The superfamily Apoidea (commonly referred to as bees), are insects whose diet consists of the nectar and pollen from flowering plants. Therefore, they are essential pollinators of many species, both wild and cultivated.
Bees are similar to other Hymenoptera in appearance, size, and color variety. The superfamily Apoidea contains 17,000 known species and could possibly contain up to 30,000. Bees perform many tasks that benefit humanity such as pollinating the flowers of both wild and cultivated plants. The following lines of white-seeded amaranth were tested in three locations within the Imbabura province of Ecuador: Ecu-0113, Ecu-0014, Ecu-2210, Ecu-4737, and Ecu-4744. The three locations used were Caranqui, Urcuquí, and Pucará which are 2228, 2423, and 2513 meters above sea level respectively. The objectives of this study were: 1) to identify which of the five experimental amaranth lines respond best at each altitude, 2) to establish which of the three locations is most appropriate for cultivation, 3) to understand the vegetative period of the five lines in each location, 4) to analyze which of the five experimental lines possesses …

Bradley and Kelley define and clarify the concept of international delegation from both a legal and a social-science perspective. They begin by presenting a definition of international delegation as a grant of authority by two or more states to an international body to make decisions or take actions. They also identify eight types of authority that states may grant: legislative, adjudicative, regulatory, monitoring and enforcement, agenda-setting, research and advice, policy implementation, and redelegation. Delegating To International Courts: Self-Binding Vs. Other-Binding Delegation, Karen J. Alter

Law and Contemporary Problems

Alter highlights the diverse nature of international delegations to courts. She argues that the roles and tasks delegated to international courts increasingly mimic in form and content the broad variety of tasks delegated to courts in liberal democracies, but that delegating these tasks to international courts is fundamentally different than delegating them to domestic courts because of the implications for national sovereignty. Whereas international courts were initially established to be dispute-resolution bodies, they now also perform administrative review, enforcement, and even constitutional review. Alter explains how each of these judicial roles binds other actors, binds states, or both.

Hathaway rebuts the claim that state sovereignty almost always suffers when states delegate authority to international institutions. Critics of delegation err, she contends, by overemphasizing the costs but losing sight of some of the substantial benefits of cooperation. She considers the challenge to sovereignty posed by international delegation by focusing on recent debates over the influence of international legal commitments on domestic governance.

When, What, And Why Do States Choose To Delegate?, Barbara Koremenos

Koremenos demonstrates that international delegation is an important and nontrivial empirical phenomenon. Using an extensive data set created from the United Nations Treaty Series, she finds that almost half of all international agreements involve delegation of some kind. By exploring the institutional design choices of international delegation, she finds that dispute resolution is the most commonly delegated function and often involves externally delegating authority to an existing arbitration tribunal or an international court. Furthermore, she finds that external delegation in particular increases with the existence of complex cooperation problems such as enforcement and uncertainty and with the heterogeneity and number …

Monitoring Compliance With Unratified Treaties: The Ilo Experience, Laurence R. Helfer

Helfer challenges the conventional wisdom that the delegation of authority to the International Labor Organization (ILO) involves only modest sovereignty costs. Heifer explains that the ILO has increasingly exercised the authority to monitor compliance with unratified labor treaties and recommendations, and that the exercise of this authority has significant effects. He further notes that this type of monitoring authority is not confined to the ILO, but in fact exists in several other international institutions and issue areas. The Globalization Of Health And Safety Standards: Delegation Of Regulatory Authority In The Sps Agreement Of The 1994 Agreement Establishing The World Trade Organization, Tim Buthe

Buthe examines why states delegated regulatory authority in the Agreement on the Application of Sanitary and Phytosanitary (SPS) Measures, an integral part of the founding treaty of the World Trade Organization (WTO). Buthe argues that, to explain this case of international delegation, principal-agent theory must be complemented by an analysis of cost-benefit calculations of the relevant domestic interest groups. Given these domestic interests, governments decided to institutionalize international cooperation on SPS measures outside of the WTO because they believed that such delegation would minimize the political costs of the loss of policymaking autonomy. This paper reports on aspects of land tenure in western Sudan, especially the nature of tenure insecurity and the functioning of the land rental market. The active land rental market accounted for about one-third of cultivated land. Patterns of land rental transactions, and tests of the importance of insecurity in renting land, where the owner may not be able to reclaim land rented out, do not support the presumption that rental markets perform poorly. The role of the sheikh as administrator of village land, and the claims of large landowners to vast tracts, are, however, important political problems that must …

How Much Do Village Libraries Increase Reading? Results Of A Survey Of 10th Graders In Burkina Faso, Michael Kevane, Alain Joseph Sissao

Economics

This paper offers an estimate of the impact of small public libraries in villages in Burkina Faso on reading habits. A survey of secondary school students was conducted in March 2005. Students were selected in eight villages that matched the criteria ‘with library’ and ‘without library’. Overall the reading level of students in the sample was quite low, but the results indicate that the presence of a well-functioning library leads to an increase in reading on the order of 50%.

A Seeded Genetic Algorithm For Rna Secondary Structural Prediction With Pseudoknots, Ryan Pham

This work explores a new approach in using genetic algorithm to predict RNA secondary structures with pseudoknots. Since only a small portion of most RNA structures is comprised of pseudoknots, the majority of structural elements from an optimal pseudoknot-free structure are likely to be part of the true structure. Thus seeding the genetic algorithm with optimal pseudoknot-free structures will more likely lead it to the true structure than a randomly generated population. The genetic algorithm uses the known energy models with an additional augmentation to allow complex pseudoknots. The nearest-neighbor energy model is used in conjunction with Turner’s thermodynamic parameters …

Course Description: Asbury Seminary students will spend three weeks living and digging in Israel under the supervision of seasoned archaeologists. Students will live in an international environment, interacting with archaeological enthusiasts from many nations as well as native Israelis.
