force) search to solve this …

Atlantic Tropical Cyclone: Climatology And The Contribution To Monthly And Seasonal Rainfall In The Eastern U.S. 1960-2007, Ricardo Chabarria Nogueira Jan 2009

Atlantic Tropical Cyclone: Climatology And The Contribution To Monthly And Seasonal Rainfall In The Eastern U.S. 1960-2007, Ricardo Chabarria Nogueira

LSU Doctoral Dissertations

Tropical cyclones (TCs) are among the most devastating of natural disasters, producing high winds, heavy rainfall, and floods. When TC remnants are considered, these events have impacts nearly nationwide across the U.S. Tropical cyclone activity in the North Atlantic Basin experiences great variability on intra-annual, interannual, and interdecadal timescales. That variability is often associated with El Niño Southern Oscillation (ENSO) and Atlantic Multidecadal Oscillation (AMO). George Cry (1967), in his pioneering study of tropical cyclone-induced rainfall found that TC rainfall presents an intraseasonal pattern over the eastern Unite States, contributing up to 40% of the monthly rainfall. This study replicates …

Sediment Records Of Modern And Prehistoric Hurricane Strikes In Weeks Bay, Alabama, Yun Huang Jan 2009

Sediment Records Of Modern And Prehistoric Hurricane Strikes In Weeks Bay, Alabama, Yun Huang

LSU Master's Theses

This study aims to find modern and prehistoric hurricane records in sediment from marsh and swamp forest surrounding Weeks. Hurricane Ivan made landfall in this area at category 3 intensity in 2004. Hurricane Katrina and Hurricane Frederic also seriously affected this region in 2005 and 1979, respectively. Seventy two cores were taken from marshes, swamps, and bay bottom. The cores, taken from baymouth marsh, contain a prominent Ivan sand layer, and possibly a prominent Frederic sand layer as well. For those cores taken from the marshes and swamps around the eastern, western, and northern Weeks Bay, there is no distinct …

A Multi-Proxy Approach To Investigating The Latest Holocene (~4,500 Yrs. Bp) Vegetational History Of Catahoula Lake, Louisiana, Rebecca Ann Tedford Jan 2009

A Multi-Proxy Approach To Investigating The Latest Holocene (~4,500 Yrs. Bp) Vegetational History Of Catahoula Lake, Louisiana, Rebecca Ann Tedford

LSU Doctoral Dissertations

A multi-proxy investigation of sediments examined from Catahoula Lake, Louisiana has provided a record of late-Holocene vegetational changes, related to both hydrology and climate. This study integrates data from phytoliths, pollen, stable isotopes, magnetic susceptibility, and core sediment analysis. A modern phytolith analog assessed the phytoliths production in local plants and their modern soil sample distribution within the established lake vegetation zones. Fifty of the 76 species produced both distinctive and redundant phytoliths. The modern soil sample database indicates that phytoliths produced from both monocotyledon and dicotlyledon plant groups prove useful in distinguishing between forest and grassland communities and identifying …

Historical And Cultural Paradigms In The Evolution Of Dance In Ireland : Signifiers In The Works Of Siamsa Tire, Sharon A. Phelan Jan 2009

Historical And Cultural Paradigms In The Evolution Of Dance In Ireland : Signifiers In The Works Of Siamsa Tire, Sharon A. Phelan

Theses

This thesis examines historical and cultural paradigms in dance in Ireland. Initially, the Introduction establishes the post-colonial matrix within which the thesis is written. This section interprets stages in the development of dance using cultural and educational theorists. It also highlights where the dance repertoire and teaching system at Siamsa Tire operate as signifiers.

Chapter One focuses on dance during the colonial era. Post-Colonial theorists have queried the validity of the coloniser/ colonised concept highlighting that it simplifies the long ago. The heterodox origins of the Irish dance master system and canon support this notion as they recognise a cross-fertilisation …

The Language Of Nation: Multiculturalism, Nationalism And Language Policy In The United States And Canada, Laura Blum-Smith Jan 2009

The Language Of Nation: Multiculturalism, Nationalism And Language Policy In The United States And Canada, Laura Blum-Smith

Honors Papers

This thesis will examine the ways in which the national character of these two countries interacts with their histories of immigration and settlement. It will also examine the histories of language policy and debate in the two countries. I consider histories of immigration, nationalism, and language policy for each country, beginning with the United States and then Canada, and then examine the interaction between these factors within each nation. Finally, I compare and contrast the experiences of the US and Canada, examining their similarities and differences with respect to their experiences of the interplay between immigration, nationalism, and language. Benedict …
