The Next Generation Of Mobile Source Regulation, Andrew P. Morriss Jan 2008

The Next Generation Of Mobile Source Regulation, Andrew P. Morriss

Faculty Scholarship

In the U.S. we have reached the point where further reductions in per-mile emissions from individual mobile sources of criteria pollutants will be both tiny and expensive. In addition, as population grows, total mobile source emissions in developed countries are likely to increase as our ability to engineer reductions on a vehicle-by-vehicle basis reaches its technological limit and is overwhelmed by the rising numbers of miles driven. Mobile source emissions world-wide will climb as greater wealth in the developing world fuels the demand for mobility. This article examines the demand for transportation and the regulation of transportation fuels and then …

Uniform Materials And The Multiplicative Decomposition Of The Deformation Gradient In Finite Elasto-Plasticity, Vincenzo Ciancio, Marina Dolfin, Mauro Francaviglia, Serge Preston Jan 2008

Uniform Materials And The Multiplicative Decomposition Of The Deformation Gradient In Finite Elasto-Plasticity, Vincenzo Ciancio, Marina Dolfin, Mauro Francaviglia, Serge Preston

Mathematics and Statistics Faculty Publications and Presentations

In this work we analyze the relation between the multiplicative decomposition F = F e F p of the deformation gradient as a product of the elastic and plastic factors and the theory of uniform materials. We prove that postulating such a decomposition is equivalent to having a uniform material model with two configurations – total φ and the inelastic φ1. We introduce strain tensors characterizing different types of evolutions of the material and discuss the form of the internal energy and that of the dissipative potential. The evolution equations are obtained for the configurations (φ, φ1) and the material …

Will Penal Populism In Japan Decline?: A Discussion, Setsuo Miyazawa

Faculty Scholarship

I intend to play the role of discussant at a session where five papers have been presented and to draw implications from the perspective I presented in Miyazawa (2007a ). I revise my thesis about penal populism in Japan slightly using the concept of "leadership from the front "presented by Johnson .However, I still conclude that penal populism in Japan is not likely to decline in the near future.

Demarcating The Right To Gather News: A Sequential Interpretation Of The First Amendment, Erik Ugland Jan 2008

Demarcating The Right To Gather News: A Sequential Interpretation Of The First Amendment, Erik Ugland

College of Communication Faculty Research and Publications

The recent spate of cases in which reporters have been subpoenaed, fined, jailed, or otherwise disciplined has laid bare the divisions among the courts over the existence and scope of the “reporter’s privilege.” The cases have also exposed the doctrinal, historical, and theoretical infirmities of the broader law of newsgathering, which encompasses not only source relationships, but also rights of access to places and records, protections against civil and criminal liability for torts and crimes committed in the pursuit of news, and protections against government searches of newsrooms and phone records, among other things. Resolving these conflicts has grown more …

Deciphering Climatic History From Lake Sediments, Sherilyn C. Fritz Jan 2008

Deciphering Climatic History From Lake Sediments, Sherilyn C. Fritz

Department of Earth and Atmospheric Sciences: Faculty Publications

Reconstructing climate from lake sediments can be challenging, because the response of lakes and various components of lake systems are mediated by non-climatic factors, such as geomorphic and hydrologic stetting. As a result, the magnitude of lake response to climatic forcing may be non-linear. In addition, changes in the lake system associated with the aging process or non-climatic influences may alter the response to a given climate perturbation. These non-linear and nonstationary characteristics can produce spatial heterogeneity in the pattern and timing of inferred change. One approach for generating regionally robust climatic interpretations from lakes is to increase coordinated efforts …

Spatial Arrangement Of Fold Types In The Zagros Simply Folded Belt, Iran, Indicated By Landform Morphology And Drainage Pattern Characteristics, Caroline M. Burberry, John W. Cosgrove, Jian Guo Liu

