Equality's Future: An Introduction, Victoria Nourse Jan 2008

Equality's Future: An Introduction, Victoria Nourse

Georgetown Law Faculty Publications and Other Works

We stand at an extraordinary moment: never before have so many powerful men wished to be women. For the first time in history, a massive number of male and female voters--18 million in fact--cast their ballots to nominate a woman, Senator Hillary Clinton, to be President of the United States. Disappointed at Senator Clinton's failure to win the Democratic Party's nomination, many women threatened to bolt the party. Sensing opportunity, the Republican Presidential candidate, Senator John McCain, promptly named as his vice-presidential running mate the first woman ever nominated by the Republican Party to a Presidential ticket. And, not to …

Capitalization Of Environmental Amenities And Wildfire In Private Home Values Of The Wildland Urban Interface Of Northwest Montana, Usa, Kyle Matthew Stetler

Graduate Student Theses, Dissertations, & Professional Papers

Over the last decade, the United States Department of Agriculture Forest Service (Forest Service) has been increasingly tasked with protecting wildland urban interface (WUI) neighborhoods from wildfire. In addition to fire suppression duties, the Forest Service has attempted to mitigate the wildfire risk posed to the WUI through prescribed burning and other types of fuels reduction projects. But rising suppression costs and diminishing social acceptability of fuel management treatments are putting pressure on the Forest Service to economically justify its wildfire and fuel management decisions. Economic models employed by the Forest Service to support decisions about the allocation of wildfire …

Untapped Resources: How Underdeveloped Gender Empowerment Constrains The Development Potential In Bangladesh, Taylor Michelle Cook Jan 2008

Untapped Resources: How Underdeveloped Gender Empowerment Constrains The Development Potential In Bangladesh, Taylor Michelle Cook

Graduate Student Theses, Dissertations, & Professional Papers

Gender empowerment is an oft-cited result of microfinance participation. However, research to verify this outcome continues to produce ambivalent results implying that microfinance programs are not maximizing their potential impact. While gender empowerment may be a desirable end to development, it is less often used as a means to achieve development goals. This paper tests the hypothesis that gender empowerment improves microfinance program performance using data from the Bangladesh Rural Advancement Committee (BRAC) and a theoretical framework based on prevalent institutional ideologies. The results show that empowered clients have a higher likelihood of attaining desirable program outcomes. These results can …

The Vesicular Glutamate Transporter (Vglut): Heterologous Expression, Proteoliposome, Computational And Mass Spectral Studies, Chih-Kai Chao

Graduate Student Theses, Dissertations, & Professional Papers

Vesicular glutamate transporters (VGLUTs) are integral membrane proteins that uptake glutamate into synaptic vesicles and are involved in glutamatergic neurotransmission. Since VGLUTs were identified and cloned, efforts have been made to characterize their functional roles. However, due to experimental limitations, the structural features of VGLUT protein remain unclear. In an attempt to better understand VGLUTs, computational and biochemical approaches were employed to characterize them. Plasmid DNA encoding rat VGLUT1 was constructed, amplified and expressed in Pichia pastoris to produce VGLUT1 protein. Immobilized metal affinity chromatography (IMAC) was employed to purify the protein for structural analysis by mass spectrometry and to …

Perceptions Of Borough Incorporation Held By Community Leaders In Delta Junction, Alaska, Michelle Albus Johnson Jan 2008

Perceptions Of Borough Incorporation Held By Community Leaders In Delta Junction, Alaska, Michelle Albus Johnson

Graduate Student Theses, Dissertations, & Professional Papers

Regional governments exist in an overwhelming majority of the United States and are often considered a necessary and natural progression of a developing region. Alaska offers a unique opportunity to explore perceptions of regional incorporation, as it is the only remaining state in the Union to have unincorporated area. Thus, after a rural region of Alaska petitioned the state legislature to politically incorporate, I conducted qualitative in-depth semi-structured interviews with local community leaders to explore their perceptions of the proposed incorporation. Existing literature often refers to leaders as either elite, self-interested individuals or as functional, community-interested individuals. This study explored …

National And Global Health Law: A Scholarly Examination Of The Most Pressing Health Hazards, Lawrence O. Gostin Jan 2008

National And Global Health Law: A Scholarly Examination Of The Most Pressing Health Hazards, Lawrence O. Gostin

Georgetown Law Faculty Publications and Other Works

The health of individuals, families, and communities has deep, intuitive meaning. So much of what we aspire to be as individuals or as members of society relies on health. Our shared intuitions about the value of health manifest themselves in public and political concerns. The media widely reports threats to the public's health, such as a traveler with multi-drug resistant tuberculosis, E-coli from contaminated spinach, miners' deaths, unsafe children's toys, and dangerous pharmaceuticals. Election years predictably spur new, or refashioned, proposals for health care reform. And there remain enduring, intractable health hazards, such as tobacco, obesity, motor vehicle crashes, and …

