Interpreting in a mental health setting with hearing staff members and deaf clientele, the ethical situations fly fast and furious, providing the interpreter with a wealth of war stories with which to regale neophyte students of this dynamic profession. Much has been written to improve the many and varied mental health services being extended to deaf populations. The most commonly described dyads are that of hearing therapist and deaf patient. However, consider the case of a deaf psychologist treating hearing clients. In this instance, the interpreter becomes the liaison between the deaf professional and the hearing patient. Toward The Viability Of State-Based Legislation To Address Workplace Captive Audience Meetings In The United States, Paul M. Secunda

The U.S. Supreme Court has long interpreted the National Labor Relations Act as permitting employers to hold workplace captive audience meetings with their employees on labor-oriented issues. Employees must attend these meetings at pain of discharge and may not be able to leave these meetings, ask questions, or espouse pro-union views.

Under Worker Freedom Act legislation percolating presently in a number of state legislatures, employers would not only be prohibited from holding mandatory sessions during work to express opinions on labor-related, political, and religious issues, but would be liable for retaliating against workers who reported the holding of such sessions. …

Due, in part, to Justice Brandeis' famous dissent, many have presumed that the states are the most fertile ground for policy innovation. However, with their transformation from smaller urban and rural centers to major metropolitan regions, local governments may prove even more fruitful agents of social change and laboratories for policy experimentation. Indeed, local governments are critical components of our federal system and embody the values of federalism both in theory and practice. While many businesses are becoming greener, development corporations may have the greatest incentive to integrate environmental values into their everyday business practices. With the effects of urbanization, suburbanization, and sprawl, cities are increasingly requiring environmental mitigation measures for approval of new development. In response, some development corporations may become greenwashed to obtain discretionary land use approvals to build their proposed developments. Others may build greener developments to meet the market demand from environmentally conscious buyers. An increasing number of developers, however, adopt environmentally responsible business practices for, at least in significant part, altruistic reasons. A prime example of this phenomenon …

In this paper, a two-stage approach is proposed for using computational electromagnetics in antenna engineering. First, stochastic optimization techniques are used in combination with approximate models. Second, line-search techniques are combined with full-wave modeling. For the first stage, we show an illustrative example. The second stage is considered in detail; both the acceleration of the underlying field computations and the implementation of the optimization are discussed.

A Summary Of Recent Developments On Metamaterial-Based And Metamaterial-Inspired Efficient Electrically Small Antennas, Aycan Erentok, Richard W. Ziolkowski

This paper summarizes our recent research efforts to realize efficient electrically small antenna (EESA) systems based on ideal analytical and numerical metamaterial-based antenna systems, and physically realized metamaterial-inspired antenna designs. Our theoretical and numerical studies of the radiation and resonance behaviors of the proposed metamaterial-based EESA systems, as well as our efforts to conceptualize structures which might be used to build them, have led to the discovery of several realizable metamaterial-inspired EESA systems. The measurement results confirm the numerical performance predictions.

A dual-band microstrip antenna based on split-ring elements is introduced for WLAN (2.4/5.2 GHz) applications. The proposed split-ring antenna (SRA) has a compact novel design which provides about 2% impedance-bandwidth without a need for additional matching network. Analysis and design of the proposed microstrip antenna is carried out by means of full-wave simulators based on the finite-element method.

Bruno Latour has turned to Indian vernacular fiction to illustrate the limits of ideology critique. In examining the method of literary analysis that underlies his appropriation of postcolonial history and culture, we appeal to Edward Said's notion of "traveling theory" in order to discuss critically the aesthetic as well as political stakes of using the technology of the modern novel for the allegorical purposes that Latour has in mind. We argue that Latourian analysis fails to uphold its own rigorous aspirations when it reduces complex literary and cultural representation to universal allegory.

In "Reviewing the Author-Function in the Age of Wikipedia," Amit Ray and Erhardt Graeff examine how wiki technology challenges traditional concepts of authorship and authority in knowledge production. The authors build on poststructuralist theory, particularly Roland Barthes's "Death of the Author" and Michel Foucault's concept of the "author-function," to analyze how wikis destabilize individual authorship in favor of collaborative, community-driven content creation.

Black Grass Bugs, Erin W. Hodgson

Black grass bugs are common insects in native and introduced range grasses. These insects belong to a large and diverse family of true bugs (Hemiptera: Miridae). Many species of black grass bugs occur in the United States, including 23 Irbisia spp. and 8 Labops spp. The most common species in Utah include I. pacifica and L. hesperius. Both types of black grass bugs can have adults with fully formed wings, but shortwinged forms are also naturally occurring.

The Story Of The Steel Seizure Case, Patricia L. Bellia

In 1952, during the Korean War, President Truman seized control of American steel mills to prevent a strike that threatened the war effort. This action, prompted by a labor dispute between steelworkers and operators, led to a landmark Supreme Court case, Youngstown Sheet & Tube Co. v. Sawyer. The Court ultimately ruled that the President lacked the authority to seize the steel mills without explicit congressional authorization, establishing limits on presidential power.

Environmental Variation, Stochastic Extinction, And Competitive Coexistence, Peter B. Adler, John M. Drake

Understanding how environmental fluctuations affect population persistence is essential for predicting the ecological impacts of expected future increases in climate variability. However, two bodies of theory make opposite predictions about the effect of environmental variation on persistence. Single‐species theory, common in conservation biology and population viability analyses, suggests that environmental variation increases the risk of stochastic extinction. By contrast, coexistence theory has shown that environmental variation can buffer inferior competitors against competitive exclusion through a storage effect. We reconcile these two perspectives by showing that in the presence of demographic stochasticity, environmental variation can increase the chance of extinction while …

Empirical and theoretical evidence suggests that facilitation between plants, when it occurs, is more likely during periods of abiotic stress, while competition predominates under more moderate conditions. Therefore, one might expect the relative importance of competition vs. facilitation to vary seasonally in ecosystems characterized by pronounced dry (abiotically stressful) and wet (benign) seasons. Herbivory also varies seasonally and can affect the net outcome of plant-plant interactions, but the interactive effects of seasonality and herbivory on the competition-facilitation balance are not known. The Puerto Rican terrestrial frog (Eleutherodactylus coqui) has received considerable attention in Hawaii because of its rapid spread, loud mating calls, and its potential threat to native species. Thus far, its invasion potential on the Island of Hawaii remains poorly understood. Critical components for determining this potential are robust estimates of abundance and vital rates across habitat types. To address this lack of information, we used mark-recapture methods to estimate E. coqui survival and abundance, determine growth rates of adult male and female frogs, and relate densities to elevation, snout–vent length (SVL), habitat structure, and invertebrate abundance.
