Observations of extended estrus seasons in female white-tailed deer (Odocoileus virginianus) vaccinated with porcine zona pellucida (PZP) immunocontraceptives have led to speculation that management use of PZP would, perversely, increase the rate of deer–vehicle collisions. To test this hypothesis, we studied PZP-treated female deer at the National Institute of Standards and Technology, Gaithersburg, Maryland. PZP-treated female deer did not differ from untreated female deer in risk of death by vehicle collision, and the number of deer killed in vehicle collisions was uncorrelated with the number of deer treated with PZP, whether or not population size was controlled for. …

Paul Eugene “Gene” Bucklin (1942–2008), a wildlife specialist with USDA/APHIS/Wildlife Services, was killed in a fatal car accident near his home in Chinook, Montana, on February 16, 2008. Born in Billings, Montana, he was raised on a sheep and cattle ranch in Redstone, Montana, where he learned to trap and hunt. Gene spent his life on the prairies of the “Highline,” the northern part of Montana that stretches from the Rocky Mountains of Glacier National Park to the North Dakota border. In 1979 he began a lifelong career with USDA/APHIS/ Wildlife Services in Chinook.

Expansion of black-tailed prairie dog (Cynomys ludovicianus) colonies on public and private lands can result in damage to property. Physical barriers to prairie dogs can be used to minimize human–wildlife conflicts. We evaluated 17 existing barriers in the Fort Collins and Boulder, Colorado, areas. Most barriers were made of a single row of vinyl material; these barriers sustained high levels of damage, primarily from wind, and were frequently breached by prairie dogs digging underneath them. Barriers that included a vegetation and a vinyl barrier or a double-vinyl barrier were wind damaged and breached less frequently than the single-vinyl …

Collisions between large vertebrates and vehicles along roadways are an increasing concern, not only because of ecological consequences, but also because of associated economic and social costs. We used a large-scale, long-term data set comprising several databases from Utah to summarize and analyze these costs. The overall cost for 13,020 collisions from 1996 to 2001 in Utah was approximately $45,175,454, resulting in an estimated average per year cost of about $7,529,242 and a mean collision cost of $3,470. These figures include human fatality costs of $24 million (53% of total costs); vehicle damage costs of $18 million (39%); loss of …

Burgeoning deer populations in urban and suburban areas, along with the inherent problems stemming from this increase, are becoming increasingly widespread. To address these problems, wildlife biologists need quality baseline data of herd composition for harvest and treatment forecasts for management and fertility control research programs. In this study, we provide white-tailed deer (Odocoileus virginianus) population data from 4 areas where localized suburban white-tailed deer populations were substantially reduced utilizing sharpshooting as a management tool. Until recently, when an accused patent infringer was found liable for infringement, the Federal Circuit would grant,upon request, a permanent injunction preventing the infringer from further engaging in the infringing activity. In eBay v. MercExchange, the Supreme Court, in a rare review of a patent case, changed the Federal Circuit's standard of automatically granting permanent injunctions upon a finding of infringement. As a result, district courts are faced with a new dilemma: How should damages be calculated when a permanent injunction is denied? This article clarifies the perspectival, deictic nature of evidentiality in Pastaza Quichua, a dialect of Quechua spoken in Amazonian Ecuador. I examine the discourse patterning of what have been called the direct and in direct experience morphemes and argue that a source-based characterization of these morphemes cannot be supported by the data. Using insights from liana Mushin's notion of epistemological stance, I outline the Quechua evidential system, identifying perspectives that may be divided into three main categories: the speaking self of a speech event, the speaking self of a narrated event, and a variety of stances that may categorized by …

Written for the special issue of the journal Pasaj Edebiyat on the canon of Turkish literature, the article explores the relationship between the formation of the literary canon and the forging of the national identity. It argues that the modern canon of Turkish literature, much like other national literatures in the Balkans and the Middle East, has been politically constructed after the break with the Ottoman past. The internet is an interesting case, since it was created entirely with taxpayer's money by DARPA, while the world wide web was created at CERN in Switzerland and placed into the public domain voluntarily in 1993. The internet and web have many features of a commons, and many people refer to the "internet commons". Lake Roosevelt is a large reservoir in northeast Washington State formed by the Grand Coulee Dam. The reservoir, which inundates portions of the Columbia River, the Spokane River, and other rivers and streams, is the focus of the Lake Roosevelt National Recreation Area (LARO) that is managed by the National Park Service. LARO encompasses 100,390 acres (40,625 ha) and includes significant cultural and recreational resources. A report of a three-day conference on nonprofit leadership, held in Grand Rapids, MI in July 2007, identified that there is a leadership deficit, mentoring is needed for emerging leaders, structural challenges create barriers to nonprofit careers, and Generation X and Y believe the nonprofit sector needs more diversity. Funder support for infrastructure and operating costs, and communication to facilitate the generational leadership transition were identified as key to mitigating the leadership deficit.

The presence of an estimated 11.5 million undocumented immigrants in the United States, of which an estimated 7.2 million are working, has become a flashpoint in the emerging national debate about immigration. Given these statistics, it is not surprising that many undocumented workers suffer injuries in the workplace that are typically legally cognizable. Even though undocumented workers are entitled to a number of legal remedies related to their employment, seeking legal relief often raises heightened concerns about the disclosure of their status. The last few years have seen a flurry of activity aimed at the tax shelter industry. Beginning with the “covered opinion” rules of Treasury Circular 230 in 2005, the government has adopted several changes to the standards applicable to tax advice, all in an effort stop abusive tax shelters. Most recently, both Congress (in 2007) and Treasury (in 2008) have revised the standards applicable to tax advice to require that a position have a “more likely than not” chance of succeeding on the merits, or the position must be disclosed to the IRS. Drawing on fieldwork and political theory with Lacanian psychoanalytic influences, this article analyzes how fantasy and fetishes help sustain strategies shown to be no solution to U.S. border control problems. More than a decade after the official launch of the border control paradigm of "prevention through deterrence," predicated on the assumption that ramping up walls, barriers, policing, and the human costs of border crossing would deter, there has been scant evidence of deterrence and much evidence of diversion of migrants to more dangerous crossing points where death rates have soared. I began teaching legal writing in 1994, but I've since had the occasional foray into practice through supervising students who represented clients in our state's appellate courts. I directed an appellate clinic for two years, and most recently supervised two students who briefed and argued a case in the Washington State Supreme Court. These experiences have taught me some important lessons that I have brought back to my legal writing classes. Although a large majority of family businesses are managed by senior family members who are older than age 55 and more than 80 percent of such senior family members claim that they want the business to remain in the family, less than 30 percent of such businesses have tackled the challenge of developing a plan for transitioning the business to the next generation.