Fifty Years Of Memory Of College Grades: Accuracy And Distortions, Harry P. Bahrick, Lynda K. Hall, Laura A. Da Costa Jan 2008

Fifty Years Of Memory Of College Grades: Accuracy And Distortions, Harry P. Bahrick, Lynda K. Hall, Laura A. Da Costa

All Faculty and Staff Scholarship

One to 54 years after graduating, 276 alumni correctly recalled 3,025 of 3,967 college grades. Omission errors increased with the retention interval, and better students made fewer errors. Accuracy of recall increased with confidence in recall. Eighty-one percent of commission errors inflated the actual grade. Distortions occur soon after graduation, remain constant during the retention interval, and are greater for better students and for courses students enjoyed most. Confidence in recall is unrelated to distortion. Courses that were not freely recalled, but had to be cued, were recalled less accurately and with less distortion. The data support a supplementary theory …

God, Gaia, The Taxpayer, And The Lorax: Standing, Justiciability, And Separation Of Powers After Massachusetts And Hein, Jonathan H. Adler Jan 2008

God, Gaia, The Taxpayer, And The Lorax: Standing, Justiciability, And Separation Of Powers After Massachusetts And Hein, Jonathan H. Adler

Faculty Publications

The Supreme Court considered standing in two high-profile cases during the October 2006 term: Hein v. Freedom from Religion Foundation and Massachusetts v. EPA. Both were 5-4 decisions in which the Court decided along traditional, ideological lines, and both decisions may provide an indication of the future direction of the Supreme Court.

In Hein, a five-Justice majority denied taxpayer standing to challenge the Bush Administration's so-called "faith-based initiatives" as a violation of the First Amendment's Establishment Clause. In Massachusetts, the Court broke new ground as it took several steps in a decidedly "liberal" direction. The five Justice …

Water Marketing As An Adaptive Response To The Threat Of Climate Change, Jonathan H. Adler Jan 2008

Water Marketing As An Adaptive Response To The Threat Of Climate Change, Jonathan H. Adler

Faculty Publications

Whereas there has been substantial research on the potential effect of climate change upon water resources, there has been relatively little consideration of the role of institutional arrangements in mitigating (or exacerbating) the potential effects of warming-induced changes in water supplies. Climate change increases the urgency with which water managers and policymakers must address water supply concerns, moving toward water supply institutions and policies that are sufficiently flexible, adaptive, and robust to deal with the uncertain water future. As the LPCC has concluded, "changes in water management practices will have a very significant impact on how climate change affects the …

Chronic Low-Level Pb Exposure During Development Alters Proteins Involved In Energy Metabolism In Auditory Neurons Of The Brainstem, John Prins Jan 2008

Chronic Low-Level Pb Exposure During Development Alters Proteins Involved In Energy Metabolism In Auditory Neurons Of The Brainstem, John Prins

Graduate Student Theses, Dissertations, & Professional Papers

Low level lead (Pb) exposure is a risk factor for neurological dysfunction including ADHD. How Pb produces these behavioral deficits is unknown, but low-level exposure during development is associated with auditory temporal processing deficits, even though hearing remains normal. Pb disrupts cellular energy metabolism and efficient energy production is crucial for auditory neurons to maintain their high rates of synaptic activity. The voltage dependent ion channel (VDAC) is an ion channel involved in the regulation of mitochondrial physiology and is a critical component in controlling mitochondrial energy production. No studies to date have investigated the effect of Pb on VDAC, …

A Comparative Study Of Divorced Families And Families Utilizing Supervised Visitation Services: Child Behavior, Interparental Conflict, Parenting Attitudes And Parental Stress, Diana Eleonora Maria Marchetti Jan 2008

A Comparative Study Of Divorced Families And Families Utilizing Supervised Visitation Services: Child Behavior, Interparental Conflict, Parenting Attitudes And Parental Stress, Diana Eleonora Maria Marchetti

Graduate Student Theses, Dissertations, & Professional Papers

Research has repeatedly demonstrated the association between families of divorce and variables of child behavior, interparental conflict and parenting attitudes. However, overall research exploring supervised visitation services and examining these variables in relationship to this population is limited. Furthermore, studies designed to compare these groups (divorced and supervised visitation) is sparse. Overall, children from single parent homes (e.g., divorced and/or supervised visitation situations) tend to have more child behavior and adjustment problems as compared to children of intact families (Hetherington, Cox & Cox; 1982; Portes, Howell, Brown, Eichenberger, & Mas, 1992). However, such problems are not attributed to marital disruption …

Exploring The Benefits Of An Outdoor Adventure Program For Improving Self-Esteem And Self-Efficacy And Reducing Problem Behaviors In Adolescent Girls, Kristen O'Shea Jan 2008

Exploring The Benefits Of An Outdoor Adventure Program For Improving Self-Esteem And Self-Efficacy And Reducing Problem Behaviors In Adolescent Girls, Kristen O'Shea

