The District of Columbia Department of Health Care Finance (DHCF), like other state Medicaid agencies, is constantly challenged to improve service delivery and reimbursement for Medicaid services. In the District, several governmental agencies ("Partner Agencies") play an instrumental role in Medicaid – either as a Medicaid provider or in operating a Medicaid program. Today, each Partner Agency may retain its own system and process for claims submission, provider enrollment, and administrative claiming as it relates to Medicaid. For these reasons, the DHCF initiated an assessment of the Medicaid claims processes for Partner Agencies. The purpose of the assessment is to …

Chinese hackers may (we should stress, may) have struck again. Just two weeks after Newsweek reported (in the juicy campaign expose published in last week’s issue) that last summer both the Obama and McCain campaign computers were infiltrated by hackers who copied documents on policy issues (speculated to be either Chinese or Russian), yesterday Fox News announced that the Pentagon was banning the use of external computing hardware after a worm was found to bespreading through its computing network.

There do not seem to be any online reports linking the new regulation specifically to Chinese hackers, but Fox News anchors …

Valley Splitting In Strained Silicon Quantum Wells Modeled With 2 Deg Miscuts, Step Disordere, And Alloy Disorder, Neerav Kharche, Marta Prada, Timothy B. Boykin, Gerhard Klimeck

Valley splitting !VS" in strained SiGe/Si/SiGe quantum wells grown on !001" and 2° miscut substrates is computed in a magnetic field. Calculations of flat structures significantly overestimate, while calculations of perfectly ordered structures underestimate experimentally observed VS. Step disorder and confinement alloy disorder raise the VS to the experimentally observed levels. Atomistic alloy disorder is identified as the critical physics, which cannot be modeled with analytical effective mass theory. NEMO-3D is used to simulate up to 106 atoms, where strain is computed in the valence-force field and electronic structure in the sp3d5s* model.

The American research university is composed of two related but relatively independent structures. The academic core composed of faculty guilds, has the primary responsibility for academic content and quality. The administrative shell is responsible for mobilizing and distributing resources that support the work of the guilds and it protects guilds from harmful external forces. Part of the complex relationship between the academic core and the administrative shell is enabling the creation of internal quality through arranging institutional conditions to prepare resources to better manage risk. As large amounts of digital information become more and more accessible, the ability to effectively find relevant information is increasingly important. Search engines have historically performed well at finding relevant information by relying primarily on lexical and word based measures. Similarly, standard approaches to organizing and categorizing large amounts of textual information have previously relied on lexical and word based measures to perform grouping or classification tasks. Quite often, however, these processes take place without respect to semantics, or word meanings. To save energy and money, Nebraska irrigators should check their irrigation pumps for maximum efficiency, a University of Nebraska-Lincoln Extension educator said.

Irrigation pumps that operate at the average efficiency found in university tests are using 30 percent more energy than necessary, said Tom Dorn, extension educator in Lancaster County.

"At today's energy prices, identifying a pumping plant that needs adjustment or repair could save hundreds if not thousands of dollars per year," Dorn said. Donald Eugene "Don" Nicoll was born in Boston, Massachusetts, on August 4, 1927, and grew up in the West Roxbury section of the city. He is the son of George and Mary Nicoll. He attended Robert Gould Shaw Junior High School and Boston English High School and graduated from Colby College in Waterville, Maine in 1949, majoring in History with a minor in Government. Don met his future wife, Hilda Farnum, also a Colby student, when they worked in the resort town of Ocean Park, Maine, in the summer of 1944.
