East Anchorage is currently the only site in Alaska under the nationwide Weed and Seed initiative, which is intended to “weed out” criminals who undermine quality of life for community residents in high-crime neighborhoods and to “seed in” positive practices, programs and institutions that contribute to a better quality of life for neighborhoods. The East Anchorage Weed and Seed site, located in a racially and ethnically diverse neighborhood in the northeast part of Anchorage, had an estimated population in 2005 of more than 37,000 people living in about 14,000 households. Revisiting Alaska's Sex Offender Registration And Public Notification Statute, Deborah Periman

This paper provides a look at the parameters of the Alaska’s sex offender registration statute. At the time of its enactment in 1994, the Alaska Sex Offender Registration Act was one of the most stringent in the U.S., far exceeding the miniumum requirements imposed on the states by the federal Jacob Wetterling Act. The federal Adam Walsh Child Protection Act, signed into law in 2006, has the net effect of bringing all the states closer to Alaska’s registration and publication requirements. Challenging The New Penology: A Case-Study Analysis Of Correctional Management, Interstate Inmate Transfers, And Administrative Intent, Robert Thomas Swan
Dissertations and Theses
The purpose of this study is to explore the use of interstate inmate transfers (IITs) by prison wardens and the administrative intent that guide their use. This study assesses the explanatory power of the new penology in three cases and asks three broad questions of two prison wardens and the DOC: What correctional goals do you hope to accomplish with interstate inmate transfers? Why? And what contextual factors (if any) are felt to inhibit or facilitate these goals?