Graduate Student Theses, Dissertations, & Professional Papers

The study assessed change in self-efficacy, self-esteem, and problem behaviors from pre-treatment to post-treatment and at 6-month follow-up for adolescent girls enrolled in an outdoor adventure program. Family security and previous program experience were also considered. Participants included 62 girls (ages 10 - 18) from diverse ethnic and SES backgrounds (the majority were Euro American from middle class backgrounds). As expected, problem behaviors were negatively correlated with self-esteem throughout the trip; they were negatively correlated with self-efficacy at 6-month follow-up. Girls from "higher security" families reported significantly higher levels of self-esteem (p < .05) and fewer problem behaviors (p < .01) than girls from "lower security" families. A principal components analysis (PCA) was run to review test properties of one of the study measures, the modified General Self-Efficacy Scales. Limitations of the study, including low power and few statistically significant results, are discussed.

Fire In My Backyard: Place Meanings And Landowner Views On Fire And Fuels Management On The Kootenai National Forest, Mt, Michael Anthony Cacciapaglia

Graduate Student Theses, Dissertations, & Professional Papers

Federal land management agencies are currently striving to become more democratic and open to citizen participation in decision-making. Recently, the build-up of hazardous forest fuels and ensuing increase in high-intensity wildland fire events across the western U.S. has led to growing interest in integrating local communities and their views and interests into the planning process for fuel reductions projects. One way to investigate local perspectives and make them available to local fire management officers is through qualitative research into relationship to place and preferences for proposed management actions using in-depth interviews with landowners residing in the wildland-urban interface. This study …

Mallard Nesting Ecology In The Great Lakes, Jonas Ian Davis Jan 2008

Mallard Nesting Ecology In The Great Lakes, Jonas Ian Davis

Graduate Student Theses, Dissertations, & Professional Papers

Understanding how habitat features influence vital rates that drive population growth is fundamental for delivery of effective conservation programs. Past decisions in management of Great Lakes mallard (Anas platyrynchos) populations were based largely on paradigms established in the mid-continent because regional data were lacking. Recent sensitivity analyses from the Great Lakes Mallard Study show that population growth (i.e., λ) is most sensitive to changes in nest success (16%) and duckling survival (32%). In spring of 2001 to 2003, as part of the Great Lakes Mallard Study, 536 mallards were radio-marked at nine sites in four states (Michigan, Ohio, Wisconsin, and …

The Domestic Incorporation Of Human Rights Law And The United Nations Convention On The Rights Of Persons With Disabilities, Janet E. Lord, Michael Ashley Stein

Faculty Publications

This Article reviews the processes by which domestic-level transposition of international human rights norms may occur as a consequence of human rights treaty ratification, or other means of incorporation. Specifically, we consider the transformative vision of the Convention on the Rights of Persons with Disabilities (CRPD or Convention) as a vehicle for fostering national-level disability law and policy changes. In doing so, we outline the challenges and opportunities presented by this new phase in disability rights advocacy, and we draw conclusions that bear generally upon human rights practice and scholarship. We contend that the role of human rights in domestic …

Disruption Of 8-Hydroxy-2'-Deoxyguanosine Dna Glycosylase (Ogg1) Antioxidant Response Capacity By Sodium Arsenite, David Paul Cox Jan 2008

Disruption Of 8-Hydroxy-2'-Deoxyguanosine Dna Glycosylase (Ogg1) Antioxidant Response Capacity By Sodium Arsenite, David Paul Cox

Graduate Student Theses, Dissertations, & Professional Papers

8-hydroxy-2'-deoxyguanosine DNA glycosylase is the first step and rate-limiting enzyme involved in the removal of 8-hydroxy-2'-deoxyguanosine via the base excision repair pathway. Transcriptional regulation of human Ogg1 is sensitive to redox changes via modulation of intracellular glutathione. In response to changes in glutathione, changes in hOgg1 transcription occur similar to genes regulated by the transcription factor Nrf2. It was determined that positions - 47 to - 44 in the hOgg1 promoter are necessary for basal transcription of Ogg1 determined by site-directed deletion. This region is capable of interacting with nuclear protein determined by binding assays. Furthermore, transcription factor Nrf2 is …

Peter Severinus: From Humours To Chemistry In The Sixteenth Century, Michael T. Walton, Robert M. Fineman

Quidditas

The re-discovery of the works of Mendel and others has added greatly to our understanding of genetics. Such is now the case of Peter Severinus, with the recent recovery (or re-discovery) of his seminal work, Idea Medicinae Philosophicae (1571). Severinus concurred with Paracelsus’s (1493-1541) concept of seeds (little chemical factories) that worked on matter to form living things; but he was also aware of transplantation (grafting and cross-pollination) that changed phenotypes and genotypes in plants. Severinus applied this understanding to hereditary diseases in humans and extended Paracelsian theory. He believed that certain diseases in one’s offspring were caused by a …
