This article is a first step in an effort to critically examine the invasion of a rather dangerous European property law trend into American law. The view of the right to safe, adequate, and affordable housing as a fundamental right held by all mankind is quickly growing, with more than nine countries now recognizing it. The problem is that the recognition of this fundamental right begs the question of how it is to be assured. The United States has never been given to particular adoration of foreign observers of its mores, who quite often turn out to be critics rather than admirers. Nevertheless, one of its favorite visitors since his one and only appearance on the scene in 1831-1832 is the 25-year-old magistrate Alexis de Tocqueville, sent by his government to study penal reform in the new republic. We have used the Arecibo telescope to measure the H i absorption spectra of eight pulsars. We show how kinematic distance measurements depend on the values of the Galactic constants R0 and 0, and we select our preferred current values from the literature. We then derive kinematic distances for the low-latitude pulsars in our sample and electron densities along their lines of sight. We combine these measurements with all others in the inner Galactic plane visible from Arecibo to study the electron density in this region.

Nonmonotonicity In The Quantum-Classical Transition: Chaos Induced By Quantum Effects, Arie Kapulkin, Arjendu K. Pattanayak

The classical-quantum transition for chaotic systems is understood to be accompanied by the suppression of chaotic effects as the relative h is increased. We show evidence to the contrary in the behavior of the quantum trajectory dynamics of a dissipative quantum chaotic system, the double-well Duffing oscillator. The classical limit in the case considered has regular behavior, but as the effective h is increased we see chaotic behavior. This chaos then disappears deeper into the quantum regime, which means that the quantum-classical transition in this case is nonmonotonic in h.

Controlling The Ratchet Effect For Cold Atoms, Anatole Kenfack, Jiangbin Gong, Arjendu K. Pattanayak

Low-order quantum resonances manifested by directed currents have been realized with cold atoms. Here we show that by increasing the strength of an experimentally achievable delta-kicking ratchet potential, quantum resonances of a very high order may naturally emerge and can induce larger ratchet currents than low-order resonances, with the underlying classical limit being fully chaotic. The results offer a means of controlling quantum transport of cold atoms.

Objective: Previously we have shown that total free living energy expenditure (TEE) and greater fitness was associated with reduced long term weight gain and improved ability to estimate TEE from physical activity (PA) questionnaires. In the current study, it is hypothesized that women will overestimate questionnaire self reported energy expenditure (QEE). Furthermore, weight reduced women who exercise train will be better able to estimate TEE compared to weight reduced women who do not exercise train. In this work, an embedded Ethernet controller platform was implemented using reconfigurable hardware technology that incorporates system-level components. The specialized hardware and software work flows necessary to implement an embedded system using highly integrated electronics are not commonly addressed in academic environments. The primary objective of this work was to fill this void by describing and demonstrating the hardware/software co-design processes used to implement the project’s embedded Ethernet controller. Objective: This study examined relationships between racial composition of zip codes and the geographic accessibility to dialysis centers of Network 6 of the End Stage Renal Disease Networks. Study Design: Geographic accessibility to renal care (hemodialysis) was defined as the average distance between the centers of zip codes where dialysis patients reside and the dialysis centers that fall within a 30 mile buffer radius. Data Sources: This research studies the distribution of 33,536 patients, 1,798 zip codes, and 546 dialysis centers in Georgia, North Carolina, and South Carolina as of December 31, 2007. For much of the nineteenth and the first half of the twentieth centuries, public policies for Western Australia’s Indigenous peoples were guided by beliefs that they were remnants of a race in terminal decline and that a public duty existed to protect and preserve them. If their extinction was unavoidable, the public duty was to ease their passing. The Aborigines Act 1905 vested the Chief Protector of Aborigines (after 1936 the Commissioner for Native Affairs), with lawful responsibility for the pursuit of that duty. All Aborigines caught by the terms of the Act, in particular Aboriginal children under the age …