Department of Earth and Atmospheric Sciences: Faculty Publications

The spatial arrangement of fold types within the Zagros Simply Folded Belt was analysed using satellite images, a digital elevation model and a digital drainage network. Distinct fold geometries, principally fault-bend folds and detachment folds, can be identified by characteristic interactions with streams flowing SW from the High Zagros Mountains into the Persian Gulf. In addition, the morphology of the landforms is reflected in the minor channel patterns across the folds. This morphology can also be categorised using geomorphic indices, L/W ratio and symmetry index. The distribution of fold types is shown for the region N27°-N30°, E50°-E54° at a scale …

Measuring Agility Of Organizations – A Comprehensive Agility Measurement Tool (Camt), Ameya S. Erande, Alok K. Verma Jan 2008

Measuring Agility Of Organizations – A Comprehensive Agility Measurement Tool (Camt), Ameya S. Erande, Alok K. Verma

International Journal of Applied Management and Technology

Since “Agility” is ability to respond to unpredictable changes with quick response and profitability, it is not industry specific. This “not industry specific” nature of agility makes it hard to assess and measure it on a fixed scale. Measurement of agility of an enterprise has been a major topic of research since inception of agility in 1991. Though some methods have been developed to measure agility, they mainly remain tied to manufacturing industry. As agility is present in all the industries, comprehensive tool to measure it is a necessity in order to determine responsiveness of an enterprise to external turbulences. …

Exploring Information Technology Flexibility And Increased Complexity: Is Management Prepared?, Lawrence R. Ness Jan 2008

Exploring Information Technology Flexibility And Increased Complexity: Is Management Prepared?, Lawrence R. Ness

International Journal of Applied Management and Technology

Information technology (IT) flexibility has become a key enabler of increased IT effectiveness, towards improved IT-business alignment and sustained competitive advantage (Ness, 2005). However, as has been shown through this exploratory literature review, higher levels of IT flexibility also increase the level of complexity to be managed (Young, 2007; Rettig, 2007). Unfortunately, it was also found that management does not appear to be aware and/or prepared to manage the increased complexity (Wheatley, 2000; Lee, 2003), possibly resulting in more harm than good. This study are hoped to alert both IT and business management as to the opportunities existing within the …

A New Methodology For Recognition Of Milling Features From Step File, D. Sreeramulu, C.S.P. Rao Jan 2008

A New Methodology For Recognition Of Milling Features From Step File, D. Sreeramulu, C.S.P. Rao

International Journal of Applied Management and Technology

In recent years, various researchers have come up with different ways and means to integrate CAD and CAM. Automatic feature recognition (AFR) from a CAD solid model for down stream applications like process planning and NC program, greatly contribute to the level of integration. When generating G&M codes from CAD DXF file, it leads to the loss of geometric information and the user is to edit and fills the details of the lost data. STEP is an international standard for geometric and non geometric data transfer between CAD, CAE and CAM and it replaces the IGES and DXF. For that …

Risk Visualization: A Mechanism For Supporting Unstructured Decision Making Processes, Akhilesh Chandra, Ravi Krovi, Balaji Rajagopalan Jan 2008

Risk Visualization: A Mechanism For Supporting Unstructured Decision Making Processes, Akhilesh Chandra, Ravi Krovi, Balaji Rajagopalan

International Journal of Applied Management and Technology

The premise of this paper is that risk visualization has the potential to reduce the seemingly irrational behavior of decision makers. In this context, we present a model that enhances our understanding of visualization and how it can be used to support risk based decision making. The contribution of our research stems from the fact that decision making scenarios in business are characterized by uncertainty and a lack of structure. The complexity inherent in such scenarios is manifested in the form of unavailability of information, too many alternatives, inability to quantify alternatives, or lack of knowledge of the payoff matrix. …

Nonprofit Organizations: An Introduction To Charity Rating Sources And Cautions In Their Use, Diana Stork, Jill Woodilla Jan 2008

Nonprofit Organizations: An Introduction To Charity Rating Sources And Cautions In Their Use, Diana Stork, Jill Woodilla

