New Zealand Beachgoers'’ Swimming Behaviours, Swimming Abilities, And Perception Of Drowning Risk, Judith P. Mccool, Kevin Moran, Shanthi Ameratunga, Elizabeth Robinson Feb 2008

New Zealand Beachgoers'’ Swimming Behaviours, Swimming Abilities, And Perception Of Drowning Risk, Judith P. Mccool, Kevin Moran, Shanthi Ameratunga, Elizabeth Robinson

International Journal of Aquatic Research and Education

Little is known about the water safety beliefs, swimming skills, and behaviors that might be associated with beachgoers’' perception of drowning risk. New Zealand adult beachgoers (N = 3,371) were surveyed to assess beach swimming frequency, swimming skill, swimming behaviors and perception of the risk of drowning in five pre-validated scenarios. Thirty-two percent of beachgoers estimated that they could currently swim less than 25 m; 55% reported that they had swum outside lifeguard-patrolled areas, and 26% had swum after consuming alcohol. Young adults and men were more likely to self-report strong swimming skill, more frequent at-risk swimming behavior, and low …

Presidential Authority And The War On Terror, Joseph W. Dellapenna Feb 2008

Presidential Authority And The War On Terror, Joseph W. Dellapenna

Working Paper Series

Immediately after the attacks on the United States of September 11, 2001, President George W. Bush claimed, among other powers, the power to launch preemptive wars on his own authority; the power to disregard the laws of war pertaining to occupied lands; the power to define the status and treatment of persons detained as “enemy combatants” in the war on terror; and the power to authorize the National Security Agency to undertake electronic surveillance in violation of the Foreign Intelligence Surveillance Act. With the exception of the power to launch a preemptive war on his own authority (for which he …

Speech: Latinas And Their Families In Detention: The Growing Intersection Of Immigration Law And Criminal Law, Sandra Guerra Thompson Feb 2008

Speech: Latinas And Their Families In Detention: The Growing Intersection Of Immigration Law And Criminal Law, Sandra Guerra Thompson

William & Mary Journal of Race, Gender, and Social Justice

In this article, Professor Sandra Guerra Thompson explores the growing enforcement of immigration law within the interior of the United States and the growing intersection of the criminal justice system and immigration law. Through the use of worksite enforcement sweeps and immigration screening by state and local law enforcement, growing numbers of undocumented persons are being taken into custody by federal immigration officials. She examines the plight of women and families held in detention centers under what are often deplorable conditions. Ironically, immigration detention centers offer fewer resources than those available in most state prisons. The immigration law judicial system …

Do Local Economic Development Programs Work? Evidence From The Federal Empowerment Zone Program, Matias Busso, Patrick Kline Feb 2008

Do Local Economic Development Programs Work? Evidence From The Federal Empowerment Zone Program, Matias Busso, Patrick Kline

Cowles Foundation Discussion Papers

This paper evaluates the impact of Round I of the federal urban Empowerment Zone (EZ) program on neighborhood level labor and housing market outcomes over the period 1994-2000. Using four decades of Census data in conjunction with information on the proposed boundaries of rejected EZs, we find that neighborhoods receiving EZ designation experienced substantial improvements in labor market conditions and moderate increases in rents relative to rejected and future zones. These effects were accompanied by small changes in the demographic composition of the neighborhoods, though evidence from disaggregate Census tabulations suggests that these changes account for little of the observed …

Forensic Science, Wrongful Convictions, And American Prosecutor Discretion, Dennis J. Stevens Feb 2008

Forensic Science, Wrongful Convictions, And American Prosecutor Discretion, Dennis J. Stevens

Criminal Justice Faculty Publications

A hot controversy exists about the reliability of forensic science as reported by prime-time drama television series in bringing violent criminals to justice. This exploratory research will show that neither forensics or its fictionalised (CSI Effect) accounts, nor substantial evidence secured by police investigators, shape prosecutor decisions to charge a suspect with a crime, which can often result in freeing guilty suspects and convicting innocent individuals. In the summer of 2006, 444 American prosecutors responded to a survey. The findings reveal that judges, juries, and defence lawyers are influenced more by prime-time American drama forensic accounts than by the substantial …

The Caged Canary, Elizabeth Alexander Feb 2008

The Caged Canary, Elizabeth Alexander

William & Mary Journal of Race, Gender, and Social Justice

The United States has experienced an explosion in the number of people in prison, an explosion that cannot be attributed to changes in the crime rate, but rather reflects changes in public policy, particularly sentencing policy regarding drug crimes. These changes have had a devastating impact on African-American communities. The changes have also adversely affected the social, economic, and political culture of the nation as a whole. The rate of increase in incarceration for women prisoners has been disproportionately high, although women are generally imprisoned for non-violent crimes and have lower recidivism rates than men. Once in prison, women are …

Women In Prison: International Problems And Human Rights Based Approaches To Reform, Jenni Gainsborough Feb 2008

Women In Prison: International Problems And Human Rights Based Approaches To Reform, Jenni Gainsborough

William & Mary Journal of Race, Gender, and Social Justice

The growth in prison populations is a world-wide phenomenon, and within the overall growth rate, many countries are seeing a disproportionate rate of increase among women. Despite differences in culture and resources, women everywhere face similar problems in prison systems, which have been designed primarily by and for men. These include sexual abuse, lack of appropriate medical care, loss of children and breakdown of families. The United States leads the world in both the overall size of its prison population and its rate of incarceration. Advocates for reform are increasingly turning to international human rights laws, standards and norms to …

Water System Preparedness For Pandemic Influenza, Phil Van Atta Feb 2008

Water System Preparedness For Pandemic Influenza, Phil Van Atta

Master of Public Health Program Student Publications

This project involved an investigation of water utility preparedness and best practices for pandemic influenza. A pandemic could cause serious disruptions to the operations of critical infrastructure, including drinking water systems. These disruptions could be caused by staffing shortages, power disruptions, and shortages of chemicals and other supplies. Ensuring continuity of operations for drinking water systems is crucial to protect public health and safety, and to the economy of all communities. Literature searches, interviews, and a survey of Ohio water systems indicated that water systems in Ohio and across the United States are preparing for pandemic influenza. Pandemic influenza preparation …
