This study was designed to identify the risk factors most commonly associated with law enforcement highway fatalities. Three approaches were used to assist in the identification of the most relevant risk factors. These approaches included as descriptive study, utilization of a focus group and a simple and multiple logistic regression analysis.;The descriptive study was performed on data extracted from the National Highway Transportation Safety Administration's (NHTSA) Fatality Analysis Risk System (FARS). The data was divided into three categories; Fatalities while driving, Fatalities while not driving-inside the vehicle and Fatalities while not driving outside the vehicle. Changes In Drinking Patterns Across The Transition To College Among First-Year College Males, Joseph W. Labrie, Toby Lamb, Eric Pedersen

Heads Up!

Few studies examine changes in drinking behavior during the transition from high school to college. Using a sample of 239 first-year males, we hypothesized that participants would increase drinking from pre-college to the first month of college. Results reveal a general trend toward increased drinking upon entering college. Caucasians increased drinking more than non-Caucasians. Social expectancies of alcohol moderated increases in drinking behavior. These findings indicate that differential changes in drinking behavior occur among incoming college males. Interventions with college students need to address both preventing heavy consumption and alcohol-related problems in pre-college light drinkers and in reducing these behaviors …

Genocide Studies and Prevention: An International Journal

Hate speech regularly, if not inevitably, precedes and accompanies ethnic conflicts, and particularly genocidal violence. Without such incitement to hatred and the exacerbation of xenophobic, anti-Semitic, or racist tendencies, no genocide would be possible and persecutory campaigns would rarely meet with a sympathetic response in the general public. In order to successfully prevent genocidal crimes and violence, therefore, it is indispensable to effectively address the problem of systematic incitement to hatred. While less virulent forms of hate speech may be adequately addressed by human- rights law obligations on governments to prohibit such acts, vicious, systematic, and state-organized hate propaganda should …

The purpose of this thesis is to highlight the dilemma surrounding the quest for an internationally binding legal solution to countering terrorism. It examines the evolution of international laws of war and the definition of terrorism, and the shortcomings of these laws and principles in the classification and adjudication of acts of international terrorism. In doing so, it examines the applicable treaties on the laws of war, including the Geneva Conventions of 1949, various multilateral and regional treaties, and various domestic laws. A growing scientific literature supports the existence of placebo effects from a wide range of health interventions and for a range of medical conditions. This Article reviews this literature, examines the implications for law and policy, and suggests future areas for research on placebo effects. In particular, it makes the case for altering the drug approval process to account for, if not credit, placebo effects. It recommends that evidence of placebo effects be permitted as a defense in cases alleging violations of informed consent or false advertising. In Part I, this Article presents the first published, worldwide survey of international practice in interpreting and applying various international human rights norms to the issue of sexual freedom, with a special emphasis on the rights to privacy, family life, and freedom from arbitrary discrimination based on sexual orientation. Although progress toward general recognition of such rights by international authorities and states has been extremely rapid over a very short period, such recognition continues to vary geographically and according to the subject matter. Event tree analysis is a most commonly used method in dam safety risk analysis modeling. Available software tools for performing event tree analyses lack the flexibility to efficiently address many important factors in dam safety risk analysis. As a result of these practical limitations, spreadsheets have been used, sometimes including Visual Basic macros, to perform these analyses. However, this approach lacks generality and can require significant effort to apply to a specific dam or to modify the event tree structure. One method for improving the appeal of instruction is found in Christopher Alexander’s work on architectural design patterns. In this qualitative research study, student comments on teacher/course evaluation forms were analyzed to generate six instructional design patterns. The teacher enthusiasm pattern encourages teachers to show (a) increased scholarship and enthusiasm towards the subject matter, (b) genuine concern and enthusiasm towards the students, and (c) mastery of and enthusiasm towards the act of teaching. The balanced curriculum pattern recommends that teachers (a) determine the appropriate depth or breadth of subject matter and communicate it to the students, (b) create a balanced …

Bushnell General Military Hospital was an Army World War II hospital in Brigham City, Utah from August 1942 to June 1946. It specialized in treating amputations, maxillofacial surgery, neuropsychiatric conditions, and tropical diseases. It was also one of the first hospitals to experimentally use penicillin. Bushnell was a regional facility for wounded solders from the Mountain States that provided quality medical care to patients. The community of Brigham City and the citizens of other Northern Utah communities were an integral part of the success of Bushnell. The value of statistical life is an estimate of the monetary benefits of preventing an anonymous death. Society's willingness to pay to eliminate private health risks determines agencies' value-of-statistical-life estimates. Most estimates ignore society's willingness to pay to eliminate others' health risks. There are two possible reasons. First, altruism does not exist: Peter is not willing to pay to save Paul's life. The second possible reason is a bit more complicated. Certain economists argue that increasing benefit estimates to account for altruism involves double-counting.

The purpose of this thesis is to evaluate these possibilities. Accounting for altruism, it turns out, …

This report represents a thematic summary of findings from the Alagnak Wild River Resident Users Study, the final project in a larger series of studies conducted for the National Park Service (NPS) as part of the Alagnak Wild River Visitor Use Project. The National Park service administers the 56 miles of designated Wild River along the Alagnak in collaboration with the Alaska Department of Fish and Game, which manages fish and wildlife populations along the river.
