On The Internal Border: Colonial Difference, The Cold War, And The Locations Of "Underdevelopment", Alyosha Goldstein Jan 2008

On The Internal Border: Colonial Difference, The Cold War, And The Locations Of "Underdevelopment", Alyosha Goldstein

American Studies Faculty and Staff Publications

In 1962, the recently established Peace Corps announced plans for an intensive field training initiative that would acclimate the agency's burgeoning multitude of volunteers to the conditions of poverty in "underdeveloped" countries and immerse them in "foreign" cultures ostensibly similar to where they would be later stationed. This training was designed to be "as realistic as possible, to give volunteers a 'feel' of the situation they will face." With this purpose in mind, the Second Annual Report of the Peace Corps recounted, "Trainees bound for social work in Colombian city slums were given on-the-job training in New York City's Spanish …

Lessons From The Emu For Asian Regional Integration, Sarkis Joseph Khoury, Clas Wihlborg Jan 2008

Lessons From The Emu For Asian Regional Integration, Sarkis Joseph Khoury, Clas Wihlborg

Business Faculty Articles and Research

Critical costs and benefits of creating an EMU-like structure in Asia are identified. Analyzing the EU, we pay particular attention to two kinds of economic benefits and costs that do not appear much in conventional economic analysis. First, there are benefits and costs of harmonization in different areas including the monetary area. Second, giving up sovereignty within a policy area can provide many countries with a kind of insurance against domestic institutional, legal, and political weaknesses. Although we emphasize economic arguments it is necessary to recognize that the EU is very much a politically motivated project. Politics may well be …

Death And Truth: "Love Is My Religion", Joshua I. Bush Jan 2008

Death And Truth: "Love Is My Religion", Joshua I. Bush

Whittier Scholars Program

There are many questions within the world that we as human beings have not yet found the answer to. These types of issues are often not discussed within mainstream society and have created tremendous debates that produce inconclusive evidence and ideas that cannot be used to create a distinct conclusion. Religious discussions and debates amongst various religious communities undoubtedly exhibit signs of being one of these inconclusive issues. With this in mind, in order to understand how religion was developed, we much first discover the responses of each religion to the unexplainable questions. Death is essentially the ultimate unknown as …

Government Data Mining: The Need For A Legal Framework, Fred H. Cate Jan 2008

Government Data Mining: The Need For A Legal Framework, Fred H. Cate

Articles by Maurer Faculty

The article examines the government's growing appetite for collecting personal data. Often justified on the basis of protecting national security, government data mining programs sweep up data collected through hundreds of regulatory and administrative programs, and combine them with huge datasets obtained from industry. The result is an aggregation of personal data - the "digital footprints" of individual lives - never before seen. These data warehouses are then used to determine who can work and participate in Social Security programs, who can board airplanes and enter government buildings, and who is likely to pose a threat in the future, even …

Of Persons And The Criminal Law: (Second Tier) Personhood As A Prerequisite For Victimhood, Luis E. Chiesa

Journal Articles

This article examines the implications of the Michael Vick case for the criminal law in general and for the law of victimhood in particular. It takes as its point of departure the NFL star's agreement to pay close to one million dollars to the various entities that assumed custody of the pit bulls in order to "make restitution for the full amount of the costs associated with the disposition of all dogs" that were involved in his illegal operation. According to the agreement, the authority to order such payments stems from 18 U.S.C. ý 3663, which allows for the issuance …

Unm Responds To Today's Economic Challenges, David Schmidly Jan 2008

Unm Responds To Today's Economic Challenges, David Schmidly

President Schmidly's Administration

As we all know, we face a global economic crisis, one with consequences we will not be able to escape. I dont think anyone knows how serious this is going to get, or how much it will impact us directly at the University of New Mexico. But one thing is certain: higher education will not be exempt from the effects of the economic conditions we are facing. If history is a guide, the crisis will involve two likely waves of negative economic fallout, both of which we already have begun to experience. The first wave is the crisis in the …

Responsive Algorithms For Defending Recon Gurable Networks, Chaouki T. Abdallah, I-Ching Boman, Jared Saia, Edl Schamiloglu

Electrical & Computer Engineering Faculty Publications

We present algorithms to self-heal reconfigurable networks when they are under attack. These algorithms reconfigure the network during attack to protect two critical invariants. First, they insure that the network remains connected. Second, they insure that no node increases its degree by more than O(log n). We show both theoretically and empirically that our algorithms can successfully maintain these invariants even for large networks under massive attack by a computationally unbounded adversary.