International Journal of Applied Management and Technology

We describe services that rate the performance of charitable organizations in the United States as a potential source of data for comparisons by donors and may be of interest and use to researchers. Such services have the potential to be considered as a surrogate for quality metrics in the nonprofit sector. The three services considered, The American Institute of Philanthropy, Charity Navigator, and the Wise Giving Alliance of the Better Business Bureau, create different rating schemes. Statistical analyses of a dataset comprised of charities in the Nonprofit Times Top 100 clarify points of similarity and difference among the services. We …

Viability Analysis Of An Enterprise I, Charles Andoh Jan 2008

Viability Analysis Of An Enterprise I, Charles Andoh

International Journal of Applied Management and Technology

The study derives the conditions for the profitability of any enterprise. So long as all the products produced by an enterprise are sold or will be bought, in theory, there are no bounds on the profit an enterprise can make. In practice bounds exists, and it is shown that the region of profitability declines if some products are not sold or bought and that an optimal profit can still be attained in this case with proper combination of products produced.

Significance Of Altitude And Posting Density On Lidar-Derived Elevation Accuracy On Hazardous Waste Sites, María J. García-Quijano, John R. Jensen, Michael E. Hodgson, Brian C. Hadley, John B. Gladden, Lewis A. Lapine Jan 2008

Significance Of Altitude And Posting Density On Lidar-Derived Elevation Accuracy On Hazardous Waste Sites, María J. García-Quijano, John R. Jensen, Michael E. Hodgson, Brian C. Hadley, John B. Gladden, Lewis A. Lapine

Faculty Publications

This research evaluated the vertical accuracy of two lidar-derived elevation datasets acquired from two different altitudes over a clay-capped hazardous waste site located on the Savannah River Site (SRS), South Carolina, using the same Optech ALTM 2050 lidar sensor and Cessna 337 platform. Both missions provided adequate elevation estimates (low-altitude RMSEz ≈ 6 cm; high-altitude RMSEz ≈ 14 cm.) A quantitative comparison was performed to determine how decreasing platform altitude and increasing lidar posting density affected the vertical elevation accuracy. Higher posting densities did not significantly improve the vertical accuracy of lidar-derived elevation data. Conversely, acquiring the lidar-derived elevation data …

The main international initiative is first described, namely, the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (GPA). Progress in GPA implementation is next assessed with an emphasis on the documentation and results from the Second Intergovernmental Review Meeting on Implementation of the GPA held in October 2006. Major challenges constraining GPA implementation are then summarized, including limited national …

The Estate Tax Fundamentals Of Celebrity And Control, Bridget J. Crawford Jan 2008

The Estate Tax Fundamentals Of Celebrity And Control, Bridget J. Crawford

Elisabeth Haub School of Law Faculty Publications

We previously suggested in this Journal that post-death publicity rights could be excluded from the decedent's estate for tax purposes if state legislation precluded the decedent from exercising post-death control. In other words, if state legislation designated who would hold these rights after the decedent's death, the value of these rights should not be subject to estate tax. Professor Joshua Tate, in his response to our essay, argues that under current law, estate tax inclusion would be required regardless of the decedent's ability to exercise control. So, for example, in Professor Tate's analysis, the estate tax would apply even if …

The Role Of Lawyers In Resolving Environmental Interest Disputes, John R. Nolon, Jessica A. Bacher Jan 2008

The Role Of Lawyers In Resolving Environmental Interest Disputes, John R. Nolon, Jessica A. Bacher

Elisabeth Haub School of Law Faculty Publications

This article explores the role of lawyers and the tools they can use in the resolution of environmental interest disputes. We draw on the decades-long work of ADR professionals in this area as well as the professional experience of attorneys and the skills they have honed in the context of “rights based” and “rights to process” disputes. By “environmental interest disputes” we include both emerging conflicts and current disputes among multiple parties over the use and abuse of land, air, water, surface, and subsurface resources whose resolution is unlikely to occur in traditional adjudicatory tribunals such as courts and administrative …
