The Cop In The Stall Is King, Donald E. Wilkes Jr.
The Cop In The Stall Is King, Donald E. Wilkes Jr.
Popular Media
The illustrated cover of the Mar. 22, 1948 issue of Time magazine, entitled “COMMUNISM’S BERIA–The Cop at the Keyhole is King,” depicts the chief of Stalinist Russia’s secret police, Lavrenti Beria, with his steely expressionless eyes, spying on us through a keyhole. The cover article, “Communists,” discusses the “police state mentality” which pervades in Communist regimes, “police states” where they have “developed the sinister side of the policeman’s role much further than any democracy has.” In Communist countries, the article explains, there are “policemen of the soul” whose “preventive policing is more concerned with thoughts, attitudes, feelings, than it is …

Police Organizations : An Empricial Examination Of American Sheriff's Offices And Municipal Police Agencies, Matthew Adam Jones
Police Organizations : An Empricial Examination Of American Sheriff's Offices And Municipal Police Agencies, Matthew Adam Jones
Dissertations and Theses
The landscape of American policing is comprised of a myriad of police organizations, each serving a distinct function and populace. Yet, police reformers rarely recognize this and continue to disseminate 'umbrella' policy prescriptions to all policing organizations. This body of research argues that public and police administrators must take into account the nature of the organization and its constraining forces before prescribing change or initiating policy. I argue that to intelligently construct police agencies, prescribe policy, and accurately diagnose police organization behavior we must first have a strong idea, if not solid understanding, of the factors that shape and constrain …

Making The State Do Justice: Transnational Prosecutions And International Support For Criminal Investigations In Post-Armed Conflict Guatemala, Naomi Roht-Arriaza
Chicago Journal of International Law
This Article will first briefly describe the background of the Guatemalan conflict and the evolution of the transnational cases against the military high command. It will then focus on some of the legal strategy issues involved and on the gains and losses of this transnational networking approach to combating impunity. In particular, it will look at how the multinational legal team, working simultaneously in the Spanish and Guatemalan courts on different aspects of the case, has allowed for learning and training opportunities for the lawyers involved, has forced local courts to engage with international law, and has tried to use …

Fifteen Minutes Of Shame: The Growing Notoriety Of Grand Corruption, Mary Evans Webster
Fifteen Minutes Of Shame: The Growing Notoriety Of Grand Corruption, Mary Evans Webster
UC Law SF International Law Review
Today the international community is focused, like never before, on efforts to reduce corruption as an essential component of poverty eradication. Grand corruption is the payment of bribes in connection with major interactions such as large infrastructure projects or arms sales and the abuse of political power to extract and accumulate for private gain. In the last five years, the United Nations, the World Bank and the United States Agency for International Development have all launched aggressive new agendas to address the crime of grand corruption. But, these agendas are not without their shortcomings and ardent critics. This article explores …
