An increasingly important area in supervised incremental learning is learning in the presence of changing concepts. Research into concept drift is hampered by the lack of availability of controllable `real life' datasets. In this paper we propose an approach for generating real life data over which we have control of the concept and can generate data exhibiting different types of concept drift. The approach uses a 3-D driving game to produce a data stream of instances describing how to drive around a track. The classification problem is learning the driving technique of the driver, which can be affected by changes …

Currents estimates put the canon of traditional Irish dance tunes at least 7,000 compositions. Given this diversity, a common problem faced by musicians and ethnomusicologists is identifying tunes from recordings. This is evident even in the number of commercial recordings whose title is gan ainm (without name). This work attempts to solve this problem by developing a Content Based Music Information Retrieval (CBMIR) System adapted to the characteristics of traditional Irish music. A set in traditional Irish music is a sequence of two or more dance tunes in the same time signature, where each tune is repeated an arbitrary number of times. A turn in a set represents the point at which either a tune repeats or a new tune is introduced. Tunes in sets are played in a segue (without a pause) and so detecting the turn is a significant challenge. This paper presents the MATS algorithm, a novel algorithm for identifying turns in sets of traditional Irish music. MATS works on digitised audio files of monophonic flute and tin-whistle music. …

Taking It To The Bank: Actualizing Health Care Equality For San Francisco's Transgender City And County Employees, J. Denise Diskin

This note tracks the decision of the San Francisco Board of Supervisors and the San Francisco Health Service System Board (HSSB) to provide transition related health care coverage to its transgender city and county employees. The author evaluates the intersection of gender identity, systemic racism, classism, and homophobia within the struggle of marginalized communities to overcome health inequities and discrimination that also often lead to chronic underemployment, lower paying jobs and insufficient medical benefits. A Bulwark Against Anarchy: Affirmative Action, Emory Law School, And Southern Self-Help, William B. Turner
UC Law Journal of Race and Economic Justice
This article demonstrates that Pre-Start, Emory Law School's affirmative action program from 1966 to 1972, provides a useful case study for refraining the current debate around affirmative action in law school admissions. The author performs post-hoc strict scrutiny on Pre-Start, showing that it meets and exceeds the standard set in the leading affirmative action case, Grutter v. Bollinger. The historical context for Pre-Start demonstrates how similar the current arguments against affirmative action in law school admissions are to the arguments used against racial integration of public schools in the first half of the twentieth century. Tracking Human Faecal Contamination In Tropical Reservoirs In Puerto Rico, José A. Amador, David Sotomayor-Ramírez, Gustavo Martínez, Lixian Chen, Dave Bachoon

Using a combination of chemical and microbiological (culture-dependent and -independent) approaches, sources of human faecal contamination were identified in two water reservoirs in Puerto Rico - Guajataca and La Plata. Fluorescence from optical brighteners (OB) - commonly found in laundry detergents - was used as an indicator of contamination from septic systems and other household discharges. Traditional indicators of faecal contamination (e.g. Escherichia coli; faecal enterococci) were enumerated, and human faecal contamination was confirmed through detection of Bifidobacterium adolescentis utilizing polymerase chain reaction (PCR)-based analyses. Simultaneous Incubation By Two Females And Nestling Provisioning By Four Adults At A Savannah Sparrow Nest, Nathan J. Zalik, Noah G. Perlut

We present the first observations of misdirected parental care by Savannah Sparrows (Passerculus sandwichensis) including a rare occurrence of simultaneous incubation. Two females simultaneously incubated eggs, brooded, and fed nestlings, and two males fed nestlings in one nest. These behaviors may have been prompted by strong parental instincts in combination with a stressful breeding environment mediated by hayfield management, as any genetic benefits were unlikely.

This Comment argues that the Ninth Circuit was mistaken in concluding that Jespersen fell outside of the Supreme Court's rule on sex-stereotyping discrimination under Title VII of the Civil Rights Act of 1964.

This Article analyzes the work of CERD in the area of religion, a field which, by definition, would not necessarily be covered by the mandate of a committee devoted to the eradication of racism and racial discrimination. Notwithstanding this difference of scope, to the extent that, in the contemporary world, race and religion appear increasingly interwoven, the work of CERD on religion has gradually become accepted and considered necessary.

A series of novel di-[3(thiophen-2-yl-methyl)-4,5-dihydro-1H- [1,2,4]triazole-5-one-4yl]n-alkanes (2a-h) were obtained by the reaction of N'-1-ethoxy-2-thiophen-2-yl-ethylydene hydrazino carboxylic acid ethyl ester (1) and diamines. Compound 3 was reacted with aldehydes and 4-(arylidene-amino)-3-thiophen-2-yl-methyl-4,5-dihydro-1H-[1,2,4] triazole-5-ones (4, 5, and 8) with Schiff base character were synthesized. (4-(arylidene-amino)-5-oxo-3-thiophen-2-yl-methyl-4,5- dihydro-1H-[1,2,4]triazole-1-yl)-acetic acid ethyl esters (6, 7, and 9) were obtained by the reaction of 4-(arylidene-amino)-3-thiophen-2-yl- methyl-4,5-dihydro-1H-[1,2,4]triazole-5-ones (4, 5, and 8) and ethyl bromoacetate. The structures of the new compounds were inferred through IR, ^1H/^{13}C NMR, elemental analyses, and mass spectral data. An HPLC-ESI/MS method that enables fast detection and identification of iridoid glycosides is described. Eleven iridoid glycosides known to occur in the genus Lamium-lamalbide, sesamoside, 6-\beta-OH ipolamiide, shanzhiside methyl ester, dehydropenstemoside, barlerin (= 8-O-acetylshanzhiside methyl ester), 6-O-syringyl-8-O- acetylshanzhiside methyl ester, lamerioside, lamiide, eriobioside, and ipolamiide, were identified by means of their retention time and ESI/MS data. Materials are inherently multi-scale in nature consisting of distinct characteristics at various length scales from atoms to bulk material. There are no widely accepted predictive multi-scale modeling techniques that span from atomic level to bulk relating the effects of the structure at the nanometer (10-9 meter) on macro-scale properties. Traditional engineering deals with treating matter as continuous with no internal structure. In contrast to engineers, physicists have dealt with matter in its discrete structure at small length scales to understand fundamental behavior of materials. Over half of the world’s population is living in urban settlements, and most urban growth is occurring in developing countries. These countries’ economies are often unable to accommodate these rural-urban immigrations, resulting in millions of people settling in insecure communities known as urban slums. Current efforts to prevent urban slums include UN-HABITAT strategies to upgrade slums and stimulate urban/regional development. Urban metabolism analysis, which studies material and energy flows/stocks through urban processes, help decision-makers better understand their urban system.
