Impacts Of ‘Three Strikes And You’Re Out’ On Crime Trends In California And Throughout The United States, Elsa Y. Chen Nov 2008

Impacts Of ‘Three Strikes And You’Re Out’ On Crime Trends In California And Throughout The United States, Elsa Y. Chen

Political Science

The impacts of Three Strikes on crime in California and throughout the U.S. are analyzed using cross-sectional time series analysis of state-level data from 1986 to 2005. The model measures both deterrence and incapacitation effects, controlling for pre-existing crime trends and economic, demographic, and policy factors. Despite limited usage outside California, the presence of a Three Strikes law appears to be associated with slightly but significantly faster rates of decline in robbery, burglary, larceny, and motor vehicle theft nationwide. Three Strikes is also associated with slower declines in murder rates. Although California’s law is the broadest and most-frequently-used Three Strikes …

Facebook Fair For Copyright Of Canada: Replies To Professor Geist, Barry Sookman

Osgoode Hall Review of Law and Policy

This article examines Professor Geist's reaction to Bill C-61 as manifested through his Facebook group "Facebook Fair for Copyright of Canada" and his blog. The author argues that Professor Geist's assessment of the Bill is unbalanced. In particular, he attempts to rebut eleven of the claims made by Professor Geist with the aim of mitigating any unwarranted adverse public opinion about the Bill that those claims may have engendered.

Effects Of M-Tyrosine On Feeding And Survival Of Formosan Subterranean Termites (Isoptera: Rhinotermitidae), Bal K. Gautam, Gregg Henderson Nov 2008

Effects Of M-Tyrosine On Feeding And Survival Of Formosan Subterranean Termites (Isoptera: Rhinotermitidae), Bal K. Gautam, Gregg Henderson

Faculty Publications

Amino acids are important to all animal life. Termites rely mainly on microorganisms to retrieve these nitrogen sources from their food. One naturally occurring amino acid, m-tyrosine, has been reported to be toxic to bacteria and weeds. Its direct effects on termite survival are unknown however. Both no-choice and choice bioassays using five different doses of m-tyrosine were conducted to determine the feeding response and survival of Formosan subterranean termites, Coptotermes formosanus Shiraki (Isoptera: Rhinotermitidae), in the laboratory. In no-choice tests, although all doses of m-tyrosine tested reduced filter paper consumption, only the highest dose tested (0.05 M) had significantly …

Does It Make A Difference - Granting Public Employees The Right To Collectively Bargain, Amanda Stogsdill

Missouri Law Review

In Independence-National Education Ass'n v. Independence School District, the Missouri Supreme Court granted public employees the right to collectively bargain. This holding breathed new life into an argument more than sixty years old: that the Missouri Constitution grants both public and private sector employees the right to collectively bargain. However, a close reading of this seemingly landmark case shows that Missouri's highest court smothered the numerous possibilities afforded by this holding before they could be tested by both public employers and public employees. This Note will argue that the Missouri Supreme Court's holding was unnecessary and affords no new rights …

Redefining Terrorism: Why Mexican Drug Trafficking Is More Than Just Organized Crime, Sylvia M. Longmire, Lt. John P. Longmire Nov 2008

Redefining Terrorism: Why Mexican Drug Trafficking Is More Than Just Organized Crime, Sylvia M. Longmire, Lt. John P. Longmire

Journal of Strategic Security

Mexican drug traffickers are more than criminals. They are terrorists. And that's not hyperbole. The tactics, strategy, organization, and even (to a limited extent) the goals of the Mexican drug cartels are all perfectly consistent with those of recognized terrorist organizations. Admittedly, the cartels lack the motivating political or religious ideology most terrorist groups display, and some argue this precludes the application of the "terrorist" label. However, we will show this objection is inclusive at best. Were the United States government to formally recognize the Mexican cartels as the terrorists they are—or at least hybrid organizations that employ terrorist tactics—a …

Evaluation Design For The District Of Columbia Department Of Corrections' Use Of Radio Frequency Identification (Rfid) Technology With Jail Inmates, Laura J. Hickman, Mel Eisman, Lois Davis

Criminology and Criminal Justice Faculty Publications and Presentations

In consultation with the District of Columbia Department of Corrections (DC DOC), researchers developed an evaluation design oriented around five objectives. One objective is to provide timely feedback to the U.S. Justice Department’s National Institute of Justice (the funder of the evaluation), DC DOC, and other interested jurisdictions on RFID’s implementation. A second objective is to provide feedback on the process of implementing RFID. A third objective is to assess the impact of RFID’s implementation on identified outcome measures. A fourth objective is to compare costs to the facilities against the cost of implementing RFID technology, including direct and indirect …
